Other stations (KDKB, KOPA, KOOL, KUPD, KZZP-FM and KBBC) hold an advantage in terms of wattage and bank rolls. However, the Apache Junction station, located at 107 on the FM band, is trying to carve a niche with an album format mixing hits with other tracks by well-known artists. And at least one competitor, top album-rocker KDKB, has exhibited signs of being perturbed since KSTM began rocking on Aug. 5. About six weeks ago, KDKB sent a letter of complaint to KSTM's management, charging that KSTM had a "serious overmodulation problem" and requested that the "blatant and glaring condition" be corrected.

Hinting that the Federal Communications Commission (which regulates the broadcasting industry) might be informed, KDKB chief engineer Robert H. Van Buhler wrote, "We will continue to press the matter as far as necessary to see that Phoenix is a clean radio market." KSTM brass, feeling unfairly harassed, read the letter on the air in hopes of tor Jeff Sattler, responded, "My canon of ethics does not permit me the luxury of commenting publicly on another radio station's signal quality. The letter was accurate and intended for internal use only." KSTM may be a bump on the FM log, but The Storm isn't being ignored. "You can't worry about anybody, but obviously you must be aware of everybody," said Sattler. "There's plenty of room for diverse programming philosophies in the Valley and The Storm will serve a certain segment of the audience." Nugent said KDKB General Manager Tommy Vascocu later telephoned to note that the alleged signal problem at KSTM had been corrected.

"We didn't do a thing," Nugent said. KSTM is licensed by the FCC to Apache Junction, but its studios and transmitter are in Mesa.
