Tim Fu. The troubled area is on the North Dakota side of the Red River, east of Minto. About 60 farm families were believed involved. At Grand Forks and East Grand Forks, the flood fight had stabilized, Vorachek said. But the National Weather Service said waves caused by the wind could weaken dikes along the river.

Volunteers were called upon to reinforce one area of the city. Upstream, the river crested and dropped 6 inches at Halstad, said Roy Aune of the state Division of Emergency Services. At East Grand Forks the river had. stayed at 45.5 feet through Tuesday night, about 2 feet below the top of the emergency dikes. On Tuesday night the weather bureau announced the good news that the river would crest at slightly more than 46 feet, nearly a foot lower than predicted earlier.

The difference could remove the threat of the Red spilling into streets and homes. Bob National Weather Service forecaster at Fargo, N.D., said aene, 22; Barbara Lynn, 21, both The Air Force set up a mobile command post about 20 miles north of Grand Forks and provided buses. The National Guard provided an amphibious vehicle and boats, the Coast Guard two boats with crews. Eight families were evacuated' in North Dakota's Walsh County by late afternoon and taken to a Red Cross shelter in Grand Forks. Officials said 28 families in Walsh County and 33 families in Grand Forks would be given the chance to leave.
