A letter from Mr. Bulwer was read, in which be diwelnimed any intention, in his speech, to disparage any portion of the Irlh Or Welsh of the present day. The Jetter was received with three groana. The speaker was cautious in bis remarks, and advised the meeting to do nothing insulting to Mr- Bulwer or the Queen of Great Biituin. Tlte memorial was unanimously adopted. Y. Jou Com. Nicaragua Affairs. The Washington cmres pondentof the N. Journal of Commerce, in a letter duted 29th says: in very few watfe, 1 will givo you an accurate statement of thelBTa4rkm of our Nrcaragoan-alrairs: The Nicaragua treaty remains in tho Senate, just as it was placed the day Mr.

Clayton sent it there. The story about its being taken up, and its failure through the personal intervention and influences of tho British minister, is a pure and weak invention No new negotiation has been opened with Nicaragua on that subject. But ono will bo opened soon, as Mr. Mareoicto, the Nicaraguan minister, is now in this country, and as Mr. Kerr, the American Charge to Nicaragua, will sail in a day or two for his post.

Whether trie negotiation will be opened here, or at Leon, the capital of Nicaragua, is a matter that will be left, probably, to the choice of tho Nicaraguan minister. There is no objection to a treaty with 'Nicaragua, omitting ull that was contained in the treaty now belore tbe Senate, which is inconsis tent with the treaty negotiated between the United Stales and England relutiveto Nicaragua, and which was latified by the Senate in General Taylor's time. After that ratification, tbe late administration had no purpose ut nai lying Mr. Squier'a treaty ia its present forrn. N'i complaint ha3 reached tbe government of the United States, if any violation on the pan of Englund of any of hei engagements respecting Nicaragua The nsertioa that England has violated tbe terms of the Oonvcution is gratuitous.

It is without any evidence, and i on a par with those allegations made against the conduct of the Nicataguan government Towards our the correctness of which Mr. Materia recently had occasion to deny. The society dates aft its transactions from two eras, the diseovpty of Amciica by Columbus, and its own fiAmdaiioa- It div'des the year into seasons the season of snow, the season uf blossoms, and the season of fruit. The 12th day of May is commemorated ns its anniversary It wns the first society ever organized in tho country for tlie defence of State right; and one of the oaths whicb tis members are required to take -s, that they will siiawin State institutions, and resist a consolidation of power in the hands of the general gov-erament. At first it was not a political organization and it was so popular that most persons of any note or merit belonged to it, its anniversaries were celebrated as holydaya. But when President Washington rebuked aetf crafted societies, from an apprehension that their ultimate tendency wtt hostile to public tranquility, many forsook it, and at one of its anniversaries only three persons were in attendance. But Mr.

Mooney was one tbe three. From this time it leagued its destiny with tba fortunes of Thomas Jefferson. The adoption of tha several amendments which wore made to the Constitution, through ibe influence of Jefferson and Madisou, reconciled tbe society to that instrument, and from that time forth they were, or professed to bo, apostles of the decentralizing poli-ry; which has always been, and still is, advocated by tho doctrinaires of the democratic party, and of which Mr. Jefferson was, in his day, the most prominent exponer.t. Sinco those days, however, the influence of the society has very much diminished.

It controls the dUpo-iiion of Tammany Hall; and that, we believe, constitutes the chief, if nut tha only element of its strength and perpetuity. We have only to add, that the proceedings of tho society are secret. Prick or the nkxt Oortp or Cotton. We have exported to Great Britain 254.582 bales more than at the same period last year; and yet tho stock in Great Britain waJ, on 11th April, 30,000 bales less than Inst year. There is cotton on the way now, hut so there was last year. All the letters agreo that the Spinners are only buying for immedi- te consumption: tnerefore, tho consumption does not fall off. The stock ii Great Britain, for series of yenrs, ha been about 500,000 bales at the end of the year, and in this country 140 000 to 150,000 bales.

There i no way of sunnlying this stock, and tho next crop cannot sell below the present rates, oven if ic bo 000,000 balei-: because, at tho present rates, consumption is stimulated. CHESTER, (3. 0.) April 30. The Crops I is rarely that the farmers in this section have met with a season so unfavorable for making headwav with theircrops us the past has been. The frequent heavy rains, during the month of March und in the early part ot April, so packed the eartu ns to render much replowjng necessary.

In addition to Ihw. tho colduef the seaon, continued almost without a day's intervalond with frequent frosts, has so checked the progress of vegetation, that those who had succeeded in planting early have been mostly compelled lo open their fields afresh and re-plant.
