Park Board yesterday failed to agree with the proposal of the County Commissioners that the water be turned from the Riverside dam to save money for the contractor for the Emrichsville bridge Several days ago at a meeting of the board a resolution was passed by which it was agreed that the water should be turned out This resolution passed by Commissioners Brown' and Lauck had to be voted upon by Charles Coffin at that time out of the city He attended the meeting yesterday and refused to vote for the adoption of the minutes of the meeting at which the resolution was passed Harry Negley appeared before the board as attorney for Capt Orla Edging ton of the pleasure steamer Helen Gould He protested against the proposal to turn the water through the sluiceways Mr Negley called attention to the fact that turning the water out of the dam would injure the boating business of his client who was paying the city for the boating privileges of the park He said: nothing in the specifica tions for the building of the bridge to provide that the water should be lowered in the river To turn the water out would save the contractors several thou sand dollars but it would cost my client dearly too He has rights there that should be considered by the Capt Edgington through Mr Negley had previously warned the members of the board that they individually and as representatives of the city would be held responsible In court for any damage that thev might do his business In addition to the Edgington complaint there has been complaint from members of the Indianapolis Canoe Club The club's house at the entrance to Riv erside Park would be useless members said since if the river stage were low ered as proposed there would be no deep water at the point where the club house stands There was also circle leaving in the center aspot about the size of a silver dollar of sound flesh In a short time the affected circle would form a heavy dry scale of a white silvery appearance and would gradually drop off To remove the entire scales by bathing or using oil to soften them the flesh would be perfectly raw and a light discharge of bloody substance would ooze out That scaly crust would form again in twenty four hours It was worse on my arms and limbs al though it was spots all over ray body also on my scalp If I let the scales remain too long without remov ing by bath or otherwise the skin would crack and bleed I suffered intense itching worse at nights after getting warm in bed or blood warm by exercise when it would be almost unbearable sum it all up I would not go through such
