THE STAR-NEWS subsequently learned that the "operation and maintenance" figures last year includes $224,000 the water company gave National City and the South Bay Irrigation District for permitting the company to act as its agent in obtaining public water. More than 80 of the water used by the company is "imported" water belonging to the public (i.e., not from company-owned wells). Of the $167,000 that went to the SBID, the district used $103,000 of it to pay half the taxes due from district residents to the Metropolitan Water District. National City put its entire $57,000 share into the city's general fund, with National City residents paying all of their own taxes to the Metro politan Water District, whose rate is 17c per $100 assessed valuation (or about $6.80 a year per average family) THE ATTORNEY said the water company's annual payments to National City and irrigation district are based on 50 of the combined taxes levied by the MWD, which brings water to, the county line, and the San Diego County Water Authority, which distributes it through the county. The latter's tax rate is 11 cents.

Walter Carey, district executive secretary, said the SBID now has about $300,000, which he said would be available for a condemnation suit against the water company. ENGSTRAND told the meet lng that the water company's system is "integrated physically" i.e., that there is no separation of the facilities into those serving National City and the SBID. There had been some feel-. lng, particularly in National City, for separating the system and setting up a joint powers agreement between National City and the SBID to buy the company. But it was finaly decided by the water committee that this would be cumbersome and entail unnecessary bookkeeping expense.
