He or she also becomes critical to the various interest groups at City Hall and will have a major' say in big-picture issues like attracting international development to the city and its airport. Leading contenders seem to Democrat Shcri Raymond, who runs a video-production company and whose husband is state Rep. Bobby Raymond; and Republican Alan Kennedy, a real-estate investor. More tliau a dozen applicants, though, made their interests known. It's clear that a new era of "city government is dawning in PhocnU.

Paul Johnson is eager, ambitious and aggressive. He sometimes overstates his goals, sets his sights higher than a more prudent, polished politician would. -Z Johnson's impact is likely to be felt in the business community. He's more attuned to these interests than Goddard was, though Goddard grew considerably in that direction. Johnson is, after all, a small businessman first and a politician second.

But a bigger change Johnson is likely to bring is to the city's relationship with the almighty state Legislature, whose power to give from the city's point of view, unfortunately is accompanied by its power to takcth away. Johnson may smooth relations between the state's largest city and the Legislature, which will hand Phoenix about $58 million this year in sales-tax revenues. Unlike Goddard, who made his name in part by forcing a recalcitrant Legislature to reconsider a gas-tax hike, Johnson isn't seen as a rival. And that helps in any relationship involving elected officials. Then there's the question of city manager.

Finding someone as competent as 13-year veteran Andrews, who is leaving in April, isn't going to be easy. 40 manager applicants A search firm has provided the city about 40 qualified applicants, including five from in-house. The betting seems to be that the council will slay inside, unless it becomes so deadlocked that the only resolution is to go outside. Johnson, who always has enjoyed Paul Johnson proved last week that he knows how to play politics. Now it's up to the new mayor of Phoenix to show that he knows how to govern.

Starr, a council member from 1978 through 1985, would signal a more political choice. Each is adept at pulling interests together rather than chiseling them apart. That's important. Johnson makes no bones about having a lot to learn, and he's always placed a premium on seeking the counsel of others, He's likely to make greater effort to reach down the hall for input from his fellow council members than Goddard did. On the other tasks at hand, Johnson is technically just one vote.

But in reality, Johnson is more than that. As mayor, he can set the tone for each process and spotlight his priori-tics. It's an intangible power, but effective. Especially when you consider the dynamics of the tasks at hand. Tough choices on budget Consider the city budget.
