PAGE THIRTEEN Governor Blasts Board on jMoney Request By ART TIIOLEN If Salt Lake county spent all its available road money on its highways in 1948 there would be enough without the Hene-fer-Salt Lake Memorial highway funds to build the best county road system in the state Gov Herbert Maw declared Monday Vigorously defending his position on allotment of secondary road funds to the memorial project Gov Maw made this assertion In a letter to Roy YV Grant chairman of the Salt Lake City Chamber of Commerce highway committee Maw Defends Position The letter was in reply to one sent the governor Thursday by Mr Grant In his letter Mr Grant urged Gov Maw to "recede from the arbitrary position you have taken to ordering the full amount of Salt Lake allotted secondary road funds to purposes other than improvement of county roads" Gov Maw pointed out that with the addition of $7194463 in and money from the state Salt Lake county will have $1464474 63 available for road buildmg this year This he said is nearly three times as much as the county spent on its roads during 1947 and $41672183 more than it expended during the two-year period from Jan 1 1946 to Jan 1 1948 Controversy Origin The controversy over future of the memorial highway project was heightened by Ray Leavitt state road commission chairman April 3 when he recommended a temporary halt to new construction The dispute involves disposition of $212000 in federal secondary road funds whfch ordinarily would be allocated to Salt Lake county Gov Maw who was in Calif or-nia when Mr recommendation was announced declared on his return the project would continue under agreement between the county and the state In his letter to Mr Grant Gov Maw denied that his position was and asserted it was taken "after very careful consideration and was based on pertinent Cites Inequalities He pointed out that of the nearly 800 miles of roads in Salt Lake county 587 miles are maintained by the county and the balance by the state "To have $1464474 to spend on 587 miles of road during one year means there is available to the county the sum of about $2495 per mile for a road he said is enough to build the whole Salt Lake county road system up to a very high level and is far more money per mile than is enjoyed by any other county In the state It is a particularly large sum of money per mile because previous administrations already had oiled and surfaced substantially all of the county road system If othpr counties of the state had that amount of money per mile each year to spend on their highways many of which do not even have a gravel base there would be state-wide Road Funds Adequate Quoting from the 1946 report of the county auditor Gov Maw observed that at the beginning of 1946 Salt Lake county had $1016-51067 for roads and bridges $5319098 for highway improver ments and $1092676 for class roads a total of $10806284L During the year the fund was increased by $55272683 from taxes and other sources making $163335524 available for road purposes Of this total he continued only 44205714 was spent on roads while $550000 was transferred into a reserve The governor said only $90443 04 of this reserve fund has been spent on roads since then while more than $316000 of it has gone for other purposes Expenditures for "other he said included $18269143 for the county hospital and infirmary will be the governor wrote "to learn whether the county commissioners will spend nearly $1500000 they now have in their road fund on county highways duringvthe present year or whether they will spend a few
