mine Their cries for assist ance can be plainly heard 81x bodies have already been recovered THIBD DISPATCH 8t Clair Pa April 9 A terrible explo sion of gas occurred in the Wadesvllle mine near St about ten this morning killing and wounding nine men and Imprisoning five others Wadesvllle shaft 800 feet deep la between Pottsville ana St Clair and is op erated by tbe Philadelphia Reeding Coal Company The first warning ot the accident was a euddfn alarm sent up to the bosses for aid Descending immediately they recovered the bodies of John Durkin and William Kirk killed outright and hoisted them to the sur face Seven more men were then reached all seriously burred and it is thought three cannot possibly recover Tbe five men imprisoned are behind two hun dred tons cf coal displaced by the explosion largo force of miners are removing this mass of coal Some think the imprisoned men may be reached by night while others think it will be impossible to ex tricate them before morning as tbe fixed the date at Tuesday the 15tb Mr Hamilton moved an amendment fixing the time at Thursday May 17th and adjournment Saturday May 19th Mr Wood said he had no greater than any ether member in closing work but there were a number of impor tant measures yet which required action and no estimate could be formed of the amount of time needed to consider these matters There were several appropriation bill yet to ins bcmsu upon auu wie university mu ana most important of all the tax bill The Sen ate as he understood were in favor of letting the tax matter be digested by a commission hut to do so would require an extra session and entail a very great expense upon the State The proper way to do was to close up the work as rapidly as possible and when It was done adjourn Mr McGinnis said that as for the Detroit charter members would not be troubled with it Mr Little said that with regard to the tax bill a proper consideration ot it would re quire four days by the House and an equal length of time by the: Senate The' University bills were very Important and diverse sentiments concerning them were entertained He was assured that many members were loaded pp to the muzzle with speeches on that question and even if they proved to be simply blank cartridges would require at least two days to fire them off Then there was the joint resolution of Turck calling on the State to refund $163000 retained as swamp land interest from the counties that too would require rtfuch time for explanation It was impossible to place the date at which the House could de cide its work would be finished and moved as an amendment that when Legislature finishes its work It will adjourn and not be The Speaker ruled the amendment out of order Mr Hamilton thought that but little time would be required to pass magistrate to commit any child over three and under sixteen years of age as vagrant truaut or disorderly to any county poor house or for tiny county superin tendent or overseer of the poor or other officer to send any child as a pauper to any such poor house for support and care unless such child be an unteachable idiot an epi leptic or paralytic or be otherwise defective diseased pr deformed so as to render It un fit for family pare "justices of tne peace county supenritendepta or overseers of the poor are to commit such children not above exempted to some orphan asylum or other charitable or reformatory institution as now provided by law It 1 further made the duty of the county superintendents of the poor or other proper officers charged with the tup port and relief of indigent persons the Mining School bill had been disposed of moved that the committee of the whole be discharged from the further consideration of the bill to revise the Detroit charter tor thgHurpose be said of enabling Mr ConelymiBove the indefinite postpone ment of the bill By way of a personal explanation he said that when the present Mayor of Detroit took his office he suggested that the charterueeded revision and on resolutions of the Common Council he (Mr Baker) was employed to draw up a charter The work was submitted to the Council and they un dertook to revise it but finding it a tedious job apngitfled what was known as a to revise the instrument Mr Miller chairman ot the police Board was appointed to look over the provisions re lating to tbe police Mr Huribut of the Water Board to look after the chapter per taining to the water supply and a member of tbe ire Board tp' revise the por tion relating to" the' pire 'Depart ment He then related the circum staqqof the various meetings of the city Bflegatlon here all of which have been re ported in Thb ree Press He concluded Dy saylne that no opposition to the provisions of the charter were manifested among the members here until Henry Starkey Secretary of the Water Board made his appearance here As it was apparent that all the Sena tors from Detroit and some of the Repre sentatives would oppose the charter and ss the time for its consideration owing to tbe near approach of the end of the session was short and the passage of the charter doubt ful he had come to the conclusion that the city coqld wait two years longer Mr Conely related the history of the pre paration of the charter and said that when the Representatives from Detroit were nomi nated the support of the charter was a part ot the platform on which they stood and upon whlpti they were elected notwithstanding the fierce opposition oi the executive boards He had not changed in respect to the charter but some of his colleagues had The Council had prepared subsequently a charter which left out entirely all of the various executive boards as those boards were no part or lot of the city government Mr Gies inquired why the Board of Educa tion had been left out of tbe charter which Baker and Conely so strongly favored Mr Conely answered that it was because the IJoard ot lucatioa ws a part of the sys tem of education regulated by the State of Michigan As a matter ot fact the charter which had the approval of the Common Council was never submitted to It and was never read by it At the first meeting of the jClty delegation the various features ot tbe charter were considered and every member that was present agreed in support ing them No discussion had arisen among the delegation from the city until a paid emissary of the Water Board had arrived here Hb would leave it to the House to draw its inferences His colleagues might bo right in their views and in their op position to the charter but he thought not They defended the powers and privileges of the boards pot making them accountable we (alluding to himself and A Baker) wish to make the boards accountable to the people not accountable at tne end of the year but accountable ever day He beUeved it an Imposition on the House to ask it to en dure the wrestle that must ensue between the divided delegation from the City of Detroit in a contest oer the charter it was too late to enter into such a contest He was frank to say that the opposition the charter would meet with from the Senators from Detroit and perhaps from the Representatives who opposed it would be fatal He would frankly acknowledge that the friends of the charter were defeated before the Legislature but he was convinced that they would not be defeated when they came before the people Martin said he vias surprised and pained at what ho had heard Neither of the two honorable gentlemen who had spoken constituted In themselves all there was of the City of Detroit Wuen Mr Baker had been paid for composing the char ter his interest in it was at an end It was for the people to approve or condemn it There were only two ways to get at the will 'of the people from the people directly or from their representatives The Common Council represented tbe people of Detroit and the Common Council unanimously had condemned the charter and had notified all the members of the city delega tion to that effect That was why he aud oth ers of his colleagues were opposing tbe char ter He denied that the opposition was first made manifest when the Secretary of the Water Board reached Lansing it had begun when the resolutions of the Common Council were received a fortnight ago He had uo recollection of any pledge or any platform sustaining the charter when the nominations were made last fall It had been remarked that Mr Baker had drawn up the charter ard therefore was a gone man to get it through the Legislature but further than that noth ing had been said about the new charter To intoiKi himself about tbe state of feeling upon the charter In Detroit he bed tele graphed to Alanson Sheley an old citizen and a former member here and Sheley had Immediately telegraphed back substitute of tbe two gentle men who had preceded him who had also censured by implication such worthy citizens as Sidney Miller and Cliapsccy Huribut It the honorable years older they would not have" ventured to assail citizens who had been so long and so closely identified with the interests of the city Mr Gtea said that neither Mr Baker nor Mr Conely knew much about the Citv of De troit or were entitled
