The State Government recently dissolved the trust following pressure from the ratepayers association. The association alleged conflicts of interest and unfair rating, and claimed a sewerage project would assist development projects more than residents. An Age INSIGHT report earlier this month said Mallacoota town was sewered. The trust commissioners voted for the sewerage scheme but the ratepayers' associations objected and successfully pressed for a fresh election for the Waterworks Trust.

The two men had also sought Government approval for a massive subdivision on Mallacoota Inlet. After gaining approval from the trust for the sewerage scheme to enable the project to go.ahead, it was rejected by the TCPB. At the election on Saturday, five association members were elected. The sixth position went to a builder, Mr. G.

V. include a former waterworks trust secretary, Mr. Kingsley Stanis-street, and a former trust commissioner, Mr. John Black. Mr.

Rudge and the other five commissioners resigned just before the Government's move to dissolve the trust became known. The president of the ratepayers' association, Mr. Stanistreet, said the new trust would undertake a thorough review of previous decisions. "We'll be having a close look at headworks charges, including the 11 storey building for which the charges were dropped, and the proposed sewerage scheme," he said. had become fiercely divided about land development.

The Town and Country Planning Board received an application last year for an 11-storey convention centre. Two people behind the project were Mr. H. R. Keogh, an engineer, and Mr.

John Rudge, a local publican. Until March, Mr. Keogh was consulting engineer to the waterworks trust. Mr. Rudge was a waterworks trust commissioner.

The Town and Country Planning Board said the project in country Melbourne's population growth is decreasing while the rest of the State is rapidly accelerating, according to the latest population estimates. Bureau of Statistics estimates for the year to June 1977 indicate that Victoria is now undergoijja real decentralisation with people flocking from Melbourne to Citountry. In fact, he plans to build a flying saucer and zip over to Australia in it.

"All I need is a million pounds for the project," he said from his Berkshire home. "If I get the money, I can't see why we can't get the project off the ground within the year." Mr. a 47-year-old electronic engineer, said his flying saucer, which he calls a "levity disc" utilises the magnetic power of a gyro, or flywheel, for power. "It's really just two saucers sealed together at the rim. When Bangkok, Singapore and then home.

Mr. Searl said Singapore had already given him landing permission. And, his next letter is to Sydney airport. Mr. Searl said his three-seater "levity disc" would revolutionise trading techniques in this part of the world.

It was the prototype for a giant 200-metre "Ezekiel starship" which would take scientists into space for five-year journeys. "I named the starship in honor of E.el:;el because his writing in the Oid Testament is the only clear proof that has been presented to me that there are aliens from other planets and UFOs," he said. Mr. Searl whole-heartedly endows the current popularity of science fiction films. First to raise million pounds the power is on, there's no gravity and the weight ieaves the vehicle and goes below it.

The earth is really chucking it away," he said. He hi: upon the idea of using the flywheel as a source of power when designing a generator to replace a power station in 194S. "Bui, scientists laughed at me," he said. "Still. I've proved them wrong and had 41 levity discs in flight so far." Mr.

About 100 delegates at an Albury weekend conference voted overwhelmingly to end the coalition because of Mr. Bjeike-Petersen's alleged infringements of civil liberties. The first joint council of Victorian and NSW Young Liberals was told that the Queensland Liberal Party had been compromised "time and time again" because of Mr.

Bielke-Petersen's The Victorian Young Liberals also firmly resolved that the Federal Liberal Parry should press for the incorporation of a Bill of Rights in the Constitution. The council was told that Mr. Bjelke-Petersen's denial of basic rights demonstrated the need for it. The former president of the NSW Young Liberals, Mr. Jim Carey, said democracy was slowly dying in Queensland.

"Parliament hardly ever sits and 'one man one vote' is a myth." he said. The president of the Queensland Young Liberals, Mr. Greg Goebel. pleaded with delegates to reject the withdrawal motion. Mr.

Goebel said Queenslanders had a right to good government and it would be "horrific" for them if the National Party was the only party in government. The Liberals were a moderating force on the extreme of Mr. Bjelke-Petersen, he said. Mr. Goebel was supported by Victorian Bentleigh delegate.

Mr. Geoff Leigh, who told the council it should wait until the Queensland Liberals made a move. Mr. Leigh suggested that Queensland Liberal Party could form a one day coalition with the Labor Party to pass legislation for electoral redistribution, which would end the National Party's gerrymander. Victorian young liberals have called for a fixed four-year Parliamentary term.

They passed a Burwood motion that simultaneous House of Representatives and half of Senate elections be held every four years. The council was told Australians had been "bombarded" by elections in recent years and their frequency had retarded the economy and disrupted Parliament. The motion passed 43-31 stipulates that a Prime Minister could obtain an early poll only with the consent of the Governor-General when double dissolution bills became available under the constitution and when the Government lost the confidence of Parliament. Mr. Tom Burrows of Burwood said three-year terms forced governments to stop their legislative programme and "sweeten up" voters in the year before an election.

Simultaneous polls also would reduce the traditional protest vote against governments at half Senate elections. New South Wales Young Liberals yesterday demanded that the NSW Police Commissioner, Mr. Wood, be called to testify in State Parliament. They want him to give evidence about the investigation into the Hilton bomb blast and the disappearance of anti-marijuana campaigner Don Mackay.

The first joint council of Victorian and NSW young Liberals viewed "with great alarm and sadness" the fact that the people responsible for the crimes had not been caught. A Wagga branch motion called for Mr. Wood to face questioning at the bar of the Legislative Assembly on the conduct of the investigations, the resources used, and reasons why the criminals were still free. The council was told the acts were "the most heinous and senseless crimes Sir Robert Menzies was involved with certain British and Australian financial interests in a secret plan to use the Senate to block supply against the Scullin Labor Government in 1931, the National Times reports this week.
