TEMPE Communist China-powerhouse or paper giant? This is the query to be discussed on "An Economic Detective Story," an hour-long presentation Monday on KAET-TV, Channel 8, Arizona State University's educational television station. The program at 10 p.m.. repeated Thursday at 9 p.m., blends documentary sequences with some revealing opinions from a group of experts. Host-moderator Edward Radenzel, foreign editor of the San Francisco Chronicle, will piece together an accurate picture of Communist China's current economic status. Radenzel is joined by Dr.

Yuan-Li Wu, professor of business at the University of San Francisco; Dr. William W. Hol-lister, research associate at the University of California, and Francis P. Hoeber, a member of the Stanford Research Institute's Defense Analysis Center. (Repeat) Interesting hour. If you want to know exactly how many of your faults can be blamed on your parents, this show will explain as much about the secrets of heredity as is possible within an hour. For the most part, the technical data is dispensed with simplicity in this series' Five Russian Classics To Be Presented An insight into the character of the Russian people as seen through the eyes of some of Russia's great writers will be presented in "Russians: Self-Impressions," a special full-hour public affairs broadcast on the CBS Television Network to be scheduled in a prime evening time period early next year, it was announced by Richard S.

Salant, president of CBS News. A distinguished cast headed by Kim Hunter, Jo Van Fleet, Sam Wanamaker, Joseph Bul-off, George Voskevec, Sorrell Booke, Peter Donat and Lester Rawlins will perform dramatized excerpts from five Russian classics adapted for television by Richard Siemanowski, producer of the broadcast. The five works include Anton Chekhov's play "The Cherry Nicolai Gogol's short story "The Overcoat," and the following novels: "The Brothers Karamazov" by Fyodor Dostoievsky, "Fathers and Sons" by Ivan Turgenev and "Doctor Zhivago" by the late Boris Pasternak, the only contemporary work represented. Host of the broadcast is Ernest J. Simmons, author of several studies of Russian literary figures, including the recently published biography, "Chekhov." He was formerly chairman of the Slavic Languages Department at Columbia University and professor of Russian literature at Columbia's Russian Institute.

"Russians: Self-Impressions" will be directed by Joseph K. Chomyn with Lee Hayes as associate producer. Original music composed especially for the broadcast by George Kelinsing-er will be performed by the CBS Concert Orchestra under the direction of Alfredo Anton-ini. The same group also collaborated with Siemanowski in the production of the highly-acclaimed Public Affairs Department broadcasts, "Americans: A Portrait in Verses," presented last summer and the notable production of "John Brown's Body," a dramatized reading of Stephen Vincent Benet's Pulitzer Prize-winning poem originally broadcast on the network last winter and re-broadcast June 21. The viruses which attack bacteria and the "copy errors" responsible for mutation are described on "Virus," Wednesday at 8 p.m. Prejudices against minority groups of the 1900s are illustrated on "Turn of the Century," Wednesday at 10 p.m. An artist commissioned to paint Christmas concludes that, like love, it cannot be bought, either on a campus or in a store, in "The Christmas Painting," Friday at 8:30 p.m. KAET Station Manager Shel Siegel matches wits with a computer in a game of blackjack in a special ASU production Friday at 9 p.m. How a computer simplified the managing of the ASU card section at football games also is described.

The society's adaption to a new way of life is used to demonstrate the nature of research in cultural anthropology. THURSDAY 8 p.m. (8) Challenge. "Tracing Air-Borne Radioactivity." An examination of atmospheric fallout and methods now being used to determine and study such fallout. 9 p.m.
