Mr. Dudley moved to take up the motion to reconsider a vote rejecting a bill concerning free negroes and mnlattoes, which was reconsidered and passed. ORDERS OF THE DAY. Helm, on the part of the Senate, presented to J. Russell Hawkins, Clerk of the Senate, a beautiful service of silver. Mr. Hawkins responded in suitable terms. HOUSE.

Passed. SPECIAL ORDERS. Senate bill concerning the Board of Internal Improvement. An act appropriating money to pay the indebtedness on the Green Barren, and Kentucky river lines of navigation. The House resolved itself into the committee of the whole, Mr.

Webb in the chair, for the consideration of these bills. Dr. D. R. Haggard, Chairman of the Board of Internal Improvement, was, on motion, permitted to make statements in regard thereto.

The committee then rose, reported progress, and asked to bedischarged from the further consideration thereof. The vote was then taken upon the passage of the bill appropriating money to pay the debts on Green, Barren, and Kentucky rivers, and resulted yeas, 51; nays, 10. So said bill passed. The vote was then taken on the passage of the act in relation to the Board of Internal Improvement, which resulted yeas, 24; nays, 35. HOUSE BILLS AMENDED IS SENATE.

The Usiteb States Cockt. Yesterday the court was occupied in hearing a portion of the testimony in the case of Mc-Clurg and others vs. the city of Padacah. This cause is a suit for damages. The plaintiffs declare that they were the owners of a steamhoat that plied hetween Evansville and Paducah; that on or about the 22d day of August, 1861, while lyingat the wharf of the latter city, an armed mob wrested steamboat from the custody of ils lawful owners, together with its cargo; that the boat was valued at the cargo at $25,000, for which latter sum plaintiffs Bllege that they are still responsible to the owners of the merchandise taken from them and they claim further damages in the sum of 25.000, the amount they claim that they have lost from being deprived of the use of the said boat.

The armed mob, after taking possession of the boat, ran it up the Tennessee river and turned it over to the Confederates. The city authorities of Paducah were aware of the outrage, and, when appealed to by plaintiffs for protection, failed to take any steps to extend it. A portion of the evidence was heard yesterday, aud the examination of witnesses will be resumed this morning. O. D.

McMannama, was admitted to practice in the Federal Courts. have a man named Cook in Nashville, a bright mulatto, who is in trouble before the Courts for having married a white woman. Cook claims that be has so little negro blood in his veirs that his case does not come within the statute, which only prohibits marriage bet ireen whiteB and blacks, or persons of mixed blood, to the third generation. The case is not yet decided. Stevens and Brownlow, through the benign influences of radicalism, will soon settle all that sort of squeamishness, and hasten the advent of the blessed millennium, when the dark lion and the white lamb will be permitted to lie down together in peace.

Old Thad, in his own person, practically illustrates the beauties of amalgamation by notorious companionship with a negress, and Brownlow is saved from the scandal of such a sin only through not being able to find a negro trench mean enough to keep his company. EST" The funeral obsequies of Bishop Soule and Colonel J. D. B. DeBow took place in rsashvillc on Thursday last.

TUe Banner, after describing the solemn ceremonies attending the funeral of the Bishop, adds: While tbj obsequies of Bishop Soule were progressing at Alclvendree Church, a large number of our citizens had assembled at Christ Church, on the opposite side of the street, to participate in the impressive ceremonfes peculiar to the occasion and to attend to their final resting place the remains of our distinguished and public spirited fellow-citizen, the late Col. J. D. B. DeBow, The funeral services were held by Rev.

W. T. Ellis, after which the deceased was taken to the residence of Mrs. John Johns, a short distance from the city, and interred. It was indeed a sad day for this community when we committed almost simultaneously to earth the oldest and best beloved Bishop, the most accomplished Statistician and Political Economist, of their time; Mr.

The attendance during 'Change hours was very good, with more animation among dealers for provisions. In consequence of many buyers being in the market for assorted i lots of general merchandise from Ar-kansaas, it was proposed to place a boat in the White river trade to, leave here on Tuesday next and the Ella Faber was selected and placed in that trade. The prevention of shipments to points south of Nashville continues, which causes great drawbacks and hindrances to trade. In the meantime the packets np the Cumberland and Tennessee rivers are well freighted for all points along the line of their routes, and a fair amount of goods on order is going forward.
