manifest to any reader of the journal of proceedings There is hardly a day that respectful is not transmitted by one House to the other or by either or both Houses to the Governor ask ing the return of this that or the other bill The occasion for this recall of measures that have been fully acted upon is always some egregious error in the terms of the bill the in sertion of some conflicting or unconstitutional provision or other mistakes indicative of a want of proper care in drawing up the bill or of scrutiny when passing it If each House had among its members some who would examine the bills for technical flawsand objections statutory constitu tional conflictions devoting themselves to per fecting the phraseology there would be Jess danger of crude measures becoming laws A competent member in this important branch of legislative duties 1 would do the State more service than by simply having regard to the general merits of bills it requires a logical mind a nicety of phraseology and a good knowledge of or a capacity for speedy and ac curate reference to the statutes In former Legislatures several members have made hon orable records in this difficult part of the pub lie service Gov Croswell reads closely all measures that come to him for approval vV ithin a fortnight he has been presented with four bills which amended laws long since repealed and one the bill to incorporate the Michigan State Med ical Society creating a measurably unre stricted banking institution Whenever bills reach the Governor faulty in form of lacking in constitutionalitv he notifies the member most concerned the bill is withdrawn from the Executive and amendments are ilaade and the whole form of pasting through both Houses again gone through with THE BRIDGE OR TUNNEL Some of the association with the controlling management of the railroads converging at Detroit pronounces the Belle Isle project to be unacceptable to the rail roads It is maintained that if Detroit should purchase and build a bridge at Belle Isle it would require a sum fully 83 large to build from Bella Isle to the Canada shore as to bridge the river at any point contiguous to the citv below that island The width of the river in the vicinity of ort Wayne is but little greater than that at Belle Isle as ascertained from the United States survey To construct a bridge or tunnel at Belle Isle would necessitate the extension of the track of the Michigan Central to that point increasing its mileage fully ten miles and tak ing it to a point so much more remote from the Canada Southern i Mr Vanderbilt will not consent to increasethe mileage of his roads when it is in his power tn diminish the mileage them bv building a bridge or tunnel at Grosse Isle Consequent ly it is assumed that a bridge at Belle Isle would prove of no attraction to the railroadsand would not be used iy them A bridge down stream from Belle Isle below the city limits as if thus located it would in terfere in the least degree with navigation would permit a connection with the Michigan Central track at but slight expense and the building of the connection ould reduce the mileage not alone of the Michigan Central but also of the Canada Southern It is assumed that if a bridge or tunnel is i 'built by Mr Vanderbilt at Grosse Isle he would i connect the Michigan Central with that point by a track from Ypsilanti or Wayne thereby avoiding Detroit altogether Mr Vanderbilt is of the opinion that this di S' version of the main line of the Michigan Cen tral would not affect Detroit injuriously Our i citizens will scarcely agree with him in this opinion If however a bridge is built to con nect below Detroit witn tne micmgan vemrai track at the Grand Trunk Junction the dis tance from tne latter poinv across vne river vo connection wivii tiiD ovuiucru ai Essex Center is precisely the distance from Wayne to Grosse Isle It will be seen that to bridge the river below Belle Isle or rather De troit will shorten by eighteen miles the mil eage of the Canada Southern and lessen by three miles the present mileage' of the Michi ran Central by way of Detroit and Grosse Isle making an actual Representative bill for the purchase of Belle Islo by the City of De troit They will make a favorable report upon the bill to morrow the boulevard bill The committee unexpectedly and in the ab sence of two Of members Donnelly and Willett also resolved to make" a favorable re nort on the bill to require a large expenditure for the improvement of a broad street around the outskirts of the city being known as the Boulevard bilL Representative Cottrell intro ducer of the bill" had a hearing before the committee and presented a paper signed by a' number of interested parties asking that the bill be favorably considered I Members of the House who are aware that the project contemplates simply the local improve ment of a country road or street almost en wotnen of the State is for SCHOOL AND TOWNSHIP BONDS Instances of rascally proceedings upon the part of township and county officials some of the newer counties are not lacking in legis lative circles Yesterday the Senate had under1 considera tion House 'bill 190 enlarging the Union School District of Rogers City Presque Isle Co 1 he bill had passed the House but was closely ex amined by the Senate and found to be a meas ure to take in some new territory and make it tributary to the school district and abandon another portion of the territory encumbered by a bonded indebtedness of $6000 used for building a school house upon which the inter est has been unpaid for five years The Senate was inclined to repeal the act which originally established the school but thought better of it and referred the matter the Committee on Education fcThebill has lost favor although Senator Tyler in the in terest of his constituents aided by Senator Bell is endeavoring to show that the measure is a very proper one This same Township of Rogers has issued bonds to a large amount upoii which no inter est has been paid for several years The County of Gladwin has also ventured to an extreme extent in the business of raising money by bonds and woi se than all the Town ship of Billings Gladwin Co has in dulged in the same to a degree that causes many regrets upon the part of innocent holders who have given full value for the well nigh worthless paper Great quantities of the bonds of Billings Township were scattered all over the country They have a fine appear ance are duly authorized by the vote of the township properly signed and sealed but issued to an extent beyond the capacity of the township to redeem The authorities do not even pretend to make payment of the interest upon them They purport to be payable at one of the best known banks in Detroit but the bank has no knowledge of any funds to carry out the promises set forth in the bond Parties at Midland and Saginaw were instrumental in tTrlnT debts in the manner sorrowfully complained of by those who unfortunately hold their obligations There is a bill in the House to legalize the action of the authorities in Gladwin County in issuing bonds and commanding them to spread upon the tax rolls a sum sufficient to provide for them There is no pending measure that will oblige the Township of Billings to pay its debts and it cannot be included in the Glad win County bilL 4 Senator Cochrane says the bonds of the Township of Billings were originally issued as highway orders but the orders becoming en tirely too numerous for circulation in any of the adjoining counties the orders were called in and bonds issued for them In former times complaint was made of the foisting upon foreigners of worthless securities in the nature of American railroad shares This source of money making having been cut short it would appear that there are towns and coun ties in Michigan which make a business of im posing upon our own citizens Had this knowl edge come earlier in the session measures would have been taken to prevent any dis honest issue of municipal bonds and to re strict very closely the privilege and authority of
