Wm ion that I am au appointee of Abraham Lincoln, and if I should fail to fork over this required sum, removal from office may be the consequence. Now, sir, have you not recently enacteda law ihat provides thai everv person appointed bv Abraham Lincoln to anv civil office, and continued bv the Senate, shall be entitled to hold such office until he is shown to be guilty of crime or misconduct in office, or where the term of his oillce Is limited by law. If so, can I not defy your riglu either to collect this tax or remove me from office lu case 1 refuse to pay you thirty-eight dollars. If, however, you lutend for me to voluntarily contribute the sum yon have taken the liberty to name that I should pay. I beg leave most respectfully In the exercise of that discretion allowed me "to decline its payment.

because under the plan already adopted by you it is wholly unnecessary to collect this or any other sum for the purpose of employing speakers to vigorously prosecute lu behalf ofGen. Grant and Colfax the ensuing political campalcn. The Republican members of Congress have already shown their wllllugne-s to prosecute the campaign as vou desire bv enacting laws extending the elective franchise to those who will vote the Republican ticket and enacting laws withdrawing the right to vote from those who desire to vote against the Republican ticket, if these laws already passed do not secure the election of amnt and Colfax beyond a doubt It will take but little more time to so amend by enfranchising and disfranchising to put the result of the election beyond a doubt. If any one be so thoughtless as to doubt the power or jus- tlce of such a course just whisper rebel, or copperhead, in his car. These gentlemen belug now paid for their services out of the public treasury.

It not onlv seems to me unnecessary but oppressive to tax the employes of the Government, whose salaries arc barely sufficient to support themselves and families, to enable you with the money thus collected to do that which the Congress already paid have shown a willingness to do. The Republican partv having bad complete control of the United States Government for the last eight years, have so administered li that about five hundred thousand of its male citizens In the prime of life have been slain in civil war. Property to the value of thousands of millions of dollars has been destroyed. Taxes have increased more than four fold and have been so levied to discriminate In favor of capital against labor. A natloual debt of three thousand million, saying nothing of the enormous Uoatiug debt created.

The Constitution that established a union of States with equal rights and privileges disregarded and trampled under foot, and many of the original coequal States are expelled from the Union and forced to submit to tvrannlcal military rule un-equaled bv anv eivllized people. Millions of our white race are forced by this military rule to beg of the African nice who hud Just emerged from servitude -these same whites, for all the to life, liberty aud property that is al-lo'wed them. Boyden. The purposes of the Radical party arc so apparent that the people must soon awake to the dangers which seriously threaten their liber-tics. The arms to be placed in the hands of Southern negroes are intended by the Radicals to be used not against the aloue, but also against the white race of the Nortlt If the purpose of the Radicals is to distribute arms for the preservation of liberty, why do they not arm-the white men of the North as well as the negroes of the South? Their purpose is revolution and negro supremacy as a means of successful revolution. They have lost the confidence of the white man, and seek to win that of the negro. They cannot rely upon white -troops, and they propose to arm a band of black janissaries, to be maintained by taxes levied upon the white race, and kept in pay as a means of trampling the superior race under foot.

Their designs can no longer be concealed. Let the people of the North awake to a sense of their danger, and secure their threatened liberties by eleet-ing and inaugurating into office as guardians of the constitution those stanch patriots, Campbell, Cerf, Nathan Chambers, Jas Chase, Edwin Clagett, Wm Clark, A Clark, Jonathan Cochran, Jas Cochsun, Jas Coheu. FAYETTE COUNTY. Madison and Indianapolis a short time From the Somervllle (Tenn.) Falcon. July 23. The ice cream supper in connection with the concert given by the ladies of the Episcopal Church, at the Institute, on Friday night last, resulted rather seriously to a majority of those present The concert bad been progressing very satisfactorily for some time, when it was announced that in an adjoining room the ladies had prepared some ice cream, and the exercises of the concert were suspended to give those who desired to do so an opportunity of partaking of this refreshing delicacy. The audience generally proceeded to the rooms and the ice cream was served to all until exhaust ed.

But a short time elapsed ere the poison commenced its work, and in a few minutes not less than forty persons were in the yard of the Institute vomiting, and some of them deatbly siek. This, of course, created considerable excitement, and but little interest was manifested in the concert. Conjecture was rife as to the cause, but no su t-isfactory reason could be assigned. The excitement increased and the inquiry on every tongue was, did you eat any ice "cream? are you sick? About this time "the concert was abandoned, a numbcr of the voung ladies being sick, and all returned to their homes. The secondary effect of the poison was such as to lead some of our physicians to believe that arseuic had been administered, and a test has since been applied which proved to their entire satisfaction that arsenic had by some means been introduced into the ice cream.

There was to a looker on, who was so fortunate as not to have eaten the poisoned cream, amusing incidents occurred. We happened to be among the fortunate number, but when we think of this ontragcous attempt at wholesale, indiscriminate murder, we have little disposition to refer to these occurrences. The endangering of the lives of so many persons ought not to pass unnoticed, and although the mystery will doubtless never be solved, yet the affair should as far as possible be.invetlgatcd, aud the fiend, who thus placed in a perilous condition the lives of almost an entire community, discovered and the demands of justice fully satisfied. We believe nearly all have recovered. Some are still feeling badly from Ihfi nfthnts of the ooison.

but there is no proba ago. lhe proof was so positive mat Judc Jewctt required 603,000 bail from each of t5o prisoners, to answer at the next term of the acott Circuif Court. They were placed in jail heaving, boundless ocean as they approach it. There is nothing they dread more than the legally expressed will of the people. They unhesitatingly pronounce it rebellion.

It is a "new rebellion," some of them say, but others regard it as a continrfation of the same old deluge. They all agree, however, to take arms against this sea of troubles, and, by opposing, end them." With this view they sonnd their loud trumpets and proclaim war against the will of the people. They declare that all they have done shall stand immutable as the laws of tli Mcdcs and Persians. If the people dare to elect other legislators and ministerial officers, these Radicals tell us there will be war, and that their work shall stand though every joint and scam in it has to be cemented with the blood of an unwilling people. It is not so, however, with our weekly exhibitions, if we leave out of view the care, the skill, the taste and the knowledge necessary to grow such fruit, to arrange such perfect bouquets and tasteful floral designs, and to grow sueh extraordinary vegetables as are shown on the society's uibles. These exhibitions have long been an arena where constant comparison nnd emulation have developed the practical experience requisite to produce frulls and flowers In the most magnificent perfection. Hence, these displays, simple, social and inexpensive as they are, have become weekly reunions of earnest-minded and devoted horticulturists, who bring with them thentrts of their skill, their untloncd nnd their aiiccC'SS.

There is no discussion of plausible theories, of possibilities and proball-ties; but the actual dlsplayof realities and results. This fact gives to the. exhibitions a powerful and wonderful attraction. The tables loaded with perfect specimens of every variety of fruit and flowers, illustrate the attainment of results, as definite aud as positive as the demonstration of mathematical problem on a blackboard.

The exhibitions consequently form a kind of horticultural school, where the constant study of specimens of the highest standardofperfectlon and excellence inculcates a practical knowledge, a correct dls-crlmlnlnad on and a critical taste nowhere else to be obtained. These advantages are seen and appreciated by persons of Hberiil culture and refined taste, as can be observed by anv one who will make a note of the visitors at these exhibitions. During the season It will be found that the majority of the visitors are ladles, who excel In delicacy and modesty; professional men, Jurists, lawyers, editors, doctors, all of varied learning and finished education; business men of enlarged views, who hiivp nihlfived success bv courtesy, honorable ires. This commander of their ark sends out his doves to look for peace. He is as anxious for peace as the Czar of Russia was when the rebellion Poles would not let him have peace. He is as anxious for peace as Bonaparte was when that patriotic man sacrificed himself for his country and proclaimed the empire as the only peace which the people could have. The doves of the Bad-ical press, since they have learned to view the popular will as rebellion, will never bring an olive branch to their ark until some rock-ribbed empire shall rear its head above the heaving waste to frown contemptuously upon the waves of popular feeling.
