TUESDAY MORNING JANUARY 39 7 TO 'ElU SUBSCaiBERS On and after tho 1st of January 1875 under the new postal taw which then goes into effect the postage on newspapers must be paid by the pub ItsherB at the office of publication and not by the subscriber at his home postoffiee Under the present law subscribers pay $1 20 for postage for one year on ths'dnily RO cents for postage for six months and 30 cents for postage for three mouths The change in the law works to the ad vantage of the subscribers ns after the 1st of January they will only be called upon to pay half the postage they bare heretofore been paying' the only difference being that it must be paid in advance and instead of paying it directly themselves they will remit it to us with their subscription On ail subscrip tions running after January 1st next postage must be transmitted as follows: On Daily foroue year SO 60 On Dally for six months 0 30 On Daily for three months 0 15 The change in the law also effects a written a letter designed to correct the statement that he tsa expressed the opinion that the course of the administration in relation to Louisiana will prove fatal to the Republican party The die ciaitner of Mr Wilson is however in effect an admission tint unless a radical change Is made in the policy of the administration un less tho Republican party organization purge itself from the suspicion of furthering the longings of the President for a third term and unless the party deposes its present lead ers disregards their teachings and practically reorganizes it cannot hope for success Passing by Mr assumption that ths Republican party must live and must which as a Republican he would naturally be expected to say find him first insisting that the party must unequivo cally place itself in antagonism to the third term movement The Vice President is in a position to know whereof he speaks and the prominence which he gives to Ulis mat ter shows that in his opinion it is neither a dead issue nor one which can be lightly treated His words are a warning to the Re publican party that the present Executive has not abandoned all hope of a third term and that unless the party expresses itself on the question in uo uncertain way it may be preaenied to tho people to be dealt with by them and if this should bo the case it is apparent what Mr Wilson thinks will be done There is no doubt from the tone of Mr letter that ha is not in entire accord with Ue President in the policy which has been adopted toward the South He speaks of the bad counsels which have prevailed and Intimates is plainly as he can without mentioning names that it would bo a good thing for the party and the country too If Attorney General Williams were out of the Cabinet Nor does it reauire anv strained wsnstrucUon to be put upon his phrases to include at least Belknap among the advisers of the President who he thinks ought to be removed aa any portion of tho letter is tbit in which the Vice President pleads that tho doors ct the party be thrown wide open for the admission of those Republicans whose sense of duty compelled them to leave it when they saw to what base usee it was put Mr Wilson evidently thinks the way would be paved for their return if first the party by a decided stand against a third term threw off tho domination of Grunt thus declaring its independence of the one man power and its freedom to act and think for itself unmindful cf the frowns of the Executive and sec ondly If by pursuing a policy of conciliation toward the South it emancipated Itself from the control of thoas leaders who have per sisted in a policy of hate and injustice If the course which he has indicated be followed the Vice President practically says there is no danger of tho defeat or dissolution ol the Republican party But what it there be no chacgo from the present policy The conclusion by the reasoning of the Vice President is obvious and inevitable In that esse the party cannot escape defeat even if it survive its consequences And while the Vice President may be clear In his own mind os to what is necessary to the salvation of the party when be sees bow such counsels as those he bus given have been how there is no hope that the President will re lieve himself of those malignant counselors who have done so much to rend the how the Republican leaders in the Senate chamber cry down the voices of men whom he would by all means bring back to the Re publican ha cannot but feci that in hoping for party success he 18 hoping against his own reason Mr Wilson realizes the Imminence of the danger to which the Republican party is ex posed and he calls loudly for the party to re trace its steps while he there is yet time He raises a cry of warning and alarm not one of rejoicing Only the gravity of tho case could Have induced him to so freely express himself as to the means by which the Republican party can extricate itself from its difficulties and his reflections will be indeed mournful when he will see as see he must how bls advice is disregarded and how under the mad guidance of Grant Williams Morton Logan Co the party of which he la so proud is led on to destruction SHOULD lliVK UMS A BE1TER EXAUDLE Mr Post is seriously nettled by the comment of The ptx Press upon the foolish and insulting claim of Mr followers that they are going to Demo cratic votes for that aspiring fourth termist With its customary dishonesty it endeavors to convey the impression that Mr followers have not made any Buch claim but it takes very good care not to deny that they have done so It dares not deny It knows that the followers of Mr tho'fiien who flacked to Lansing at his bid ding wheo te Legislature first as sembled sad have been doing his dirty work aver sincc have proclaimed that election was to be secured by Demo cratic votes insuiting thereby not only the Democratic members of the Legislature but Chandler himself Wo do not wonder that the Post writhes under the discovery of this conduct on the part ot Mr followers for it is as Injurious toChsadicr as it is disgraceful to the followers themselves The Post would have done better however to discourage such conduct in the beginning by establishing a loftier standard for the conduct of Mr Chan dler's campaign instead of encouraging it by indorsing tho iniquitous lobby Had it taken round in the beginning Mr followers might have followed its example and it would not now be compelled to quibble and fret and fume and agonize over their dis graceful and harmful gets ad words SUM PARTY WlUPf wii has followed suit since the glad new year cam in and now Minnesota steps to the front and lells the leaders who have brought out the old fashioned instrument ot subjugation to step down and out It is worthy of note that in Minnesota as in Michigan the meu who refused to bind them selves in advance to whatever a party caucus might do were perfectly willing to enter into a conference with their fellow partisans for the purpose of harmonizing if poeslble their differences of opinion and it is also worthy of note that the Minnesota knights of the whip refused as did the qjerabers oi the order in 'Michigan "to "enter Into any conference whatever The refusal at Lansing was a little more contemptuous perhaps than that at St Paul but the ground taken in both cases was the same" The supporters of Senator Bussey confident in their strength were unwill ing to confer with the opponents of that gen tleman upon any terms whatever except upon the express agreement of the latter to submit to the views of the former The supporters of Senator Chandler were willing to meet his opponents and harmonize views If the op ponents would assent in advance that the har mony should be brought about by an uncon ditional surrender on their part What the ultimate result will be either in Minnesota or Michigan of this attempt on the part of a few self constituted leaders to ride down all opposition can only be known when the balloting for Senator in each State is closed It is known even now however that the Chandler men in Michigan and the Ramsey men in Minnesota by their violence and arrogance have destroyed what little chance their canditates had of re election THE RETIREMENT GLADSTONE The retirement of Gladstone from the lead ership of the Liberals in Great Britain while in pursuance of the policy which he some time since marked out for himself will not bs very cheerfully acquiesced in by the party which has won so many triumphs under his leadership but as the ex Premler has irre vocably determined upon the step his follow ers must assent to it with the best grace they can muster It is not improbable that Glad great opponent the head of the pres ent British Ministry will recommend him to the Queen for a seat in the House of Lords where he will have leisure to devote the re mainder ot his life to such pursuits as he may deem pleasant ana congenial This will un doubtedly be done unless Mr Gladstone him self interposes aa objection and prefers like Sir Robert Peel Lord Palmerston and other statesmen of the present century to live and die a Commoner But the liberality with which Mr Gladstone himself before transferring to Disraeli the seals of office conferred peerages upon associates In his own Ministry may perhaps be taken as an Indica tion that he will not be averse to accepting a title for himself It will therefore occasion little surprise if the next appearance of Glad stone in Parliament will be as a member cf will necessarily delay tho doing of Justice to a people shorn of tnelr rights by military force will convince some of the members of the criminality ci the administration 1m aid ing and abetting the Kellogg usurpation in Louisians THE PAC1P1O MalL INVESTIGATION It would be a good thing if the men to whom portions ot the Pacific Mall corruption fund have been traced should as there is now some indication that they will tell ail they know about others who were also parfakers of the subsidy mens Very little has yet been ascertained by the committee A large amount of money was put where it was thought it do the meet but the committee has been only able to clearly trace small portions of it Politic! Moneli "Everything now points to the election of ex President Johnson as United States Sen ator from Tennessee to succeed arson Brownlow Not a public meeting to protest against the Louisiana outrage has been held at which leading Republicans did not participate The President and the organs are trying to force them out of the party 'j Register of the Treasurer Allison will re ceive the votes of most of the Republican members ot the Pennsylvania Legislature for United States Senator Cameron would not suffer Senator Scott to have the poor honor Of a complimentary vote Senator Ramsey of Minnesota does' hot deem the present a time when his services are needed at Washington and it is pretty well settled that he will be given to understand that nothing will be requiredot him there after the 4tn of March The New York Herald claims that the credit is due to Secretary ish for compelling the President to write an apologetic message on Louisiana affairs instead of a vindictive one Keyes a colored Conservative mem ber ci the Louisiana Legislature was killed the other day in an affray General Sheridan will probably not refer to this occurrence in his next dispatch But if the deceased had been a Kellogg! to whew! It looks very much now as it the Senate of the orty fourth Congress would hot have a chance to Carpenter by electing him President pro tern Wisconsin will probably have no use for him In the Senate Those administration journals which sup port the Louisiana infamy will not bo apt to call the special attention of their readers to that portion of the report of the Congres sional investigating committee which states that only fifty members responded when Vigors called the roll The report of the Louisiana sub committee was accepted by the full committee because all the statements mads by the sub committee the House of Lords where his life will not be subjected to the incessant wear and tear incident to Parliamentary leadership but where it can rust out in inactivity Mr Gladstone has been a long time in active public life or forty two years ho has been a member of the House of Commons and during much ot the time has had a seat in ths government Ha was only twenty three years of age when he entered Parlia ment which he did as a Tory of which party in the words Of Macau ley' he was looked upon as rising It was not uniil he had been long in Parliament that he veered from Toryism into Liberalism but the change made there was no going backward with him his progress was constantly toward a more advanced position His career has been a remarkably successful one but an examina tion of it shows how long a road It is in these days and howmuch service must be rendered before even a man of great abilities with everything in his favor can attain the British Premiership It was not until after the death of Lord Palmerston In 1885 that Mr Gladstone became the recognized leader of the Liberals in the House of Commons and it was not until December 1858 that ho be came Prime Minister He was in the sixtieth year of his age and the thirty seventh liamsntcry service at tbrA rt rwnsc In this respect is not peculiar His great rival Disraeli who diu not roach the Premiership until last year was then in his sixty ninth year had been a man of note tor nearly halt a century and had sat In Parliament for thlrty eeven years The late Eirl as he was known when was fifty three years of age before he be come Premier and had sat in Parlia ment thirty two years Earl Russell was fifty four years of age when in 1846 as Lord John Russell he became irst Lord of the were sustained candidate at the November election But little interest was manifested in the con test occurrences as have recently (and only too often before) rendered the whole country extremely is the way the New York Times speaks of the military inter ference in Louisiana The House Judiciary Committee are all at sea over the Louisiana question They vote down every remedy that is proposed All Not Lovely tor eighteen' men stand out against Carpenter nomination or no nomina tion the question of the Senatorship is effect ually settled against him It is not at all lovely for Carpenter at Madi son Thirty five members of the Legislature attended the Washburn caucus on Wednes day evening It requires but forty two votes to nominate At least eignteen oi tne wasa burn caucusers swore that they could not would not and darg not vote for Carpenter under any circumstances That Outside Pteuure Treasury and had then sat thirty three year8 in Parliament Lord Palmerston that stanch and wily veteran was seventy one years of age when he became Prime Minister and had then been forty eight years in Parliament most of the time as a member of some minis try Palmerston with the exception of one year when he was in opposition was Pre mier from 1855 until his death in 1865 at the age of eighty one after having sat in tho House of Commons for fifty sight years If the Liberals in Parliament confirm the selection cf the Bight Hon Wm orster is their leader to succeed Mr' Gladstone the party will have a vigorous champion of pro gressiva ideas at their head But even with the leadership in fhe Commons Mr orster may find it many years besore he becomes irst Minister Disraeli and his associates at present sit very securely upon their seats on the Ministerial benches and unless a crisis occurs to compel a speedier dissolution the present Parliament has yet some six years of life before 1 If Mr orster is wanting in any of the great qualities essential in a leader bls deficiencies will undoubtedly be found out before a change of ministry opeure THE LOUISIANA INVESTIGATION According to the Washington special to the New York Times of Saturday the full Louisi ana committee (114 tlecido to go to New Orleans because the' report of the sub com mittee was unsatisfactory They go it is said by the same authority with any expectation of obtaining evidence which will require the facts stated by the sub committee to be con' joverted or overthrown but be cause Kellogg and both branches of the State Legislature have desired it New Orleans it is added for a further examination of affairs and the Republican members of Congress from the State have joined individually in the The dis patch further says that full committee will examine by request particularly into two subjects the extent of intimidation in the election throughout the State and the charac ter strength organization and purpose of the White We should like to believe that the case is just as stated in the dispatch iron which wo have quoted but the lacta are unfortunately not such as to permit this belief It is said that the full committee do not object to the state ments contained in the sub rel statements which it is admitted are ail sustained by the testimony That report furnishes everything needed by tho commit tee upon which to ground action to right the wrong done Louisiana It shows that the Returning Board acted most' outrageously in dealing with election returns and presents facts showing conclusively that the Conservatives elected a majority of the mem bers of the Legislature It details with clear ness and precision and from an unprejudiced stand point the facts with regard to the organization cf the State Legislature and the military In terference which took place It shows the enormity of the crime committed against Louisians and ought to convince the west partisan of the necessity of a prompt and efficacious remedy But the full commitlee moved thereto by outside partisan pressure announce that they will go to Now Orleans to go over the same ground that the sub committee did and mean time the people ot Louisiana must wait for redress They go it is said not to bring out anything to controvert te statements contained In the sub committee's report yet they manifested no disposition to go until it was seen that all the members of the sub com nilttca were honest pen who would deal only with facts and who were nlled with tn dlgnatlou and contempt for the Kellogg gov ernment and the schemes to which it resorted to maintain Itself 7 The people ot court investiga tion however and we believe that the in vestigations of the full committee while they The Huron County News though a Repub lican paper does not believe in the immense outside pressure which has been and is still being exerted at Lansing in behalf ot Mr Chandler On this point it says There Is one th' ng which all good cit izens should unite in condemning that is the appearance ot Mr Chandler himself at Laneinsr
