The Tucson City Council and the Pima County Board of Supervisors must offer an air-quality plan and have it approved by the EPA by Dec. 31, or the EPA must begin actions to block highway funds. District Court here. World nation Archbishop dies; former papal nuncio United Press International WILKES-BARRE, Pa. Roman Catholic Archbishop Martin J. O'Connor, who guided North American College in Rome through its postwar years, died Monday at Mercy Hospital in Wilkes-Barre. He was 86.

O'Connor, a native of Scranton, served in several administrative and diplomatic positions at the Vatican before he retired and returned to the United States in 1980. The Diocese of Scranton said services will be conducted Friday at St. Peter's Cathedral in Scranton, where O'Connor served as pastor from 1934 to 1943. O'Connor was chosen in 1946 to rebuild North American College, which had been abandoned at the outbreak of World War II. The institution reopened to seminarians in 1948, and O'Connor served as rector until 1964.

He was named titular archbishop' of Laodicea in Syria in 1959 and served as papal nuncio to Malta from 1965 to 1969. O'Connor was ordained as a priest in Rome in 1924. He became auxiliary bishop of Scranton in 1943. and served as pastor of St. Mary's Church in Wilkes until his North American College appointment.
