which was made public to day Sec retary Lamont renews his previous recom mendation that the infantry be reorgan ized on the general idea of three light and mobile battalions of tear companies each to the regiment instead of the cumbersome ten company formation adopted a century ago and abandoned by other nations since the development of modern magazine rilles and he quotes Gena Sherman Sheridan and Lleu Gen Schocfitid in support of the ne cessity of this reorganization of the infan try Tne completion already of some coast defenses and the approaching completion of other modern batteries render necessary a larger force of artilleries but no other in crease of the army is asked for The plan of 4 coast defense involves Ivj distinct batteries in over twenty harbors Th! number of line officers serving with their commands is larger than at any time since the war and the secretary expresses the belief that still further changes ean be made to advantage in this direction The report shows that according to the statements of department commanders the discipline of tne troops was never better than now The number of trials by gen eral court martial was about 15 per cent less during the past year than the year be fore In no previous year of the his to: ct the army has the health of the troops been so satisfactory Under the new system established by sec retary Lamont the army has for the first time been paid monthly Over J14OCOi was disbursed The saving to the govern ment by the system is about annual ly and it appears to encourage economy among the men as soldiers deposits dredging channels in shoal pieces and maintaining with state and local co operation an effec tive levee system With this change of policy the minority believe the function of the co mm Ur ion is ended and the work should be turned over to the secretary of The new lock at the falls of the St Mary's river though not fully completed was thrown open to commerce August 1SSC The secretary speaks of the magnitude of this work and ays it total cost will bo but about per cent of the value of the com merce passing through the Detroit river during the season of 1XKL The traffic through the St alls canal in the year was the largest in its history The total amount of freight carried to and from Lake Superior in 1L35 exceeds that of 1S34 by 14 per cent The commerce passing through the Detroit riv er during the year amounted to about tons with estimated value of $75 Odeo an increase of 7 per cent over th commerce of the preceding year The secretary also says that but little change has occurred in the water levels of the great lakes during the past year from corresponding levels of 1KM and he adds that as no wat hrs yet been drawn for use in the Chicago drainage canal no fur ther facts can be given as to the probable effect of abstracting lOOid cubic fet of water per second from Lake Michigan The importance of inaugurating a series of ob servations and gaugines which will provjd reliable and therefore it was no wonder married Imju There was not a single clement lacking to make the Masonic ball of last night a complete success It is true the weather was a trifle unpropitious but no one deigned to notice that The Masons were too intent upon getting all the pleasure dut of the first grand ball within the new tem ple to allow anything whatever to have the slightest effect on the affair Therewere two worlds in Detroit while the big bMl lasted one was inside the Masonic temple the other was outside Nothing that pertained to the exterior world had any effect upon the little world of gayety and beauty within The one was left be hind as the carriage doors swung to and the occupants hurried into the beautiful new temple that is just for Masons and for no one else It was built by Masonic mon ey that meant some sacrifice for every member of the old order and Its disciples are' now beginning to enjoy their beautiful home Last function may in one sense be called the dedication of the tem ple While it was not in any sense a dedi cation of the magnificent building to the purposes and alms of the mystic order it was a dedication of it to the distinctively social pleasures that Masons and their wives and daughters are to enjoy in the new structure Therefore it was meet and fitting that "the most should be made of the function And the Masons lost no op portunity to make the affair magnificent imposing and in the extreme enjoyable Their efforts were not lost it was every minute a beautiful grand enjoyable ball When darkness fell last evening there was toe sound of preparation within the Lafayette avenue temple and the electric lights were turned on in an their bright ness not to be turned off tin the light of the sun this morning began to stream through the few windows that look into the temple Not a detail in the way of preparation was lacking ami when even ing came it remained only for the guests to do the rest The committees had done their part preparatory to the event and the people had to com pie te toe affair They did it to perfection Eight found the first carriages on their way to the temple and from that tune the canopy that stretched from the horse block to the big wide doors ot the building contained a steady stream of Masonic souls and their friends scurrying rapidly into the brilliant ly ligh ted baddiug Around the canopy stood scores of curious people watching the guests as they alighted and made their way inside The sight of a lady in full evening dress with all her finery on and with lust the frizzes and laces necessary to enhance her beauty to the limit is always attractive and doubly so to that part of the world that is seldom allowed to look upon the finery and richness of such bril liant social events Sprely no maroon waves triumphant and the yellow and blue lies torn and trampled In the duet But it was stupendous football Never on any Western gridiron has such a game been played Never have two teams fought such a battle before a west ern audience Never was a game in which both elevens so distinguished themselves and played clear through to the end in such splendid form Never was a game so full ot thrilling surprises of dramatic sit uations of magnificent team work and of brilliant individual effort Never was a game the results of which were so remaxk able upon the standing of the contesting elevens The proud champions ot the year victors upon every field scored upon but once in the whole season fell before an eleven with arbsurdly inferior record Chicago owes her victory to one man to him and to a fluke by Michigan at a critical juncture which gave Chicago two points Herschberger is a whole team in himself It was his wonder ful goal from field made from the 43 yard line that rave Chicago the only score ot her own earning On fluke and goal from field Chicago's victory rests But more than that Hersch berger by the most tremendous senes ot punts ever sen on a football field drove Michigan ever backward from Chicago's ko I and time and again saved Chicago from most imminent danger Again and again Michigan would force th ball to Chicago's ten yard or five yard or three yard line The immense audience of 13Cvj people would stand on tiptoe with excitement and then at the last moment Chicago would nold Michigan for downs or someone would be offside or someone would fumble Chicago would get the ball and Herschberger would scrape the raft ers with a thirty five forty or even tiftv yard punt swift ends would sprint down the field tn hot pursuit and the ball would again zo to Michigan in the center of the yriiiron with the whole weary distance to gain again It was a battle of giants Chicago could do noth ing with Michigan's line She could never get through One charge after another arainst center against tackle or against end would go up with a crash and top as dead as though it were a wall of stone and not wven men of fleh and blood standing there Only onee did Chicago advance the ball by bucking Michigan's line and the cost in effort was so great that the pohey ouojuuhcu uttciij luereaner until within the last two minuter of play Nor i rtiti vs a tore ner jnterrerenee to tatters and downed the runner time and again for a lost But after a futile effort or two in way Herschberger would be given the ball and tfie sphere would fly through a stupendous arc and though the ball would be Mich yat forty yards or more would be adder! to th distance the XVolverines must cms to score When Michigan had the ball it was not easy for them to gain Chics co had solv ed Michlcan's interference It Is not In vain that 7oach Jerrems who stayed with Purdue for a week and saw Michtran there who watched Michigan tear up the big Ssedes of his own cam at Minne sota earne to Chicago a week ago to coach the Maroon It was not In vain that Chicago men have watched Michigan on every field from Le high down But though Chicago has solved th problem of the combination she couldn't always stop the gains around the end and when Michigan charged hr line It had to bend and shatter before the tre mendous hammering Although Chicago won her game was almost entirelv defen sive Only once was goal in danger After Herschberger goal from field Chi cago never got near enough to coal line for him to try it again All the rest of the game was played between Mich 45 yard line and Chicago's goal line Although Michigan got behind Chicago's goal but once he kept it constantly men aced The Maroons were always escaping by the narrowest marcini Victory was snatched from Michigan when it was al most within her grasp In the most tantaliz ing way and it was Herschberger who did it Herschberger and his stupendous punt Both teams came out of the game in good form Toward the last the wearers ot the maroon were rather frequently laid up Michigan needed scarcely any such re 1 spite Chicago also held many consulta tions In field which wore away time in inactivity to the great distress of the Michigan rooters But if the game was so phenomenal what of the arena? Th field was excellent the floor of the Coliseum had been removed and a bed of clay and soil been put in and rolled down A sloping bank of sand kept the players from charging into the railing Back of the rail rose tier on tier of seats filled all the way around with spectators Even the galleries were largely filled so that the building looked crowded to the roof in all direction And the whole vat audience was gay with streaming ribbons and wav ing banners One large section showed the Cornell banner and colors The boxes wer full of society people Horns rattle whis tles and a hundred other appliances for making a noise were there A cornet on the Michigan side played the air of college songs and thousands of voices sang them auu ucnigan yetis other across the gridiron Outside it was raining and in grew dim eventually and so dark that some brilliant a match Another caught the idea and in a moment a thousand matches burned a pretty constellation all about the arena It was picturesque scene beautiful in the extreme A burst of applause came spontaneously The two trams were idle for the moment while the referee looked up the rules A few moments later the electric lights blazed up and the remainder of the game proceeded under an artificial illumination Th immense crowd was vet pouring steadily In at 1:33 when the Chicago play ers trotted into the field They were greet ed with a thunderburst of applause Thly went rapidly through a little signal practice and Herschberger and Gardner practiced punting a little This practice work a roused tremendous enthusiasm on the Chicago side and carried dismay to the heart" of Mich igan rooters when Herschberger began to send the ball sailing into the rafters end wound up by kicking goal frog field from the yard lin At 1:30 th Michigan play ers jumped over the barrier and followed Capt Villa to the center of the gridiron another great ovaticn was given by the en thusiastic spectators Michigan also went snappUy through a few signals and Hogg sent a few purts down the field distressing ly short of the superb performance just wit nessed from Herschberger The cornet struck up the and Blue" and everybody sang it Then the
