The Washington arrived with Liverpool dates to the 20th. The accounts from the Yieana conference are unsatisfactory. The allies do not insist upon the destruction of Sevastopol, but propose other conditions which are disagreeable. The Russians attacked the whole line of the allies at Sevastopol on the 17th of March, but were driven back with a great loss. Consols closed at 93.

The Washington arrived at 7t o'clock with 13' passengers. The Canada had not arrived wlien the Washington sailed. Odessa advices to the 24th, state that the Hussi-, ans, in spite of repeated attacks, maintained their position on Mount Nepane, whense their guns play upon the French lines. The weather continues fine. The health of the troops continued to improve.

The advanced batteries of the British are making considerable progress. According to information, the deserlers at the Emperor'3 death has not been promulgated in Sevastopol. Projects of connecting Enpatoria into a strong fort and for the re-erection of extensive land and sea fortifications at Sevastopol, were favored by the British government. Omar Pasha arrivei at the Allied camp on the 12th. On the 13th the Russians opened a fire upon the heights of Balaklava.

The English, assisted by Knoyes, routed them. On the 17th the Bnssians attacked the whole line of the Allies, and were driven back with great loss. The alliance between Sardinia and the Porte was signed on the 10th. Napoleon in the meantime, both he and the Empress, will visit Victoria ou the If th of April. Prance agrees, says the morninp Herald, to sond 50,000 additional troops to the Crimea, after the Conference, provided England furnished the means of conveyance.

It is understood that the Conferenc; agreed upon the two first points, and that the critical third point, on which the question of peace or war turns, is under consideration, and would occupy several days. The demolition of Sebastopol is not demanded. On the other hand anott er despatch says that the old conjectures are idle. Sardinia is in the English market trying to procure a loan of two millions at four per cent. In the House of Commons, oa the second reading of the bill to abolish newspaper stamps passed by a large majority.

Sir Charles Wood stated it was intended as soon as the ports in the Bnltie and the White seas were open they would establish a strict blockade. The committee to inquire into the conduct of the war continued in session. The revelations are still more appalling. Prince Gortschakoff arrived at Sevastopol on the 20th of March. Oa the 14th the Turkish cavalry at Eupatoria made a sortie, and were repulsed.

On the night of the I oth the French carried a line of ambuscades, occupied by the Russian sharp -shooters. At the same time the Russians made a sortie, but were repulsed. On the 17th three 1 attalions of Zouaves attacked the new Russian redoubt, but were driven back with great loss. The America had not arrived at 2 P. M.

The of the British and Baitic fleet are at Spithead. It is expected they will sail on the 2nd of April. The Parliament agreed to Sardinia's request for the loan of two million sterling. One million will be lmmcdiattly advanced from the public treasury; the other million in a year hence, if necessary. The Madrid correspondent of the London Times says that the Spanish Cabinet has been discussing strongly.

The note addressed to the government by Lord Howden, the British minister, on the subject of religious bias, and it was a question whether the letter should not be returned to the author. How-den got scent of this and threatened if such an insult were offered, he would within six hours suspend all intercourse with the Spanish government. A satisfactory adjustment is looked for. Latest from Vienna. Despatches, dated evening of the 27th, state that the political horizon has again become gloomy, aud the conference of the day previous on the third point was anything but satis-foctory, the condition required of Russia being very disagreeable.

At the annual meeting of the British and American Land Cempany there was a highly satisfactory exhibit of the state of affairs made. In the House of Commons Mr. Phenn moved that an address be presented to the Queen, praying that in the peace negotiations exertions be made for the reconstruction of Poland. After the debate, in which Lord Palmerston opposed the motion, on the ground of creating greater difficulties, it was withdrawn. (The Halifax lines are hopelessly deranged.) The Burns Case.

Boston, April 12. In the Circuit Court this morning Judge Curtis delivered his opinion in the case of Theo. Parker and others, that the indictments are void on tha ground that the process was not sufficiently set forth in the indictments; that it was not alleged that the commission on Burns had a legal cognizance, and all the accused were therefore ordered to be discharged. The result was received with applause. The Grand Jury found indictments against Capt.

Went worth and crew, for previously attemptinir to destroy th vessel at sea, by boring holes in her with the intent to def.aud the Columbian Insurance Company of Charleston, S. where the vessel was insured. Important Despatches. Washington, April 12. There are rumors prevalent of important despatches from Havana just received via Charleston and Savannah, en route for Washington.

The contents have not transpired here. We may have to wait the arrival of the mail for them. The James Chester Case K. Si. Victory.

Baltimore, April 11. Captain White and the two mates, Casen and Packwood, of tho James Chester, have arrived, and were held to bail for further examination on the charge of Barratry. Several sailors testify that there was only thirteen inches of water in the hold, none sick, and plenty of good dfinking water. That the vessel was in good condition at the time she was abandoned. The sailors arrived at Wilmington, Boston and Savannah as Rnm is said to have been the cause of the abandonment.

At Hagerstown, on Monday, the Know-Nothings elected all their candidates b3'six hundred majority. A thousand cf the United States stocks were re-oeived at Washington for redemption to-day. Commodore McCauley. Baltimore, April 12th. New Orleans papers of Friday have been reoeived.

Commodore McCauley leaves Washington this morning l'er Philadelphia, to meet the San Jacinto at New Castle, and will sail immediately for the Gulf. The Commodore has received instructions from the President. HOME TESTIMONY MR.
