Haggerty Jones Keenan Pope Sharp The captain received the governor's orders at 4 :30 and be had his men armed and equipped and on the grounds for duty in twenty minutes afterward Although in command of the Porter Cept Reyer did not neglect his duties at the water-work for twice after the fire commenced he visited the waterworks and found every thing there working satisfactorily with a pressure of ruins of the wozeshope WHAT MAJ 0VON5ES SAYS On going to a eampafire the reporter met Maj Thomas O'Conner who remained at the prison throughout the night He said that the losses of the firm would not be lees than $250000 but that the contingent toes might somewhat swell that sum as the firm had large orders ahead They had been making fifty wagons a day but it would now require some time to get new machinery ready and they would not manufacture as many as they could have done if the fire had not occurred So far as he had been able to ascertain the fire had been purely accidental The walls of the shops still remained standing at 2 A but they will probably fall when they get cold' The heat of the tire was so great that the corridors of the main prison remained warm throughout the night A wavier inewAnDED Eph Reeves a Davidson county convict was stationed on the top of one of the annex buildings and being discovered busily at work by a number of Nashville men and his identity being known he received a liberal number of quarters and bait dollars as a reward for his efforts in Paving the burning bnildings The destruction of all this valuable property is not only a serious individual lose but a material public lose generally realized and appreciated in the community Throughout the entire we might include the entire was not a more extensive manufacturing establishment Its products were implements of utility made in vast quantities and distributed over a wide area of country reaching from Florida to Colorado and from the Ohio river to the Mexican border The character of the wares tamed out bad established a reputation which was rapidly enlarging its business to a proportion for the successful meeting of which their working apace was scarcely adequate Ttie burning of the penitentiary aside front the great pecuniary loss it has occasioned the lessees has created an opportunity for the state to now promptly yield to Nashville that which every consideration demands should be its removal The state and city boards of health at the last session of the legibleture urged it most strenuously upon the double grounds of health to the convict and health to the denizens of the capital of the state But upon a closer scrutiny of all the phases of the proposition it will be found that there is a remarkable concurrence in indicating the necessity almost urgent in their nature for its removal This end is now inevitable and the burning of the prison at this time has made action imperative and immediate The lessees themselves though at one time opposed to the removal are now as earnestly in favor of it as any other citizens of the city not only for the sanitary reasons above stated but for better conveniences of operating their manufacturing establishments To do this the legislature of January 1883 would have to appoint a commission to select a suitable site and make the necessary arrangements for construction which would take not less than two years to build In the meantime that manufacturing operations can be resumed at the earliest practicable moment so that the lessees may find employment for fife labor which the state has leased to them the state inspectors of the penitentiary might at once authorize the lessees to construct temporary shelter within the walls deducting the cost from their existing contract To await legislative action would be to lose valuable time much more additional loss to the lessees than they have already sustained and delay the delivery of wares contracted for and otherwise interrupt the successful prosecution of the enterprise The lessees rented from the State the buildings destroyed to which at their own expense they added largely front i time to time and it only right that the landlord should at the earliest practicable moment replace the destroyed buildings of the tenant This view was entertained by numbers of citizens last evening and we are satisfied meets the approval of the community generally The construction of temporary buildings to enable the lessees to fulfill exiting contracts and continue the employment of the 'mad labor need not interfere with the universally desired removal of the prison from the city limits as soon as the measure can be practically carried into execution Such temporary and not expensive structures as would be required could be easily sold by the state either for building material or to other manufacturing establishments if desired in that locality We can see no sufficient reason why the inspectors may not act promptly in the matter and enable the lessees Price DOT 00 ATTEMPTS AT ESCAPE Out of the seven hundred and twenty-eight prisoners on the roll for yesterday only six managed to escape though there was great excitement and such of civilians and convicts during the time articles were being carried outside the walls that a much larger number was thought to have escaped- Several were caught in the act of Hying to get away Two men one named Gray the other John Craig were caught in civilian's dress and brought back Jim Clarke got loose was recaptured in a rubber euit and again managed to make his escape The names of those who sn-re mi-sing at roll-call last night-are: Thomas Cox Fred Maine Clark Charles Walker John Martin and Fred Ransome The last ramed is colored Of the escaped Cox is known as the "kid-glove horse-thief" and WAS sent here pen One of the escaped convicts domed his clothes in a sewer rushed naked into a house and possessed himself of a woman's dress hanging conveniently near This be put on and hastily withdrew THE MILITARY ON GUARD The services of the military were asked last night and in response the Porter Ritlem Rock City Guards and Burns' Artillery responded They were put on duty around the walls and around the Lumber yard a double line being placed in front of the prison The regular force of guards was also on duty The order to let no one pass withnat a special permit was enforced in order that no convict concealed around the premises might escape During the night Maj O'Conner sent the soldier boys their rations from Gen Merchants' Exchange restanrant CASUALTIES In the excitement of the hour Fred Cummings who was rendering assistance lost hid vatch and coat The former was returned to him He also had the misfortune to fail from the comb of the roof of wing No 3 He rolled down to the eaves where he caught and saved himself Ed Motley coloreds one of the convicts rreAved severe internal injury to his la gi while fighting the flames SCALING THE WALLS When the lumber piles in the northern part of the yard got well ablaze the heat became intense The convicts inside began to cry for help and it not was long before ladders from the hook and ladder truck were raised upon the wall at the northeast corner and a ladder placed down on the inside of the yard A rude ladder composed of pieces of plank nailed together with slats nailed on that was also placed against the wall When these means of escape had been completed the convicts from the yard ran up on the inside ladder and covered the entire cornetof the wall All seemed anxious to go down into the street and as little time as possible was lost in doing so At one time when the tire was well under way and the excitement ran high the entire body of convicts might have made a rush on the few guards that had been stationed around the walls and escaped en muse One guard after another was added however until there was a strong cordon thrown around the entire yard It was so effective that as above mentioned but six prisoners got away One convict made a run as far as the fair grounds where he was overhauled by citizens and brought back very greatly to his chagrin The stripes had given him away THE EPICTATORS Throughout the fire a dense mass of citizens surrounded the penitentiary walls where they could all see the flames and could hear the crackling and roar of the conflagration Even those who had been detained at their respective places of business went out to the scene of the conflagration at 0 7 8 and as late as 9 all seeming to have a curiosity to learn the full particulars PASSING THE WATER At about 5 o'clock while firemen and convicts were fighting the fire-in the paint-shop with a great deal of difficulty and exposed to the most intense heat a barrel of oil or turpentine soddenly exploded shaking the entire building It seemed that at the time the overhanging roof would fall and bury them In the debris below All made a rush down the steps followed by dense smoke As soon as they recovered from the temporary fright they fought the fire in dead earnest The stream from the tire engine handled in this quarter was not Only well applied but buckets of water were brought from the pool and thrown upon the fire one after another The empty buckets were constantly- flying in the air were caught by convicts before they could strike the ground carried to the pool and brought back in quicker time than it takes to tell it At this juncttre the frame warehouse in the southeastern portion of the yard seemed to be greatly in danger and a large force of convicts with buckets of water soon had it thoroughly wet Blank-eta were also brought and placed over the side of the building next to the fire and it escaped unhurt The walls of the brick shop now began to tumble in adding to the uproar of the scene which in many respects was of a very thrilling character CLOSING THE GATES When it began to grow dusky the officers commenet to move the convicts on the outside toward the entrance to the prison Before escorting them inside however every citizen who had gone into the prison yard was requested to move out as they intended to close the prison gates A rush of citizens for the Districts In Good Financial Condition State Superintendent Doak received the following report from Ferrell superintendent of public instruction in Davidson county yesterday: NASHVILLK Dec State Superintendent I herewith submit my annual report of the condition of the public schools of Davidson county: There are evidences of gradual and continued Progress in the educational interests of this county A majority of our teachers are persons of "literary and scientific attainments" ladies and gentlemen of culture who have enlisted in this work heart and soul to maintain the dignity of the profession and to advance the cause of education regardless of every obstacle that may be enlisted to retard ita progress If the teachers could be better compensated for their services the time isn't far distant when every pupil in this county could have the advantages of a thorough practical education and the worthless cheap teachers who are working such gross injustice upon the profession would be driven to some other vocation It is a sad mistake with some of our directors that in order to husband their funds they employ a very low grade cheap teacher or some one who is merely teaching to procure a few dollars to prepare hint for some other profession or vocation of life In visiting the schools I have in nearly every instance found it to be a perfect waste of the public funds I also find a large majority of the patmns Opposing these poor worthless fellows but in a few instances they have been retained on account of favoritism Our districts financially are in far better circumstances than they have ever been since the public system has been inaugurated Permit me to say I feel assured it has never been the case before that at the beginning of the scholastic year every district was out of debt with funds in the trustee's bands I have no doubt but it is due in a great measure to the law of 1879 requiring the approval of tbe county superintendent to all warrants before payment by the trustee and will say it is the earnest wish of all our people that the next legislature adopt the law as it then was as the best system we have ever had The schools of the city of Nashville are in finelprogress commended by all and justly 80 for they are gradually growing in interest and in favor with our people Permit me to say this much in behalf of Our State Normal College that a teacher employed who graduated here is almost a sure success It is an institution of which the whole state shofild be proud Our colored schools have been very much strengthened by employing pupils from Fisk University Central Tennessee College and the Normal and Theological Institute three schools in or near the city of Nashville whose pupils can be cheerfully commended to school officers desiring to employ teachea for colored schools Our school-houses are in a better condition at present by far than formerly The patrons white and colored have been stirred up and have come forward and completed most of the work without any expense to the district The furniture and appartns so long spoken of by my predecessor in office is still a sore-felt necessity but which will no doubt be removed this year to a great extent It is my earnest wish that every school officer and teacher will labor to make the scholastic year 1881-2 the brightest ever seen for Tennessee penitentiary at 3:30 o'clock yesterday ef ternoon created considerable consternation throughout the city This was increased a few minutes later when the call wes repeated bringing out the entire tire department Almost instantly the people came rusbieg in crowds from every part of the city towards the prison and the scene on the streets was ae exciting as in last May when the great fire was raging The location of the alarm spoke too well the dread that was in every heart that the penitentiary was on fire and this foreboding was realized when the dames burst out from the building5 in the northeast corner of the ground Inside the prison the alarm and confusion was simply indescribable Convicts were nothing to and fro the dread of a death too horrible to contemplate being in every mind and depicted on every feature They poured from the burning building and stood in the prison yard almobt dumb with terror and scarcely knowing which way to turn About eighty men employed in the cabinet and furniture departments were cut off from escape through the burning structure and looked at each other with the apprehension of inevitable death before them Finally they resorted to improvised ladders They promised not to try to escape and a hurried stampede over the wall was made whence they went round to the front entrance Not one of them broke his word A half-crazy negro was thought to have been left behind but the roll showed him present Indeed the men seemed so paralyzed with fear at the outset and rejoiced after they Lad passed over the wall so greatly at their escape from what seemed certain death that they seemed incapable of even attempting to escape Soon order came out of chaos The officers of the penitentiary organized the convicts into gangs and started them on the work of saving what could be easily reached The scene then changed and the prisoners set to work with a vim The great doors of the prison were opened and barrels of paints oils and other combustibles were removed Attention was then directed to the wagons inside of the walls and a large number of these were saved The city hall bell summoned the police force together and the entire force was dispatched to the rescue A cordon of police and guards was formed between Church Street and the penitentiary in order to prevent the convicts from escaping and a large volunteer force was set to work directing the work of removing the wagons and other material to a place of safety out on Church street west of the prison moots OF TITS FIEF The fire broke out in the "blacking room" in the machine shops near a bolting machine 1(8 origin is a mystery One convict stated to an officer of the prison that he saw another convict deliberately fire the buildieg This opinion while it seems too revolting even to be contemplated was shared to a large extent by a number of the spectators Another version is that a stove was accidentally overturned by a convict This is however regarded as a very improbable statement as there was no stove near the place where the tire was discovered A third explanation Is that a convict accidentally dropped a red-hot bolt into a tub of tar used for blacking bolts This seems the most probable of all but until there is an investigation of the fire nothing can be accurately stated ire relation to its origin This examination will be probably made by the prison inspectors to day Every convict who was working in the vicinity of the spot will be que-ioned in order to determine as far as can be done the truth of the matter The convict who is accused of firing the building is said to have escaped during the confusion that reigned when the flames were first discovered From the machine shops the fire spread with amazing rapidity and was soon communicated to the furniture and cabinet departments Here 18000 bedsteads 250 bureaus and 150 wardrobes were stored Asi theae were of dry material they were quickly ignited and it was then clearly seen that the entire manufacturing establishment of Cherry O'Conner (tz Co was doomed to destruction The yard in the rear of the cabinet and furniture departments between the buildings and the Cedar street wall was filled with dry seasoned walnut 250000 feet valued at $20000 In addidon to this the machinery of the cabinet department was destroyed Many of the machines used in these departments were costly ones and were ail new One machiue alone which was placed in the building less than at-ear ago cost $950 and there were thirty-five of these machines destroyed FIGHTING Tag Wag' The fire was fought with desperate enerey from the stare The McCrea engine was driven ineide the yard and remained only a short while when the heat became so great that the firemen with the exception of the engineer were compelled to abandon the ergine Seeing this a number of convicts braved the heat and pulled the McCrea out into the open space in front of the penitentiary by main force The engine had been given up for lost by the huge crowd of spectators and a loud shout went up from every threat as the McCrea appeared at the great gate of the penitentiary It was coneiderably scorched by the flames but was not materially iiijured The Stockell Citizine' Gift and Hamilton engines were located on Church street and did efficient work in extinguishing the flames But all tfiZets at even keeping the tire from spreading seemed unavailing on account of the inflammable character of the material stored in the buildieg -Within half an hour alter the tire was tisseovered it had spread to the painting and oiling department situated on the western side A great quantity of intiammablematerialstored here had been removed but sufficient remained to add to the intensity of the fire In addition to this the floors were impregnated with tit and varnish and this alone was enough to render the of the firemen unavailing At this sage of the tire the heat inside the walls was almost intolerable Yet a large number of persons remained there anxious to see all that could be Cecil The convicts were still removing uncompleted wagons from the open space inside and kept this up until forced to stop by the flames which wrapt the buildings on the north east and west Every few minutes wall fell with a crash endangering the hves not only of the firemen but of the convicts who were fighting the flames with buckets of water A long line was formed and buckets were passed to and fro with Commendable energy Throughout there was not one word of complaint at the manner in which the convicts worked but few attempted to escape and all Worked like troopers In attempting to quell the flames and remove articles of value from the burning building Prominent among the workers was seen the tall form of Ananias White and no man did more than he The convicts now commenced removing wagon materials from the wooden build-log in front of and to the left of the penitentiary but as it was seen that the fire would not extend further in that direction the work was soon stopped A 'The convicts were then ordered Inside the yard About 6 o'clock a woman in the woman's department set fire to her bed whether accidentally or otherwise is not known- The CT1 of fire was raised and the convicts in the yard to the number of 500 became desperate with the fear of being burned up A large number seized socks barrel staves and whatever came in their way and started toward the gates of Abe prison but quailed at the stght of several guns in the bands of the guards and became quiet when they were assured the wings were not on tire Shortly afterward the convict were taken to the wings to which they belonged the fire being then under control The flames were checked before reaching the stone building on
