accounting department of the Pennsylvania lines In Pittsburg they have introduced a new system of keeping ac count of freight cars which simplifies the work and lessens the amount of labor re quired ibilling covering grain and grain products and all existing contracts between the roads and shippers covering business handled be tween April 1 1896 and Starch 1 1897 and giving imperative instructions that the an swers must be tiled in Washington on or before April 10 The roads called upon by the commissioners are the Erie MichiganCentral Lake Shore Pennsylvania Pan Jiandle Big our Shore Eastern the only road not included being the Chicago Grand Trunk It will be no ticed that the list of railways includes all the belt lines which would indicate that the commissioners knew what they were efter and how to go to work to get it The steadily increasing size of box cars during recent years has brought out this protest from a committee of car account ants appointed to report on standard cars: Your committee views with much regret the continued increase in the size of box cars The building of box cars beyond the standard dimensions seems to be fraughtwith many disadvantages including direct loss of revenue to the railroads without any compensating considerations Your committee feels that the root of this trou l)lo lies in the existing freight elassifica tion which has established a set of mini mum weights of loading which are higher on the average than tho capacity of the cars The result is that a shipper who de sires to forward a carload of freight is com pelled to pay on a minimum of say 20000 pounds while the car that is set for his accommodation if of standard size will probably hold only 12000 pounds The result is that he pays for 8000 pounds which he does not ship The man next to him also ships a carload and is given a furniture car thatiholds the required minimum the rail road' company receiving the same price from each shipper but carrying 8000 pounds more for the second man This necessarily occurs every day on account of the classi fication rules and the continued practice of building large furniture cars instead of ob viating the means competition between thesetwo points that has never been known be fore the Grand Trunk having up tn this time had a monopoly but it is quite likely to be quite friend ly owing to the more friendly relations es tablished between the Canadian Pacific the Grand and the further fact that Hinder traffic arrangement made by these two companies the line of the latter is to le used between Toronto and Hamilton When the Toronto Hamilton Buffalo was first projected the Intention of its promot ers was to build it from Hamilton to Toron to and then under a trackage nirreement with the Michigan Central establish an in dependent line that would have been a sharp competitor of the Grand Trunk The result was expected to be highly interest i Ing through the conflict for traffic that would have developed especially as it was further expected that a deal could be made wlth tho Canadian Pacific bv which its long wanted entrance into Buffalo could be as sured inancial troubles overwhelmed the Toronto Hamilton Buffalo and its pros pects for building a line to Toronto were killed dickering with the Michigan Cen tral and the Canadian Pacific The relations with the Grand Trunk
