member of the Heretofore the members have been permitted to take the newspaper of their choice at the expense of the State during the session As the new stit tition takes from them ihis privilege we shall be pleased to enter the names of the members as subscribers Work far the Legislature The limited time allowed by the constitution to the Legislature to perform the numerous duties de volving upon it by the adoption of a new organic law will require from members extraordinary labor to meet the demands of the constitution Indeed we can scarcely believe it possible jor them to ac complish in so short a session all that is imposed upon them That they will perform as much as any body of men that could be got togeth er we have no doubt The most urgent business relating to our State affairs which will claim the attention of the Legislature the division of the State into thirty two Senate Districts determ in ingjhe ratio of representation and the number of Representatives in the House the number of the latter cannot be less than sixty four nor more than one hundred the division of the State into Con gressional districts the conferring of legislative powers npon organized townships incorporated cities and villages and the several boards of county Supervisors provision for the election of a State Board of Education provision for a sinking fund to commence in 1852 a uniform rate of taxation except where specific taxes are payable provision for a State Board of Equalization of assessments on taxable property general laws for the incorpor ation of cities and villages It is also made the duty of the Legislature to adapt the laws general ly to the provisions of the new constitution There is it will be seen a very extensive field of labor laid out as far as we have enumerated them doubtless many other matters of interest to different sections of the State will come up for legislation ft' Prwriwolsm and Abolitionism Below par in Illinois Soon after the organization of both branches of the Legislature Illinois Dr Richmond of Schuy ler introduced some very strong resolutions in favor of the compromise measures passed by the last session of Congress and for the repeal of the Wilmot resolutions adopted at the last General Assembly These resolutions were ordered to be laid on the table and In the House similar resolutions were offered and a motion to lay them on the table failed by a vote of 45 to 28 the voting in the affirma tive At a subsequent day fthe 14th inst) the Sen ate resolutions were taken up and adopted The vote stood in favor of the compromise measures 20 against 5 To repeal Wilmot proviso resolutions passed at the last session ayes 18 nays 7 Here is another decided and emplatic indication of the tone of the North West on the subject of the compromise measures It is as gratifying as it is decided and shows how strong and irresistible is the revulsion which has taken place in the popular sentiment of the State within the period of a sin gle year Thus State after State takes the back track on this subject and resumes position on the broad platform of the Union and the constitution Hon Dickinson The Albany Argus contains a correspondence between the Democratic members of the Legisla ture from the city of New York and Hudson river valley and Hon Senator Dickinson Want of room debars us from affording our readers the gra tification of reading this beautiful emanation from the National Democratic Senator from New York Mr Dickinson has worthily represented that great State in the 8 Senate for seven years devoting himself with untiring earnestness to the arduous and responsible duties devolving upon him With onr own able and fearless Senators he has stood up manfully and breasted with successful resist ance the traitorous designs of fanatical philanthro pist and has rendered himself conspicuous for his thorough devotion to the interests of his constitu ents and the Union He has consistently sustain ed throughout his term a true Democratic course one that has gained for him an honorable and last ing reputation JJ 8 Senator The State Journal speaking on the subject of the election of a Senator as among the first things to engage the attention of the Legislature remarks We hope to see this done on the very first day of the session We believe Gen Cass to be the first choice of every democratic member of the Legislature and the democratic party of Michigan owe it to themselves and the democracy of the Union to pay Gen Cass the compliment of an un animous election on the first day of the session We doubt not but that the suggestion of the Journal will'meet with a hearty response from the democratic members of the Legislature 4 The basis of representation of the several counties in the approaching judicial coventions as fixed by the democratic State Committee we no tiee meets with disapproval from our friend of the Grand Rapids Enquirer We venture to assert that the committee did not design to usurp pow ers beyond their jurisdictions but as the contin gency required some action they performed what they considered a duty devolving upon them Missouri The whig papers are foot ing up the loss and gain in this matter and are puzzled to find out what good they have derived from Geyer's election The Seward branch are particularly chagrined at' the eleelion of such a whig Mr Geyer is decidedly in favor of the fugi tive slave law The Louisville Journal in al luding to the fact that all the people of the South who are willing to yield obedience to the Consti tution and the laws are branded by disunionist pa pers as remarks There is very little doubt that the Devil and ft his followerijwhen they raised a rebellion in Heav en and got hurled oat of it applied the same epithets in very much the same spirit to all the angels who preferred living quietly under the rule of Plaits The attention of the citizens of our State appears to be aroused to this important subject The of Cttwit Conrt at Coldwater The Public Lands The recent speech in the Senate of the United States of Gov blch Chairman of the committee on Public Lands has attracted general attention and judging from the expressions of opinion on the part of the Press may be ranked among the most effective efforts of the session in that distin guished body The propriety and expediency of giving away to individuals the landed property of the United States the earliest acquired portions of which came into our possession by grants from the thirteen origin al sovereignties of the Union contemplating the receipt of the proceeds of their sale into the public treasury for the general involving of ne cessity a serious diminution in the public revenue to be remedied only by a resort to direct taxation or an increase of the duties on imports is a matter of serious moment and should require grave con sideration The proposition at present before the Senate however it is understood provides for a cession to each State of all the unsold lands within its limits and annexes to the grant various conditions some of which evidently transcend the powers of the General the States themselves alone possessing the right of determining what shall be subject to sale under legal process the manner in which title to land may be conveyed and the tenure by which it may be held within their limits all which is practically denied by the measure in question The proposed enactment would impose restrictions upon the title of twenty jive millions of acres of marketable lands in Michigan while eleven millions only are held by unconditional grant An acceptance by the several States of such conditions of tenure requiring in most instances a corresponding alteration in State system and policy would be acquiescing in legislation in direct de rc 01 me reserveci riuiB ui uiu oiaieBp aim the evils of which whateverxhey might prove could not be remedied by State authority Such Legis lation it is contended would be opposed to the progressive spirit of the age and the settled policy of our people whose boast it is that the conditions services and restrictions on the titles to land in the old world are here unknown and whose unex atnpled prosperity may be largely attributed to the easy acquisition and unrestricted right to alienate and devise at pleasure the soil made valuable and productive by their foresight and industry The evils of the present land system it is be lieved would not be eradicated by the bill under consideration although its discussion will doubt less elicit provisions better adapted to secure the legal rights and to open the widest field for the enterprize of every citizen of the Republic Prbperations for Saving The Cleveland Herald says that the Captain of the steamboat Southerner has furnished his boat with a sufficient number of planks to support one hund red and fifty people In each plank is inserted loops of tarred rigging and these boards are ar ranged about the beat so as to be ready at a mo warning The boats an the Lakes which follow this good example next season will find that they will lose nothing by it the thirty one States which constitute this republic only five have Whig Governors They are Vermont Rhode Island New York Pennsylvania and lorida Kentucky has a Whig Lieut Governor acting (The Tribune says: The siaveholding interest like every other inve terate abuse and iniquity takes shelter under the guns of the citadel Which being translated means that the Dem ocratic party protects the rights of the States against higher law" nullification and abolition infidelity It is this conviction which recently has converted North Carolina into a democratic Sta te and is rapidly annihilating tho last vistige of Whiggery the removal The Grand Rapids Enquirer anticipates the re election of Col Benton to the Senate at the expiration of Mr term which wilj be in two years learn that there is to be a line of steam boats running between this city and Dunkirk the coming season to connect with the New York and Erie railroad Q5" They are building a Marine Hospital at Cleveland Why do not they have one here? ofnum bers in the Michigan Sate for forty weeks and in consequence of a very general request having been mads to have them published in book form I have issued a prospectus for the same and should there be a suAcient number of subeenbere to warrant tbs expense it will be commenced at once It has been my design to give a fair and impartial history of I important events which have transpired in a political point of vw trom the first administration of Washington down to tho present time It has been thought by many to be an important work as a matter of reference to both the old and the young as the following despatch from thia city to New York were known to ua ahortly after they transpired We did not make them publics out of regard for the misguided family who are very respectable and worthy people but now that the telegraph haa laid them before the public we feel it iucumbent npon ua to give what we have good reaaona for believing ia the true statement of the circumstances of this unfortunate affair: It will of course be recollected thrt some four weeks ago the city papers chronicled the disappearance of the young lady mentioned above fifteen years of age from her house in this city Although the moat thorough search was made for her by her friends no clue was obtained to her whereabouto until the police were interested in the matter She was traced from various places in this city to Rox bury where she was found cohabiting with a ne gro as his lawful wedded wife It seems that she wandered away from her house while la boring under a partial aberration of the mind to which she had been often of late as well known to her family subjected She was wandering about when she met the negro to whom she was after wards married She asked him to conduct her to her house He promised to do so but in stead of fulfiling his promise he took ber to a house upon 'nigger By his importunities and pro testations of attachment and the fact as stated in the dispatch that her parents being strong aboli tionists probably had inculcated upon her mind the wickedness of entertaining prejudice against color he at length obtained her consent to marry him A licence (which it is a very easy thing to get un der our new law) was soon obtained and aclergy man was soon found base enough to make the two one flesh We do not know the name or wc should publish it However we will state in extenuation of his conduct (if such a thing can be) that it is said he expostulated for some time with the girl before he proceeded to fix the indis soluble tie but without she was fixed in her purpose of marrying the negro and thinking pro bably that he had as good a right to the fee as any body else he married her By keeping as quiet and retired as possible the ill assorted couple man aged to elude the anxious search qf the parents for some two weeks or so but the vigilance of the po lice at length ferreted them cut The girl was im mediately restored to her parents She was evident ly laboring under partial insanity and was sent to the McLean Asylum at Somerville It is said that the morning after her arrival home her negro hus band called with the marriage certificate in his pocket and demanded his wife Of course his per emptory request was not acceeded to by her pa rents The parents are in a state of deep affliction Boston Herald Jan 22 Hudson Rivbr Insurance Company We copy the following from the New York Journal of Com merce commending it to the attention of those who have acquired the reputation of paying their losses grudgingly We ihink this Company is deserving of public patronage from the promptness with which they meet their liabilities and the general management of their business An Example worthy of Hudson Riv er Insurance Our readers will recol lect that we noticed a fire in our last pa per which broke ont in Messrs Ross store on River street We are informed that the entire block of goods owned by those gentlemen were destroyed They were insured in the Me Mutual Northern Western and in the Hudson River Insurance Company The fire occurred on Saturday morningtbe Hud son River Insurance Company had notice informal ly of their loss on Saturday evening On the fol lowing Monday morning Col Morgan called on Messrs Ross Smith and for the Company ad justed and paid the loss By their charter the Hudson River Insurance Company were entitled to sixty days in which to make their payment thus anticipating their engagements This prompt ness and cheerful compliance with their agree ments with the insured is highly creditable to the Directors of
