Barney Miller CD 0 Palmerstown (PREMIERE) This series examines the relationships between the white and black residents of a rural Southern town in the late 1930s. Jonelle Allen, Beeson Carroll. Relevant ramblings and other items culled from a messy notebook and elsewhere: Former Channel 3 news anchor Jonnie Banks, who resigned from the ABC affiliate 15 months ago to join Samaritan Health Service, popped up at Channel 10 over the weekend.

News vice president Bill Close hired her as a part-time reporter. "She gave me a call (and) said she was available to work weekends," said Close. "She's a very fine reporter. We happen to have need of her services. Ms.

Banks co-anchored Channel 3's evening newscast with Ray Thompson between September 1978 and December 1979. Before that, she was weekend co-anchor at Channel 3 with Phil Allen. "I've just got some free time on weekends. I missed the business. They were interested," Ms.

Banks said, explaining why she decided to return to TV news. Asked why she went to Channel 10, rather than her old shop, Ms. Banks simply replied, "Channel 10 is a first-class operation. They have a good reputation nationally." Two limited series will join the CBS prime-time lineup on April 6, replacing The White Shadow. They are Private Benjamin, based on the Goldie Hawn motion picture, and The Two of Us.

Loma Patterson will play Miss Hawn's role of Judy Benjamin in Private Benjamin, with Eileen Brennan reprising her film role. Also cast for the series is Hal Williams. Stars of The Two of Ua are Peter Cook and Mimi Kennedy. He plays an English gentleman, she a TV talk-show host. Oliver Clark also stars.

Both series will run for four weeks. The White Shadow will retire next Monday, but repeats will be on this summer. Rock radio station KUPD abruptly dropped its top-of-the-hour identification that proclaimed it to be "the Phoenix kick-ass rock roll station" on Monday. It had been using the tag line for about two weeks on the advice of consultant John Sebastian. Station manager and vice president Lloyd Melton said audience acceptance of the slogan was good, but advertiser support wasn't as uniform, although some clients had taken to using the line in commercials.

Melton said management and Sebastian, who is based in Phoenix, plan to sit down this week and "discuss the pros and cons of the line itself from an audience to advertiser standpoint "It's not that we won't go back to it," he said. Sebastian has implemented use of the "kick" tag on the six stations he consults nationally. KUPD is the only station to back off on its usage. He compared the line to the soul slang of using the word "bad" to describe something good. "It's another term for good.

That's all it means," he said. Louise Lasser, best known as zany housewife Mary Hartman on the syndicated show Mary Hartman, Mary Hartman, has been cast as a regular in the ABC series It's a Living. She replaces Susan Sullivan. Channel 8 reported Monday that 5,894 pledges totaling $250,400 were called in during the first nine days of its Festival '81 fund-raising drive. Channel 8 has set a goal of $450,000.

Festival '81 runs through next Monday. Wickenburg has a radio station again. KUUK signed on Wednesday with a country format The 500-watt station is located at 1250 on the AM dial. Wickenburg has been without radio service for 16 months, since predecessor KSWW went bankrupt Owner Lee Shoblom picked up the station for a song $80,000. Shoblom is requesting a power increase to 1,000 watts from the Federal Communications Commission.

TELEVISION TONIGHT Palmerstown returns to CBS. It really does! The network had planned to unleash the new episodes last week, but then decided to delay the start date. It will bow at 7 p.m. on Channel 10. The romance flick Voices, starring Amy Irving and Michael Ontkean, is scheduled for 8 p.m.

on Channel 10. ously injures Christie a car accident, while Constance, in a jealous rage after finding lane with her husband, goes on a drinking binge and attempts to seduce Sam. (2 hrs.) The Tuktoyaktuk Radio Broadcasting Society is considering an unsolicited offer from Radio Moscow to provide free programming.
