OBITUARIES STATE NATION 5B POUGHKEEPSIE JOURNAL Friday, January 3, 2014 Muriel L. Orr LeRoy S. Stoothoff, Jr. OBITUARIES Lawmakers battle over primary date date amid a legislative stalemate. But it would be up the state Legislature to move the primary for state races.

New York's primaries have been held on the first Tuesday after the second Monday in September. Prior to 1974, primary elections were held in June. Assembly Speaker Sheldon Silver, D-Man-hattan, in October introduced a bill to establish the fourth Tuesday in June as New York's primary day for both federal and state offices. The federal government has urged the state to move its primary date for state races to comply with the federal Military and Overseas Voter Empowerment (MOVE) Act, which requires absentee ballots to be in the hands of overseas military personnel at least 45 days before an election. The September primary and the November election makes for a tight schedule to get absentee ballots out.

said it would be ill advised to have a primary in June which is near the end of the six-month legislative session in Albany. "We continue to believe that a June primary would mean that many lawmakers, especially New York City Democrats whose primary races are often more competitive than their general elections, will choose politics over governing and disrupt state legislative business during the budget and busy end-of-session activities," said GOP spokesman Scott Reif IDC Leader Jeff Klein, D-Bronx, agreed. "Senator Klein does not believe we should hold a primary during one of the busiest and most important stretches of the legislative session," spokesman Eric Soufer said in a statement. Statewide seats for governor, attorney general and comptroller are on the November ballot. So too are all 213 legislative seats and 27 congressional seats.

A federal judge in 2012 stepped in and selected the June congressional By Joseph Spector Journal Albany Bureau ALBANY Once again, the state Legislature is divided over whether to move this year's primaries from September to June to match the congressional primary date. In 2012, the sides were split, and New York ended up having two primaries, which was more costly to taxpayers. Democrats this week again made a push to move state primaries to June. Senate Republicans and the Independent Democratic Conference, which share control of the chamber, have balked at the proposal. Senate Democratic Leader Andrea Stewart-Cousins, D-Yonkers, said the state would save $50 million through a single primary.

"This is a common sense and good government approach to save our local taxpayers at least $50 million and will help increase voter turnout, giving more people a voice in the electoral process," she said in a statement. More obituaries EC By Joseph Spector Albany Bureau Chief ALBANY New York was granted a federal waiver to cut back on mathematics testing for students in 7th and 8th grades, Education Commissioner John King said Thursday. The state in October requested the waiver amid growing criticism over the increase in student testing in New York as part of the Common Core curriculum implemented last school year. The waiver will end the "double testing" of students who take Regents exams in mathematics when they are in seventh or eighth grade and also take a state mathematics assess Now schools can administer just the Regents exams.

King has faced growing criticism for the increase in standardized testing, which is also used as part of new teacher evaluations. But he responded that other than two high school history Regents exams, all required state tests, including assessments in grades 3 through 8 are required by federal law. But the rate slowed considerably after that, and by the end of the year the city had recorded 415 homicides, 88 fewer than in 2012 and 20 fewer than in 2011. 2013 ends with a big drop in homicides in Chicago ment. The state will require only the Regents exam starting this spring, King said. "USDE's approval of New York's waiver request means the end of double-testing for nearly 60,000 New York students," King said. "The Regents, the Chancellor and I are committed to reducing the amount of time students spend on tests and eliminating any tests that don't inform instruction or improve student learning." Students in seventh and eighth grade who take the Regents exam in Algebra I also had to take a math test to satisfy the Common Core program.

The same was true for middle-school students who also took geometry. The city, which ended the year with a 16 percent drop in crime, saw the numbers of violent crimes, including robbery, aggravated battery and sexual assault drop significantly some by double digits as well as drops in burglary and motor vehicle theft.
