Creek ly San -Bemard While the tests were far from conclusive, Los Angeles health officials advised toy dealers to stop sales of the dolls and they warned doll owners to return or dispose of the imitations. San Bernardino officials issued similar warnings.

The suspicion was that stuffing used in the dolls was sprayed with a kerosene-based pesticide to control vermin. Most vendors voluntarily pulled the dolls off their shelves. In the past week, however, the Consumer Product Safety Commission has concluded another series of tests, this time on 90 dolls imported from Taiwan, Korea, Hong Kong and Spain that were confiscated across the country in December. It conducted flammability tests and concluded the dolls posed no risk of substantial injury, said Lorraine Lawrence, a commission director of community relations in Los Angeles. In three dolls, the tests also found traces of pesticides and small amounts of kerosene mostly in concentrations of 250 parts per million or less and ranging as high as 710 ppm.

Lawrence said these levels are not regarded as hazardous. (Continued from I 1) and toxic control section. Bulletins on the county's decision are being mailed to the 450 doll owners here who raised safety concerns with health officials, said Brierty. Some have already indicated they wish to abandon their dolls. Thousands of the dolls were or-phaned in the days before Christmas.

Modeled after Coleco's popular Cabbage Patch Kids dolls complete with adoption papers the imitations were sold across the country by street vendors, small retailers and swap meet merchants until complaints surfaced that the dolls reeked of kerosene or pesticide. The Consumer Product Safety Commission investigated similar complaints a year ago and found no toxic danger. But Los Angeles authorities confiscated dozens of the looka-like dolls. Three dolls were tested and two were found to contain traces of petroleum solvent vapors, oil-based constituents and or-ganophosphate all compounds commonly used in pesticides. its emergency locator transmitter signal, he said.

U.S. airplanes carry small, battery-operated and crash-resistant radio transmitters that automatically send out a distress sienal after an accident. They broadcast on a frequency that can be monitored on airplane radios. The distress signal was first picked up by the Soviets' Cospas 3 satellite, which relayed the information to an Air Force rescue center in Illinois. The Soviet Union and the U.S.

share information obtained by similar satellites. France and Canada are also partners in the program. Although the other countries do not have as many civilian aircraft flying as the United States does, they participate in the program because the satellites can also locate ships in trouble. Before the satellites were in use, distress signals were ramdom-ly picked up by airplanes flying nearby or by anyone else listening to that radio frequency. However, the new satellite system provides 24-hour, worldwide monitoring of all emergency signals.

The V-tailed Beechcraft V-35 crashed Monday at the level of the canyon among low clouds that afforded poor visibility, National Park Service Ranger Dick Rayner said Tuesday. Dead were pilot Chuck Downs of Norco and passengers Edith, Wes and Dorothy Menke, Rayner said. The plane took off Monday morning from Corona and was bound for Yerington, hometown of Edith Menke, 67.

Her son, Wes, and his wife, Dorothy, were from Norco. Search planes could not go out until Tuesday because of the snowy, rainy weather, Rayner said, noting that the aircraft apparently belly-crashed during a steep climb to avoid the mountain. Woodson said the dismissal does not make his client a free man, although it erases a possible three- to five-year state prison sentence. After his arrest last year, Robinson was found guilty of violating his parole and was sentenced to a year in prison.

He should be freed this summer, Woodson said. The legislative error occurred as the state attorney general's office attempted to revise California's drug-law classifications to bring them in line with federal standards. Under both federal and state laws, illegal and prescription drugs are grouped according to Teachers (Continued from B-l) pal provocations for the teachers' strike." The association is demanding binding arbitration as part of its 19afl5 contract. Union leaders say teachers must have neutral third party intervention in personnel disputes to protect their rights. The district has taken the stance that the board, as an elected body, is responsible for making decisions, but has offered teachers the right to a second evaluation by a three-member panel, including one of their peers.

Crosby said the district's refusal to let teachers return to the classroom this week is evidence of the need for outside arbitration. The district, he said, "has violated its own regulations which relate to the necessity of notification upon return from absence." irriiiiiii i ii ii ill Vim crash site. see how to handle other pending cases involving PCP sales. He said, however, that the legislative goof will not stop his office from making PCP arrests. "We'll continue making arrests and we'll take full advantage of the existing statutes that still are in force," Pounders said.

Balderama said he was aware of the mistake sometime last month but did not think it would hurt the case against Robinson. "I heard some word that there might be some problem with the law but I didn't think there would be problems here because it was a 1984 case," the prosecutor said.

"Live and learn," he added. San Bernardino County Supervising District Attorney Richard Maxwell said he is not certain how many other PCP cases may be hurt by the error. Capt. Phil Pounders, commander of the sheriff's narcotics unit, said his office is now working with the district attorney to been notified that the Public Employment Relations Board had issued a formal complaint against the district, based on unfair practice charges filed late last year by the Victor Valley Teachers Association. These provisions include teacher discipline and a broad waiver of bargaining rights, Crosby said.

classification "schedules." Their use, manufacture and sale are regulated according to sections of the legal code that refer to the schedules. PCP was classified according to Subsection of a particular schedule. But in the corresponding laws intended to ban the sale and manufacture of PCP, the legal wording mentioned not Subsection but Subsection which refers to the chemicals used to make both PCP and the drug metham-phetamine. The error went unnoticed until last month. A spokesman for the state attorney general's office said it has not been determined how the mistake was made.

Crosby said district procedure, which is outlined on a card given to teachers at the beginning of the year, states, "All substitutes are automatically released on the last day of the teaching weekunless prior arrangements are made with the principal." The statement, Crosby tally fails to substantiate the district action," and fails to deal with counselors who also were locked out although their positions were not filled by substitutes.
