What remains to be seen is whether Tri-City Mall and the surrounding area will develop a distinctly new image and whether the area will continue to be dominated by such discount outlets as Target and mart. A Diamond's department store, which represented the upper end of Tri-City's 55 or so retailers, left the mall last year to consolidate its east Valley efforts at its Fiesta Mall outlet. Diamond's had anchored the Tri-City mall with J.C. Penney, and Grossman officials still are negotiating with major department-store chains for a replacement. Tri-City bench sitters like Castro, meanwhile, sit back, watch the renovation and generally approve with one reservation.

"It'll be nice," he said, "if they put in enough seats." Continued from Extra 1 are now 20 or 30 years old, and these areas can either re-establish themselves or decline," Rainier added, "so we are looking at (Tri-City's renovation) as a positive step to promote reinvestment in the area." Apartments are going up on long-vacant parcels in areas to the south, west and north of Tri-City. A Target store has moved into a large vacant building, formerly occupied by FedMart, southwest of Dobson and Main. And across Main Street from Tri-City, 50 acres of former farmland, once part of the University of Arizona Experimental Farm, is under development. A shopping center is planned for the southeastern corner of Dobson and Main, and warehousers, wholesalers and retailers are moving into the area west of the planned shopping center. "All these developments will help the Tri-City market by supplying support services and new people in that area," Balmer notes.
