Christ Chnrch Sunday-School Picnic The annual picnic of this Sunday-school was held last Saturday at Melrose, the beautiful grove of Mrs. A. V. Brown, Bome three miles from the city. The day passed most delightfully.

All wero provided for. Among the rest the poor blind bathSchool Master Frank Frizzell, of McKindree Sabbath made a speech at. the Franklin picnic last Saturday, which his friends and fellow-scholars think well worthy of appearing in print. So do we, and here it is Ladies and Gektlemen Franklin has welcomed us all welcomed us in eloquent language to these princely grounds. The "big guns" from the other Sundayr schools have replied in grand old (style.

Only a boy proposes to -mane any re-: sponse from McKendree Church. If Mr. Anderson was large enough he might be induced to speak but he is growing and will be big. enough after a while. Mr.

Hamilton might hold forth- delightfully but then he has charge of the whole concern, and you know it is not considered good policy for a ruler to talk much. Mr. Wheeless is handsome enough to speak, but he is a modest man and must be ex cused. I have often heard of "riding on a raiV but I am sure it islnot so bad a thing alt all. We rolled out of Nashville grandly this morning.

We exhausted the "rolling Block" on the Nashville and Decatur Railroad. The sight of us overwhelmed President SIossJ We passed Brentwood right merrily, and left the good dames of that village in amazement. Now we are in "old Williamson," at the goodly village of Franklin, on these superb picnic grounds, and ready for the sport. We have done all this in afew hours thanks to steam and several other gentlemen. Good luck to the nineteenth century, fay I.

Children! you are' on classic 'ground. This is now an historic realm. Once Franklin was known only as the residence of refined and hospitable Christian people. Now it is celebrated one' of the battlefields of history. Once it was printed out on the map as the county site of County.

Now it is famous for being the place where tho boys in gray routed the follows that wore blue. I am. not surprised that Brother Young selected this place for ihe mammoth picnic. .1 -am not surprised tiat uroiucr'-Bounos -loves to live here, and iptends to marry here, provided gill pops the qujstion before Conference. And you Franklin orators say we are welcome, do you? Right welcorre we About the timo we eat up every thing on this ground, and drink this little creek dry, and court all these beautiful vouue ladies, and kiss ali these little girls, you will think we.

are making ourselves welcome. Did you ever welcome as many people before sir? There they are sir, from Athens, Alabama; from Pulaski, from beautiful and picturesque Columbia, from Spring Hill and Brent wood, worn atcii-enaree, ana tulip aireet, and Elm Street, and all the other -streets. Their partiality for Franklin has led them all here. Every body is here exuept the iiulijux, and you maylooK lor tnem to night, if it docs not rani. A spirit es cheweth rain.

Jbu have welcomed U3 in appropriate auRiloquenl strains to this soil and this celebration You all seem. to be zealous in the picnic business. Are you as zealous in the discharge of the duties of the Sunday school There are some bovs who belong to the Sunday-school about two montn tne year, one montti ueiore the picnic, and one month afterward. There is Tom Snooks over there, and Jim Striblin, who will drop out befure another montti. uoys, taKc my advice.

Honor your parents, remember the Sabbath, attend Sundav-school. obsv vour teachers. study the Holy Scriptures, and grow up for usefulness, and then you will feel welcome at the every where else. 1 know it Is hard to choke off a long- winded orator, but, indeed, I must close. Be social to-day, be merry, be happy, bnt let no angry passions arise.

Let us eat and drink, let us sing and play, and then go home to our molheis better than we left them. Lopg live our mothers and teachers. ilay iht-ir be filled with music, And the cares that infest the dy, they fold op thsir tents like Arabs, And as tilently eteal away." The City l'lrk Question. Although one branoh of the Oily Coun cil has already taken definite action toward the purchase of ground for a city park, Mr. Hugh McGavock has made highly advantageous proposition which is and which we hope to see thoroughly canvassed in the Board of Aldermen, be fore that body seriously considers the propriety of confirming the aclion of the other Board.

The property offered by Mr. McGavock lies immediately beyond the corporation line, directly north of the city and east of the Horticu'tural Garden is easy of access by Market and College btreets, and by the railroad com mands a magnificent view of the river and of Nashville embraces within ils limits pond of water which is supplied by a psr euuiai curing, anu wmcn may, witn com paratively little expense, be transformed into one of the finest artificial lakes of the country and possesses a contour of sur face admirably adipted for the purposes in view, wbue, finally, the soil is as good as any in the county. A tract of over fifty acres, with all the characteristics above mentioned, is offered by Mr. SlcGavock'at a very moderate sum. It fronts at least six hundred yards on College Street, and has almost an equal front on-'Toylor Street.

Those who have examined it with a view to its adaptability for a park ex press but one opinion that it is not only the best site that has been offered, but that it is, by all odds, the very best for such a purpose to b3 found in the vicinity of tho city. Let the Board of Aldermen give this matter a most careful consideration, as it is one about which the city can but illy afford to make a mistake Chancery Court. orthe "Drawing and Why It.Wns Done. The following dispatch was received -at this office yesterday To the Editor ofihc Banner Louisville, June 1, 186 By telegraph from Judge Lanbam, man agcr of. ike Paschall House Association of St. Louis, I am informed that the drawing will be postponed perhaps for fifteen days, He wishes to let the public have all the tickets, rather than permit the proper holders in the scheme to take the balance ion hand, in order to a prompt drawing. He does so from this fact, that will be at once patent to the public If, like Crosby, these gentlemen who own the property to be disposed in the drawing should be allowed to take the residue of tickets, of from fifteen to twenty thousand, and some of the valuable prizes should fall, to the 'numbers they hold, the public will very naturally conclude that unfairness con trols the proceedings.

He telegraphs 'that the delay will be inside of thajpffsent month', perhaps notjteyfidthe15th in. stant. Mr. McClure will reopen'his books to morrow morning until further advices. W.

Marshal, Meseccger, The following report was "received from tho Chairman of tho Board of Commissioners on the sinking fund of the county To the Board of or Davidson County. Qestlbmes In obedience to" ypnr notice and' request, ns Chairman and Treasurer of-the Commissioners of the sinking fund for derived from tne dividends on tne siock oi me couniy in the.Louisville andNasliville Railroad Company, submit the following' report of their action touching said fund, and shall in a brief way give a history of the connection of the county with said company as a stockholder. The County of Davidson, bv a vofe of the people in 1 853, sub scribed to tne capital bicck oi said company, and issued the uonosoiuie cduntyinpaymentbflhosame.as follows, to wit: $100,000 in 1853, $100,000 in 1854, and 100,000 in 1855, having twenty years to run, bearing interest at the rate of six per cent, payable semi annually, in the cily.ofNcw York. The County Court levied taxes to meet the interest and one per cent sinking fund for 1855 up to and inclusive of 1802, being seven years. The railroad company on the day of 1802 declared a dividend of one-fourth of one per cent, and afterward, on the day of 18 declared anoiiier uiviueuu ui ten per cent as it appears on exhibit A.

It will also appear from exhibits "A and what dividends in cash have been paid and when received and how disbursed, for the details of which' they are referred to, and the same being malt, i ot record in your court. There was, as stated, issued to the Louisville and Railroad Com pany 300,000 in bonds, and of that sum there has Deen laKen up anu canceiieu $02,000, as will appear on the railroad revenue docket and ledger in the County Court Clerk's clrlce; in which the account of coupons and bonds are entered when taken un and canoiiltd. There was, in February 18G8, another stock dividend of 40 per cent, wmcn aooea lo uie mrmer stock of the county makes her present stock amount to $422,310. In regard to the stock and the dividends of the county in said comDanv. the County Court, on the 9th dav of March.

18G8, passed an order requesting the Board of Directors of the Louisville and Nashville Railroad Comnanv (a coov ot which was sent themj; to pass into the sinking fund lor said county all dividends whether of stock or cash, and that the same be held sacred for the payment of the principal and interest due and tb'become due on the bonds issued to said company by said county. Afterward, on the dav of March 18C8. the Board of Directors -of -tho Lruisville and Nashville Railroad Corrmany did passs a resolution on ike Bobjec', by whith1 thfiy passed into the sinking fund for said county all dividends not before appropriated bv nroDer authority into the sinking fund for said county, a copy of ai.j Vl and made Dart of this report. There has been no receipt of the Court, at anv time, of any poi tiou pf he stock dividends of the county other than is stated above, but all that does not appear hy said exhibits, A and to nave bassod into the hands of the Commis sioneiti, still remains in the hands of the officers of the Louisville and Nashville Railroad Company, for the benefit of the count and tond ho'ders. Here Is an unsettled question, about which there has been much difficulty between the county and the Board or Directors ot tne iou ville and Nashville Railroad Crmptuy, Erowinrr out of the manner of s'atiog the account of slockk lders as renards the' time at which interest on stock payments should stoo.

The charter provides tbat interest shall be allowed on stock payments up to the first dividend. This provision evidently contemplated the declaration of a substantial cash dividend. There was no real cash dividend de clared bv the Comnanv until I set, when interest was stopped at January 1, 1SG2, tnus maKing a oinerence to us ot in terest on our nonds lor two years, amount imr to S30.0C0; but the Company insists interest is allowed to us, it must be allowed to all other stockholders, and in tbat case, we would not be gainers by the change of the time at wmcn tne allowance ot interest was discontinued. At first blush this strike my mind as exactly lai'r, or in ac; cordance with the charier, and conse quently, as yonr representative, 1 have insisted all the while on a compliance with the charter, and that until a cash dividend was declared, there was no point at which interest could or ought to be stopped, and tbat any dividends declared before 18G4 was not such a declaration of dividends as was contemplated bv the charter, for this reason, that if such a div idend as was declared is a compliance witn tne provisions ot the etiarter, then the Board cf Directors, in one rnpnth after their organization, might have declared a stock dividend and made up the account irom mat date, and thus have de leated mat provision ot the charter alto gether. This oounlv has so far been unable to get this mallor adjusted, but 1 nave ueen aoie, as 3 our represenia tive.

to a comml-tee nnnninterl in llip. present uoaru to examine into and report upon the same, nave thought, and still hope, that ft the whole amount of interestcan not be had, tbat we will be able to some compromise that will take up our outstanding tax receipts for that road, which will require about $20,000, and tnus save our people trom loss by reason of our subscription to said roao. It will be Been by reference to the reve nue docket and ledecr and papers here with filed that there are still outstanding of the bonds issued to the Louisville and Nashville Raii.oad Company, 238 bonds of 1,000 each, and that these are over due and unpaid about 71 coupons ot 30 eacn, wmcn are sun ect to be present. anv time C22 of which have-alrmOT: paid since last settlement, 'wjfic'h leaves a I I I- 1 jt'e' i ii uujuuee iij iuf uuuua ui only iur paynfefil. It will also be seen by calculation, mat meinteicst annually on tue ou'standing 238 bonds will be 14,280, and if the com pany snail in me tuture pay dividends equal to six per cent, annually, which I Know it expects to do, that tho dividends received will be $25,338 GO, which, after paying interest and uommissioners, will leave at least SI 0,000 the first year (and increases as bonds are retired), with which to purchase and retire bonds, aud in that way rapidly take up the county indebtedness and appreciate its credit, so that when its bonds tall due in '1873.

'74 and '75, it will have but little difficulty in extending If this fund can be realized regularly, as I believe it can, and is nursed and faithfully applied to the pay ment oi toe uonds issued to said road, and afterward used is a sinking fund lo re tire our other bonds, it would in the next thirty years go very far toward liquidat ing our entrc Indebtedness. All of which is respectfully nbmited. James WniTWOETn, Chairman and Treasurer. Board of Sinking Fand Commissioners. May 29, I80S.
