Asked about the break-even budget, Diethrich replied, "I think it's impractical." Since the end of the season, the Wranglers have undergone what they call a "belt-tightening:" Several employees have been fired and, in the case of one marketing employee, fired and rehired.

Employees now must pay for health insurance of dependents, which, sources said, amounts to $164 a month. For sure, it has been an outwardly quiet time, for the Wranglers, as well as the USFL. The Wranglers have signed only a few obscure players, George Allen has indicated he will return as coach and has asked all his assistants to return. These problems, some foresee, will lead to a merger of the Wranglers. The problems stem from a lack of cash flow into the organization. Dietrich's losses during a two-year fling in the USFL amount to $15.8 million, one source said.

Diethrich said he has lost about $8 million on the teams themselves and has yet to see his $7.2 million for the sale of the Chicago Blitz. One of the hot items is the budget for '85. Wranglers brass has been pushing for a break-even like we're getting the full picture." A wire report Thursday out of Pittsburgh quotes Maulers President Paul Martha, a member of the league's restructuring committee, as saying the USFL may pare to 12 teams for the '85 spring 6eason to streamline for its head-on confrontation in the fall of '86 with the NFL. An unattributed piece of information in the story leaps out: "Te Arizona Wranglers' management has also discussed interest in merg- it ing. Ted Diethrich, Wranglers major-' ity owner, said earlier this week that no serious talks of a merger have taken place, but that he is not against one.

"Whatever makes the league stronger, I'm for," he said. Most league sources said the league probably will drop to 14 teams. "It could be 16 teams," Diethrich said. "Fourteen. I don't see any magic with 14.

We could even go as low as 12." Any mergers for '85 probably will be determined, at league meetings on Oct. 18 in Florida, Diethrich Mesa-1728 W. Main (Vi III. itelTri-Cit UM 969-2952 DRUM BRAKE JOB New shoeslining. TURN DRUMS, clean backing plate adjust.

The team would remain in Pfoenix with George Allen as head coach, the source said. San White, Wranglers linebacker and player representative, has een attending union negotiations with USFL owners in New YorE and has heard talk of his team's merger: "They are one of the teams exploring that possibility." A Source in the Panthers' camp said his supervisor told him two weeks ago that a merger with the Wranglers was being discussed. In- August, General Manager Bruce Allen told the team's assistant poaches a merger was likely. But, a source said, "We don't feel NFL notes Riggins' injury worries 'Skins Republic Sports Wires The status of Washington Redskins running back John Riggins, hospitalized this week for lower baclc pains, remains in doubt for Sunday's game against the New England Patriots. Riggins, 35, who broke the NFL 6ingle-season record for touchdowns with; 23 last year and leads the league this year with five in three games, has not practiced this week and "has undergone testing at a Washington, D.C., hospital.

Although he officially is listed as "probable" for Sunday's game at Foxbbro, Redskins coach Joe Gibbs said Riggins is "questionable." "Right now, he's got to be listed as questionable," Gibbs said. "But my gilt reaction is he will play." A similar injury forced Riggins, a 13-year veteran, to miss one game last year. The fifth-leading rusher in NFL history, Riggins has gained 9,638 yards in his career. His 99 touchdowns two last week against the Giants also places him fifth in league annals, one behind Seattle's Franco Harris. DOLPHINS SEARCHING -The Miami Dolphins, looking for help at fullback, said that Perry Harrington will be given a tryout today.

The Dolphins have been contacting NFL teams for a possible trade and combing the waiver lists for a fullback to replace Andra Franklin, who suffered a knee injury almost two weeks ago and is out for the season. Harrington, drafted in 1980 in the second round by the Philadelphia-Eagles out of Jackson State, was traded to Cleveland this year and Jthen cut. He has rushed 145 times for 635 yards and caught 26 passes for 144 yards. Tke Dolphins also said they have talking to Roosevelt Leaks, a 10-yJar pro cut by the Buffalo Bills. Leaks played five years for the Baltimore Colts and four for 2,406 yards with 663 carries.

BOILERS LOSE FOSTER The Houston Oilers placed starting defensive end Jerome Foster on injured reserved and signed free agent Bryan Caldwell of Arizona State. Foster injured a knee in last week's 31-14 loss to San Diego. Caldwell, a 6-4, 248-pound defensive 'end, was a third-round draft pick by the Dallas Cowboys in 1983. VIKINGS INJURED The Minnesota Vikings, whose defense is plagued by injuries, said All-Pro defensive end Doug Martin and end Mark Mullaney are doubtful for Sunday's game against Detroit. Martin is hobbled with a spraijied ankle.

Mullaney remains hospitalized after being poked in the right eye in last Sunday's 27-20 victory over Atlanta.
