Opponents said the development would damage the terrain and would not be compatible with a master plan for the preserve. They also said an estimate that 55,000 rounds of golf would be played yearly at the course is too high and that the city may have to subsidize the development. About 250 supporters and opponents of a plan to build an 18-hole championship course attended a public hearing held by the City Council. Both sides presented petitions and written reports to council members.

The Thunderbirds, a Chamber of Commerce committee, have proposed building the course on 130 acres east of Seventh Street and south of Thunderbird Road. The course would be owned by the city and managed by the Professional Golfers' Association. It also would become the home of the annual Phoenix Open Golf Tournament. The course would cost $5.6 million and would be funded by municipal-revenue bonds. Greens fees would be about $22 a round.

The Thunderbirds are willing to let a private consultant study the use estimates, said Jay Stuckey, a representative of the group. Revenues from the course would be used to complete purchase of mountain-preserve land and help maintain the area, he added, and a trail system would be integrated into the development's design. Tucson adopts budget SOUTH TUCSON (UPI) -South Tucson has adopted a budget of $3.01 million, 12.4 percent more than last fiscal year. Included in the fiscal 1982-83 spending package approved Monday are pay hikes of more than 11 percent for most city employees, City Clerk Bill Ponder said. The truck was pulling a low-boy trailer, hauling a bulldozer and a forklift, when the rear tires of the trailer caught fire about 18 miles south of Payson at about 10:15 a.m., said Allan Schmidt, Department of Public Safety spokesman.
