17, 19iRE WEDNESDAY, DECEMBER 83 Public-worker union's chief urges Mecham to keep holiday for King Gorham silverplate and stainless Save an additional 25 on our already reduced prices By DON HARRIS The Arizona Republic A union official representing about 18,000 public employees urged Evan Mecham on. to reconsider his plan to' rescind a state holiday for the Rev. Dr. Martin Luther King Jr. Peter Fears, executive director of the Arizona arm of the American Federation of State, County and Municipal Employees, said questions about whether the holiday was legally declared by outgoing Democratic Gov.

Bruce Babbitt should be resolved by the courts. Fears said the holiday would actually cost the the state an additional' $300,000, not the $2.5 million that has been estimated. "That is roughly how much the, state spends on ballpoint pens and legal pads in the course of a year," he said. The $2.5 million estimate was put out earlier this year by Babbitt's office. Fears said only 3,500 state em ployees, including prison guards, highway patrolmen and state-hospital employees, would work on the holiday, thereby earning an extra day of pay.

Asked about lost productivity as a result of closed state offices, Fears said employees would catch up on their work in a day or so. He said state workers have gone to 10 paid state holidays from 12 annually in recent years, having lost Election Day and Statehood Day. Mecham spokesman Ron Bellus said Tuesday that Mecham's position remains unchanged. Mecham has repeatedly vowed to rescind the King holiday, contending that it was illegally created. Babbitt declared the holiday after the state Legislature refused to do so.

Mecham also has contended that the slain civil-rights leader does not deserve a holiday. If there are legitimate legal questions concerning Babbitt's or-, der, Fears said, Mecham should allow the holiday to stand so that' Attorney General Bob Corbin can take the matter to court. In a letter delivered to Mecham last week, Fears said King was shot to death in Memphis, while Supporting a strike by sanitation workers who belonged to the public-employees union. The letter was accompanied by two union resolutions urging Me-, cham to retain the holiday. The resolutions were approved by Council 97 of the Arizona Public Employees AssociationAFSCME, representing about 40,000 workers, and by the union's headquarters in Washington D.C., Fears said.

He said the union's members who work for Phoenix, Tucson or 67 of the state's 221 school districts will get a day off on the King holiday, which falls on Jan. 19. Federal workers also will get the day off. Fears said he is scheduled to meet Thursday with Jim Colter, Mecham's chief of staff, about the holiday but indicated that he. doesn't expect to change any minds in the Mecham administration.

Ron Flud, Clark County deputy coroner, said Tuesday "there is no doubt" that Bullhead City, radio-station employee Pamela Joyce Simmonds was murdered. Flud said an autopsy showed Simmonds was strangled and beaten on the head. The autopsy was performed in Las Vegas, the closest forensics facility, at the request of Arizona authorities. A Swiss tourist discovered Simmonds' decomposed and partially clothed body last weekend in an Arizona desert wash six miles east of Davis Dam.
