And the reason is our weather. Our low humidity plays havoc with wood, and wood is what "pin blocks" are made from. Over a period of years the pin blocks dry out, causing the "tuning pins" to loosen and the unhappy result is a piano that can no longer be tuned.

Ever. much of the past year. The current, director, Jonas Hubbard, has been in charge for only a couple of. months. "For this reason, there may not have been a follow-up (on implementing the Crimestopper's Program)," Clark said.

Both police and officials at tribal Chairman Peterson Zah's office said efforts now are under way to clear up the confusion and get the program back on track. At the time the program was created, police said it would help them solve some of the major crimes on the reservation. Like programs established elsewhere in the country, it would provide residents with a way of calling in tips on crimes without giving their names. If the residents' tips were responsible for arrests and convictions, the residents would be eligible for rewards. BIA statistics show that the reservation has an average of 4.5 ifelonies a week, most of which are turned over to the FBI for investigation.

Tribal studies indicate that, in criminal investigations by the FBI and the BIA during the past two years, less than 3 percent of felonies on the reservation have resulted in convictions. The $125,000 never was spent on increased police protection, but the advisory committee did agree to use $10,000 of it to set up a Crimestopper's Program. Since then, $5,000 has been' approved by the chairman's office for information leading to the capture of trading-post robbers, but no other rewards have been considered. There also has been no mecha-. nism set up for the phoning in of tips to police by area residents.

Police officials said that the department is ready to establish the program but that the process is being held up. John Clark, public-information officer for the tribal Police Depart-, ment, admitted that there seems to be some confusion over the status of the program. "It's obvious that it's hung up," Clark said, adding that his inquiries into the program's status have resulted in his repeated referral to others for the answer. "I don't think anyone wants to take the blame," he said. The program was approved almost a year ago by the tribe's advisory committee and was given a $10,000 tribal grant to help pay for rewards and new phone lines to the tribal Police Department. Approval for the program came shortly after a series of attacks, rapes and murders in the Fort-Defiance area. The crimes resulted in a demand by the Council of Navajo Women for more police protection in larger reservation communities. The Tribal Council appropriated $125,000 to beef up police protection in those areas, but before a final decision was made on how the funds would be used, the crime wave stopped, several arrests were made, and the federal Bureau of Indian Affairs agreed to provide funding to hire 60 additional police officers. But because of limited man-hours allotted to the school, Michell is unable to hire additional drivers, cooks, a janitor, shop and home-economics teachers and a librarian. Part of the problem, BIA principals have said, is that teachers leave BIA schools to join the faculties of public schools that, in some cases, are as near as across the street. Pay scales for teachers with five to 15 years' experience and a master's degree can be as much as 5,000 to $15,000 higher in public schools than in BIA schools. Top pay for BIA teachers is $23,358.
