where I nad kuowu him quite in timately a quarter of a century ago and gave me a full history of the state of affairs there arising out of the late Pns dential election He said he had been spending a week or ten days in New Orleans This gentleman de livered to me that letter He stated that be had been some days in New Orleans Iknow that) for I had notified my Democratic friends down there of the condition of affairs in Louisiana He said that he believed and that others be lieved that Louisiana went Democratic by from 8000 to 12000 majority) but that money would decide how her electoral Vote Should be thrown that his Sympathies were with the 3oeth and with what was right and that he had in hi possession which he exhibited to me sealed a letter purporting to be from Mr Wells to Senator West My informant said I have read this letter It is sealed I cannot open It of course nor would I have you do it if you would but it informs Senator West that the Democrats have put up a million of money and that we (meaning the Republicans! would need a million down there to settle this thing to counteract that He said he did not feel disposed to deliver that letter that it was not obligatory him and that if he followed the wishes of his heart and dictates of his judgment he would endeavor to have tnese genuemen supplied tney the er I had any objection to co operate with him I said professionally cannot but in view of the magnitude of the Interests at stake I have no hesitation to do all that is in my little power The result was that after one or two long conversations extending over a portion of the next day and after some preliminary reduction of the points to writing I repaired to New Tork and there had an interview with several gentlemen eminent in the Democratic party to whom 1 fully related all these antecedent facts I had but one letter that which I have already pro duced to the committee and in order to con ceal the name of the party to whom It was addressed I cut SANITARY SQUAD Roundsman Wm Baxter in charge of the sanitary patrol submitted to the Super intendent a report of his special work since April 15 1876 Tbe notices served under his direction during that period is 12896 In discussing the work the officer in icharge says that no complaints were in tbe courts for violating health ordinances except where all other means failed to accomplish the desired end The public very generally seconded tbe efforts of the department in this particular thus materially aiding In keeping the city in a good sanitary condition They had beea tBkble to accomplish as much in the matter of keeping sidewalks clear of snow as was desirable owing chiefly to the fact that the owners and occupants of premises only are liable In many instances the delinquent owners are non residents and consequently could not be reached by any court process SMALL POX There was an Increased number ot cases of small pox and extraordinary efforts were made to check the disease In the absence of efficient laws much lees was accomplished than ought to have been Only 150 cards were posted The greatest number of cases ex isted in what Is known as the Polish district in the Eleventh Twelfth and Thirteenth Wards Owing to the poverty and Ignorance of those people many of them did not call in medical aid and they suf fered in consequence Wherever the disease was found to exist and no physician was in attendance the necessary aid was furnished by the City Physicians Nearly all the men women and children in that district have been vaccinated the whole number reaching about 3000 The ordinance requiring all occupied prem ises to be connected with adjacent lateral sewers was rigidly enforced until the advent of cold weather The plan for the removal of night soil now enforced works well but for the removal of filth and garbage a change is regarded as ex ceedingly desirable In order to bring public conveyances under better police regulations and to secure the collection of city licenses it was advised by the Collector of Licenses to renumber all hacks drays express wagons etc This work was successfully accomplished and the arrangement lesulted tn increasing the number
