to con sider changes in the rules it will be urged to make'special provision for fumbled balls over tho goal lne This request will be made by prominent ofllclals in various parts ot the country During the year several scarps have been lost because players fail ed to hold the oval after crossing the goal line In most cases the tumble has been recovered by one o' the defending team in which event the play was called a touchback Dead After Out of Bounds There is a Tula in football that the ball shall he declared dead when the oval or any part ot the play er's person carrying the ball is of bounds It no difference whethirsuch player fumbles after he has crossed the side line because all play automatically stops the mo ment the bail is blown out of bounds As the rule has been changed rela tive to tho goal kick after touch down tho ball should be declared dead the moment it has crossed the goal lineaccording to officials who urge Its passage Under the old rule when the ball was brought into tho field at right angles to tho goal line from thurspot where it was declared dead in goal there was some excusa for a player to carry the ball directly tinder the posts In order to give the kicker the best oportunlty to boot it between tho posts for the extra point which lids decided many hard fought struggles Approved by OHlcials Since the rules have been amend ed and now permit the ball to he brought Into the field of play di rectly In front ot the goal posts there is no excuse for further ac tion after thu ball has crossed the goal line or this reason official i assert that calling the ball dead as soon as it crosses the goal will ligliten their responsibilities and save scores fur teams which in the future may make spectacular marches to the goal line only to have the oval fumbled when tho scoring Uno Is crossed Some of the leading coaches and officials in the country are strongly In favor of such a rule and some of them assert tho point has not been called to the attention of
