its rapid transit problem 25 years ago according to Thomas Sullivan chairman of the transportation commission of the Massachusetts city a visitor in Detroit Tuesday Mr Sullivan was asked for his opinion as to the need for a rapid transit system in Detroit a city with 1000 000 inhabitants He strongly advocated subways but but said any city which constructed a system ot elevated railways' would foreycr regret it Has 43000000 Boston started in 1897 to Con struct a rapid transit system which includes subways and elevated rail ways To date that city has spent approximately 42000000 but the tax payers have not been called up on to bear any' portion of this sum Mr Sullivan said The subways of Boston he said were built by issu ance of bonds the sinking fund and Interest charges upon which were met by revenue from the rental ot tho underground passage ways to a transportation company In Bostona fare of 10 cents is charged for passengers traveling beyond the one fare zone or the towntown section of the city MrSullivan Is confident this fare will be greatly reduced during the pres ent year This fare includes a uni versal transfer which enables a passenger to transfer from subway to surlace or elevated lines without additional cost It is possible to travel 21 miles across tho city by way ot subway or elevated for the 10 cent fare Boston has only seven miles of subways nil ot which are located in the downtown district solving the congestion which prior to the un derground system was similar to that now prevailing in Detroit downtown rom the subways rapid transit trains go to elevated tracks where they are able to travel at a rapid rate Surface cars also operate in some ot the subways and all passengers are able to transfer beneath the surface thus prevent ing them standing outside during bad weather The 10 cent fan which Boston at present is forced to pay permits the city administration not only to meet Interest and' sinking fund charges but also to set aside 2 000000 annually for depreciation as required by Massnchasetts law If It wore not necessary to set aside this sum as it would not bo under Michigan law the faro could he lower Tho Boston elevated lines are used to transport people between Boston and 13 neighboring municipalities Mr Sullivan said All tho transpor tation facilities are controlled by a private railway company which pays the city rental for use of the elevated ami subway tracks Boston always will regret its con struction of elevated lines duo to damage which brought to abutting property Mr Sullivan snid Along the routes these lines follow prop erty values have greatly depreciat ed he declared This is due to peo ple being reluctant to live on an elevated lino due to the noise whfi Hie trains make EAR CHINVCMLWAR AS RESULT CHARGES
