JANUARY 2f- We commence to-day the publication of the first annual report of the Board of Commissioners of Internal Improvement, which was submitted to the legislature on Monday last. The report is an interesting nd able document, setting forth in detail the whole transactions of the board, in the most concise, lucid and busin -ss-like manner. We shall continue the publication of the report daily until completed.

Senate Proceedings! The Sen ate yesterday adopted, with some amendments, the joint resolutions fr.un the suspending for a limited time all further operations upon the northern and south railroads. The resolution in regard to the northern railroad, was amended so as to provide th it all further operations upon it should be suspen led for the sp ice of twenty days, and was passed bv a vote of 111 to 0. Tnat in relation to tiie soul hern railroad was amended so a- to suspend for thirty days, and w.s adoptnl by the casting vote of the President of the Sen t. House i-koceedincs. The H-iuse of Representatives yesterday passed a joint, resolution by an almost uniiniinoin vote, adopting a series of searching interrogatories to the ollicers of ihe several banks of this state, in regard 'o th i exact co uli ion of their affiirs as they ex sled on the I5t i iusiant.

I was ou duty at Maiden, w.th other officers of the militia and a large body of men, on the even.ng of Monday, the 8th instant. We had received information, that the pirates and bri the pirate schooner, 'Ann," of Detroit, full of armed men, and commanded hy a person named Theller, cruising about a mile below Bois Bl inc Island, and attended by a vessel which has since turned out to be the "George Strong," commanded by A. Grimes. We watched their movements carefully, and we saw several. meno from the schooner into the sloop, and thei remained on board a considerable linn: We afterwards i.bserred frequent coinmunirations pass between the two vessels, which left no doubt hat-ever iinon our mill.
