senate Securities Believing that the flood of tax exempt securities now being issued by state and city governments constitutes a seriouf handicap to business' expansion and threatens if not checked to work un bearable hardship to the taxpayer The Detroit ree Press begins today a series of articles dealing with the menacing aspects of this situation The amount of these securities now outstanding in the United States runs into the tens of billions with more being issued every day So serious has the situation become that Secretary of the Treasury Mellon in a recent statement advocates an amendment to the federal constitution forbidding the further issue of tax exempt bonds by states or municipalities Since the war he points out the heavy federal taxes imposed on business and 'industry have led thousands of investors who ordinarily used their money to further commercial and industrial developments to invest in these tax exempt securities or every dollarithus placed out of the reach of the tax col lector an additional burden has been imposed on less favored in vestments Industrial enterprises in need of cash have been unable to sell their securities against the competition of the tax exempt bonds except at prohibitive rates of interest It will be the purpose of The ree Press in the series of articles to tell what tax exempt bonds are how they are creating a class of wealthy investors who pay no taxes and how business and the small property owner suffer from their continued issue to give the opinions of representative business men economists and financiers as to the best way of meeting the problems arising from them and most important of all to speed the movement to make further such issues unconstitutional It is not the intention to limit or in any way advocate the lim itation of necessary bond issues but rather to put such issues on a business basis If such bonds are made to pay going rates on money they will be bought by the smaller investors whose incomes are $300000000 worth of securities which pay no taxes federal or state This sum represents nearly 10 per cent of the entire assessed valuation of the state It is constantly growing through the issu ance of further tax exempt securities by the state itself and coun ties municipalities and school districts" In the most recent available estimate it is set forth that there are some $205000000 worth of tax exempt securities issued in Michigan outstanding Many of these have been marketed otltsidti the state At least $76000000 worth'of stale bonds issued by other states are held in Michigan Estimates procured by the Michigan Real Estate association interested in the effect of the salp of these securities on building operation bring the total amount of exempted securities actually owned in the state well up to the S300000000 mark: 9 Aside from the unfair burden laid on the taxpayers by this state affairs there is' the difficulty of sell ing industrial securities 'heir greater hazard in competition with the bonds of cities and states backed by the assets of entire communities When it is considered that under the present income tax laws to a man with $100000 a year income a 5 per cent tax exempt bond is the equiva lent of a 7 3 10 per cent taxable bond while to a man with an income of $1000000 taxable bonds must yield nearly 15 per cent in order to equal the non taxable 5 per cents the temptation to large investors to withdraw their funds from pro ductive enterprises and invest in state and municipal securities is obvious Two of greatest fortunes totaling more than $50000000 all
