George Reilly a well known character about town whose familiar haunts were around newspaper row died here today at the Washington asylum hospital from the effects of a heat stroke suffered some time ago Hail ing from Virginia he at various times held public office there and was a judge of the southern claims com mission for that state Twice he was United States consul to places in Venezuela and also at one time was consul to Zanzibar to which Offices he was appointed by Republican presi One of the stories told of him but not authenticated was that when fill ing the position of consul to Zanzi he had shot the queen of the island with salt and pepper because she persisted in bathing in the garb of nature in front of the American consulate each afternoon It was said he was recalled for this act but the state department records show that he resigned the Zanzibar consulate af ter holding it a year because ot the death of a member of his family a building is being or about erected: and permits shall only be granted in cases where parties shall deposit money with the Commissioner sufficient in amount to cover the estimated expense of retillintr thn earth removed and of relaying the pavement And the said Commissioner may retain such deposit for a period of one month or until such work is fully completed to the satisfaction of said Commissioner Sec 5 Whenever any Jabor is per formed in any of the streets high ways lanes alleys squares parks or other public places of the city under the direction or supervision of the i umnussioner or fudiic works ana said Commissioner shall deliver to the Controller proper pay rolls therefor with tlie certificate of said Commis sioner and an affidavit of the persona actuaJIy overseejng such labor in dorsed on tlie back thereof stating that the persons named in said pay roll have actually performed the work therein described and charged for that the time therein mentioned was actually and necessarily employed in the performance of said work that said labor or work was performed ex clusively for the benefit of the cor poration of the City of Detroit and that the items charged and amount set forth in said rolls for said labor or work are true and accurate The said Commissioner shall file and pre serve in his office a duplicate copy of each of said pay rolls Sec 7 It shall be the duty of thB Commissioner of Public Works to es tablish the line and grade of side walks and adopt a plan for greater uniformity and order in planting shade trees in all the streets larres and avenues of the city and to indi cate such line grade and plan on plats prepared for such purpose to he kept on file in the office of said Commissioner It shall further be the duty of all persons laying sidewalks or planting shade trees in said city to interested par ties appointing September 7 as the date of a public hearing to show cause why the old Michigan Central bridge between Grosse lie and Stony Island should not be removed as an obstruc tion to navigation The action was taken on complaint of Dr David Inglis and the owners of the steamer Mascotte It is claimed the old bridge which was built In 1872 3 is an obstruction and was not constructed under authority of law The owners of tlie Mascotte contend the boat loses much time in running around the island because there is no draw In the bridge There is a good seven feet of water under the old Structure and if the bridge is re moved the boat could navigate at that side of the Island or several years the bridge has been unsafe for travel and nobody has been allowed to use it It has been abandoned by the railroad as a high way for many years Duluth September 1 The shipments of iron orc from Minnesota mines in the month of August aggregated 2545 050 tons against 2496756 tons in the same month last year The total for the season is 6131675 tons against 10177767 tons at the same date in 903 Conneaut September 1 Ore receipts at this port last month were 767512 tons which is only 1900 tons less than July receipts made Milwaukee broke every at iinv port waukee which held the previous rec ord increased its own figures the to tal receipts lor the month being 596 141 tons of which 147137 tons were anthracite This was chiefly duo to the manner in which the traffic was bunched dur ing tlie month us lor weeks at a time docks were unable to take care of all boats in port The influx of coal continues but it is not expected that beptemocr will equal the August record Chicago September 1 The receipts of anthracite coal by lake at docks in the Chicago river during tlie month of August aggregated 145490 tons exceeding the showing of the previous month by 9171 Tlie movement was tlie largest of thirty days during the past four years September 1903 when 204329 tons weye delivered and October 1901 when receipts reached a total of 143425 tons being the only exceptions The total for the season however is only 398977 tons as compared with 579644 tons delivered up to tlie enij of August last year The shipments from lower ports did not commence until late in June while during the previous year 191913 tons of coal had been delivered here at the of May iguring from June 1 therefore the present season Business is ahead of last year ollowing months for AN ORDINANCE to amend Section 10 of Chapter 32 of the Revised Ordi nances of 1895 and to repeal Sections 11 and 13 of
