to go over until even ing Ghairman isk was at Ionia whither he went as a member of the committee on the The joint resolution submitted by the majority of this committeee proposes an amendment to tne constitution to increase the salaries of certain state officers as fol lows: namely the salary of the state treas urer co be increased from JLO' 'O to per annum the salary of the superintend ent of public instruction to be increased prison tnere 2 he second member of the committee la Representative Herrig of Saginaw and about 3 this afternoon the latter got a telegram asking him if he could not postpone the meeting of the com mittee until evening The telegram said that Attorney Atkinson and President Eatherly of the police commission wanted to talk and could not leave important en to morning but they could get here by night Representative Herrig replied that tit would be impossible to adjourn He remind ed: the mayor that the hearing had been called merely to give his honor a chance to present any new matter that he might have collected and not to hear arguments Rep resentative Latimer another member ot the committee was appealed to but he said he could do nothing Controller Moore who is here tried very hard to bring about an adjournment but he also was unsuccess ful Representative Holmes of Detroit said he thought it very singular that Mayor Pingree md Mr Moore should try to gain their end through others than representa tives from Wayne county One of the reasons for the refusal of the committee to put off the hearing is that a number of friends of the Thomp son bill are here waiting to see what Mr Pingree will produce ana desired a chance to answer Mr Herrig sail he did not think it right that these men should bo dis appointe'i "when the mayor had been given plenty of notice as to the time when the hearing was to take place John Conely is here to talk on the bill Drs Maclean alker and Kennedy are also here The latter are killing two birds They are interested in the bill to give the bodies of Wayne county criminals and paupers to the Detroit and Michigan colleges of medicine but they will also take an inning on the health bill against Dr McLeod snould their assistance be necessary This may be the case as it Is understood that one of the plans of the Pingree people is to produce the origi nal petition for the passage of the present law two years ago It will be remembered that at the hear ing in the senate chamber about two weeks ago it was charged by Dr Carstens that the name of a number of physicians hai been cut off from a petition for the pas sage of a bill giving the health board the right to establish a public hospital and pasting them on the petition for the passage of th health bill under which Dr McLeod was made health commissioner Controller Moore says that the petition will be pro duced and that it will show that this charge is false Mayor Secretary Brucker and from 51wjv to 52uu0 the salary of the secre tary of state to be increased from 5st0 co525u0 the salary of the commissioner of the land office to be increased from 5HK) to the salary of the attorney general to be in creased from SsOO to 53500 As an abstract proposition I have no anenmem to make asrainst a reasonable increase of salaries but am at a loss to see way an increase of $1 DUO a year is deemed sufficient for the superintendent of public depression and uncertainty afflict this fair' land of ours throughout its entire length and breaith I Manufacturing establishments are either I closed or running on half time with reduced wages to thtr employes mines are closed I either partially or wnolly waiting for the advent of better times Merchants and business men generally find that their business is i rer'a facto ry and uncertain while very many of them are either driven to the wall or' struggling with their best endeavors to save them selves from bankruptcy and ruin armers find that tneiE cnief products such as wheat wool etc upon wmen they have heretofore relied to bring some profit as the result of their labor and toil cannot be produced and marketed at current prices excepting at a loss A vast a nny of tnechanice and laborer' are con stantly seeking employment with little or no mie nni in very many instances in order to pro vide the necessaries of life for tiieir families they are compelled to mortg iro their humble homes or i if already mortgage! being unable to make their pnvTOcnts suffer the loss of their aronmiilatel sav ings of years am! in spite ot their most earnest efforts they are driven into the ranks of paupers and tramps There is no class of people throvghoitt the state so favorably situated In tnese times as the office hold rs incomes art sure and sure to be paid In cash rmi whether they themselves consider their salaries to sufficient or not the irreat masses ot regarl them as a very fortunate class and would be certain my judgment to regard wll disfavor at this time any proposition to increa itnelr salaries at the expense of th rest nt the peo tple who are generally ss fortunately situated Propositions similar to this have heretofore been submitted to the people and have been invariably voted down If the people would vote down a prop osition to increase salaries in prosperous times it requires no political prophet to predict the result under the present nnfarnnible conditions The masses of the pl would be very apt to soya comes this moldy salary chestnut again: let ns bury it so deep that it will never be heard from nanin in this generation" Regarding this as Chas lowers attorney for Dr McLeod came in to night on the Detroit Lansing Northern train Controller Moore and Secretary Brocket started out to make another effort to get an adjournment of the committee meeting Chairman isk ha come in from Ionia and another ap peal was made to him for time told Messrs Moore and Brocker that the com mittee would meet as arrange! at 9 Jn the morning but that they would remain In session until the house met at 2 in the afternoon so that if any of Pingree's peo ple desiring to be heard arrived in the meantime the committee would be on hand to hear them With this Mr Moore was forced 'to be content Pingree has brought with him a stack of printed matt and this will be distributed not only to the members of the committee but to all the representatives The records of the health office for the past year will also be produced the com mittee having asked for them It looks os if the tight to morrow would be very hot The friends of the health board are calculating on a favorable re port and putting the bill on its immediate passage They say they will have 68 votes enough to give it immediate effect Pingree and lowers say they will defeat the bill in the majority report with: Repre sentative Rice in the chair Trouble came quickly when Representative Wildey moved an amendment that the state officers be compelled to have their residences at Lan sing ami Representative oster of Lan sing proposed a further amendment that they move to Lansing on or before Janu ary 1 1S97 5 The Tall Pine of the Goirebic took the lead in stirring up all the opposition that has lately been rising against Lansing in the matter of state patronage hope for the fair name and fame of said Mr Chamberlain this amendment will not be adopted It 'would be a very pretty thing for the city of Lansing but are many men whom we should like to nominate for these state officers who could not rive up their houses and business interests and bring their families to Lan sing It would be unjust and if this pro vision' were left in the resolution it would very likely be defeated by the people when it comes before "7 Representatlve oster of Lansing at once took up the
