outrage and the names of a number of very high court personages including Duke Ernest Gunther of Schleswig Holstein the brother in law of Emperor William of Ger many were mentioned in connection The elections held throughout the state this week have been very encouraging to the Democracy More Democratic mayors were chosen this week than have been elected since the Cleveland tidal wave year of 192 Where the Republicans did win in cities that nat urally belonged to them their majorities were small as compared with what they had a right to expect On the other hand the Democratic majorities were not only unusually large but they were found tn places that had not known a Democratic majority In many years The elections of the last three years have practically de picted the Democracy of the contest this fall than It would have felt had the municipal con tests gone the other way The general ef fect will be that the party will be much better able to cope with its enemies this year In now It appears that the rank and file of the silver men were opposed to the scheme of Thurman aud inley of Bucyrus in calling that conference for no other purpose than to advertise them selves ns candidates for delgats at large to the Chicago convention Some of those who were present tbok strong grounds against such a course declaring that such matters should be lft to a state conven tion rather than to a secret conference of a few of the leaders of the silver move ment Others took equally conservative views of the matter and as a consequence the radicals and extremists were given a st back from which they have not yet re covered It was the purpose to make a test case of tne loyalty of the silver men to the party and the cause itself nnd in case they did not get what was wanted they Kotze met Baron von Schrader on the field of honor wounded him slightly and was again wounded himself or this Von Kotze was sentenced to three imprisonment in the fortress of Glutz and on July 13 gave himself np to the governor of that place and served his sentence but he was treated with the greatest consideration and It was again reported on his release that he had promised not to fight another claims has fa vorably reported the Corliss bill to reim burse the blind Col Philip Kirschner of Detroit for money paid by him for tho services of a band for the Sixteenth Ohio Infantry The hill carries $k7 which the colonel advanced during the war It ap pears from the army records that the band was enlisted April 23 1SG1 at Springfield and continued in service until August IS Tins claim is for money paid by Col Kirschner upon a Judgment obtained against him tor services ot the band nich he in connection with other commissioned Officers engaged and became responsible for their services at a price exceeding that which was aiterwards allowed by tho gov ernment July 22 1861 an act was passed by congress authorizing tho engagement ot bands and fixing the compensation for such services By an act approved July XL the secretary nt war was authorized and directed to refund out of any money In the treasury not otherwise appropriated to the volunteers called out bv th presi proclamation such amounts of money as may have been expended bv said volunteers tn the employment of' regi mental or company bands timing the peri od of their service under said proclama tion It seenia from (he act above re ferred to that commissioned officers were authorized to engage bands and th funds advanced by them refunded by the act above mentioned Ool Kirschner has sub mitted in support of his claim certified copies of the court proceedings showing the judgment against him ot the amount stated in the hill together with an affida vit of the leader of the band setting forth thu terms ot th contract and reasons for the non payment of the full amount thereof by the government The reason for the long delay in the presentation of this claim arose from the fact that t'ol Kirschner until within a fw years lias had ample private means and did not in tend to call upon th government until forced by adverse circumstances and blind ness to ask for this relief He is at tho present time blind and in
