The Aviation Consumer Ac-t i Project, whose chief adviser is Ralph Nader, has told the International Air Transport Association that it wants to present consumer views and suggestions when units of the IATA meet June 28 in Montreal to negotiate trans-Atlantic air fares.

The project's executive director, K. G. J. Pillai, made the request in a letter to Knut Hammarskjold, director general of IATA. In "The Air Net," published last year, Pillai charged that the association is an international cartel.

Americans alone are over-charged at least 1 billion a year by IATA's "secret price-fixing," he told a reporter yesterday. In the letter, Pillai said that in the Montreal negotiations 24 airlines all of the regular international carriers but Icelandic Airways will PRICES GOOD THROUGH MONDAY JUNE 14 OPEN DAILY I 1 I SUNDAY 10-6 GARDEN SHOP OPEN SAT. Kenneth Kramer, associate counsel for Equitable Life Assurance Society, which owned the cars, was the leadoff witness called by Penn Central, which has petitioned federal court to help it recover 277 missing boxcars worth $1 million. The FBI recovered 180 of the cars and Penn Central petitioned the court to recover the last 97.
