AND, To the Editor ot tho Banner: I'aee this morning a notice in your pa-1 per that Mrs. Rosa Levy was arraigned before Justices Smith and. MathewB, for obtaining money under false pretences. and compromised the matter by refunding the money (five dollars) and paying costs. Now, as a public journalist, you Bhonld do me justice and put my case before the peo ple, as my wife was not allowed to make any defense before the Magistrates.

The case is this: My wife keeps a little store on Broad Street, paying all the lienses and taxes required to keep such a place, and I have a separate business by going into the country to make a living. Yesterday, a colored man and woman came to the store of my wife and purchased goods to tho amount of twenty-five dollars, had them put in a trunk, took the key along, made a deposit of five dollars and prom ised to return in the course of the day and pay the balance of the twenty dollars and take the goods away. The man came back after awhile and demanded bis money back, refusing to take the goods. My wife of course, refused to refund the deposit, as it was a fair sale. A warrant was issued by the above Magistrates, charging her with obtaining motcy under false pretences, and, with out the Court hearing any defense on the part of iny wife, she was adjudged to pay a fine often dollars and costs, and to refund the five dollars she got on deposit The Court also insulted my wife by Eay- ing; "You ought be ashamed, ss it was the same as stealing the money from the nero." Now, thi3 is the kind of justice we are getting, when a colored "loyal' voter is a party to the suit.

Having beard of the affair, I went with an attorney to tho ustice's office, asked for an appeal, and demanded that if the negro is capable of voting, be should be held re sponsible for his contract but I was told that the negro had sworn that my wife had promised to pay back the deposit (which is a fa'sehcod). The Court at hut saw fit to release Mrs Levy from the flue, bi)t she had to pay the costs (three dollars and fifty cents), and refund the de posit. Perez Lew. NAsnvrtt-B, July 29, 1868. Leav ing out a very miserable and disreputable faclion, it is not going beyond the truth to say that yon were supported in your struggle by every one in the State. The press was a unit in yqur favor, and the people, in your darkest hour, gave you substantial proof of sympathy, and I am proud to Eay you were not unworthy of them. The "strike," as it ha been called, is now over. The Northwestern has fallen into other and better hands. The gentlemen who now control it seem inclined to act honestly toward us.

They have given a guarantee of their intentions by paying up, out of the Stale money, the wages which tho. State owed you. Ton have their word of honor that the old hands to whom money is still due for work done under the old regime will lie the first em ployed and the first paid out of the sur plus proceeds of the earnings. All this was submitted to you to-day, and you agreed to accept the terms. There is now no further cause of complaint.

It is our in terest, it is the interest of all concerned in this business to forget the past, go to work with new hope and heart, and build up the credit and business of the road, there by benefiting the people and the State, who have been our friends, as well as benefiting ourselves. A great many of you have families, and are more or lesa firmly rooted in the soil at different places along the line of this railway. The success ot this road will be your prosperity and i's failure will be yonr ruin. Their is a bright future before you bo conduct yourselves that no act of vours may dim its brightness. Claiborne, Treasurer of the Northwestern Katlroad Company, fin- itbed paying off tbe employes yesterday. The total amount paid to tho employes by the State will reach about $35,000. Ar rangements havo been made: to run the road. The employes are to take charge of the road, and assign the men to the duties which they performed previous to tho strike, until they shall have been paid the three months wages due them from the company. Mike Kearny has been appointed fore man of the shops.

A construction train went out in the afternoon to repair the road. Before it started, however, about two hundred of ie employes were addressed by Tom fanning, both in English and Irish, and alsoby Amos Galout in explanation of the arrangements which had been perfected.
