"We are awarding a film not for its outstanding cinematic quality but for its capacity to generate discussion about important issues like sexual roles and stereotyping." The film was cited for "its skillful depiction of a difficult subject, bringing to the screen a provocative examination of what it means to be a female in a male-dominated culture." Gandhi was commended for its portrayal of "a 20th century man of peace whose commitment to non-violence and non-cooperation with violence brought freedom to his nation." The commission also cited the dedication of Attenborough, who spent 20 yeare in planning the film epic. Attenborough said he decided to make a movie about Mohandas K. The NCC communications commission makes film awards for a variety of reasons, said commission executive William F. Fore. "Sometimes we award films for their overt religious content," he said, noting that Gandhi falls in this category.

The commission earlier coordinated a special showing of the movie and an appearance by director Richard Attenborough at the National Council of Churches' November governing board meeting in New York. "We also award unknown films of special merit to draw public attention to them," Fore said. Wasn't That a Time, a documentary about the Weavers singing group and the members' experience of being blacklisted during the McCarthy era, falls into that category, he said.
