to order a new edition of about 400 copies embracing all changes and alterations made by the State Legislature since the date of the last edition Ways and Means rom the City Attorney transmitting fa signation as constable of the Sth Ward Ac cepted and William Haley appointed in his place rom the Superintendent of Police that Scrgt Booth had been appointed to attend the meeting of the Council to act in the place of the Marshal and'deputy Aid ield moved that the communication be accepted and that the President Clerk and other city officers be directed to employ the Sergeant of the Metropolitan Police for all duties heretofore performed by the late Marshal and Deputy Marshal Aid Purcell thought the City Council occu pied a very distinguished position in this mat ter Three or four men had condescended to send them an officer over whom they had no control If he was sent for they had no power to restrain him He believed that when peo ple returned to their sober senses they would hurl this force back whence it came as should be done by all such acts so ty rannical He spoke of the employment of three or four po licemen at Campbell store while in the outskirts of the city not one could be found Aid Elwood said that the act organizing the force was the law of the land and would be en forced He thought the force was too exten sive and expensive for a city as quiet and order ly as this Outside the centre of the city the population was as quiet and orderly as any in a country village In the centre it was neces sary to see that saloons and other places were properly kept He could with a few proper of ficers have kept the city as quiet and oiderly as it is at present provided they performed their duty But the Marshal and Deputy had not done their duty although they anew is wen Scarcely one drayman in ten held a license and it was the same with hackman and others re quiring license'iHe was astonished to see the number who had come up to procure li censes when necessity compelled them to do so The force is popular now but when individual expense came to be calculated there would be a different feeling It required a very strong pressure to induce the Chief Exec utive to sign the bill depriving the people of Detroit of the right to govern themselves which is a constitutional right With regard to the offices of City Marshal and Deputy he thought it beyond doubt that they did not now exist Thor City Counselor had so rendered his opinion and it was our duty to obey the law until it was otherwise determined by the Supreme Court Aid Weir had doubts about the constitution ality of the law and he did not feel himself bound to obey it unless compelled He thought the resolution should be sent back After a lengthydebate the previous ques tion was called for by Aid McGinnis and sus tained The vote recurring on the resolution it was lost on a vote of seven to rom the President of the Board of Health that he had notified tne Superintendent of Po lice of a nuisance in an alley between Randolph and Brush and between Jeffersen avenue and Larned street and also at other places and yet these nuisances exist The Marshal and his Assistant wewheretofore Stir Early Abroad in Town The President Ordered a Suspension of the Sale of Rebel Lands for Taxes rom the same directing the same officer to abate a nuisance in the vicinity of Creek Aid Purcell contended that the Council had no authority over the police force They might pile up resolution after resolution and that is all the good it would dot The Superin tendent might occupy the position of the Mar shal but he was under the control of the Board of Commissioners not the Council A motion was made to substitute the City Marshal for the Superintendent of Police was lost The report was also children under the age of years During this period three nun fl red and seven children have been received and provided with the comforts of a home The children are received at an sige when the instructions and principles they then imbibe will we trust be lasting and Influence for good their entire future lives At the commencement of the yearJune Oth 1S64 there were 39 children under our care There have been received to the present date 46 removed 46 Of the latter 21 have been returned to tbeir friends 17 indentured of whom 15 have found good homes in the county 6 taken for adoption 1 absconded and one was removed to the County House at Wayne There are 34 now in the asylum To our heavenly father we return heartfelt thanks for bestowing on us not only means to supply tbe wants of these helpless children but for a large share of health No illness of moment has occurred with the exception of one interesting little girl of 13 years of age who was an invalid when autumn Her disease has assumed a pulmonary type anti little hope can reasonably be entertained of a recovery Thirteen of our children have been deprived of their fathers by this earful war In October our treasury became exhausted At a meetieg of the Board of Council it was resolved to canvass the city for subscriptions rather than use the fund which was perma nently invested To A McGraw Wight and Muir we are indebted for $731 cash collections made on the east side of Woodward avenue To Janies Burns we are indebted for $121 collected on the South side of Woodward avenue from Jefferson avenue to the river rom unavoidable reasons the applications for subscriptions here rested fora conve nient We are still in hopes our com mittee will fulfill the pledge to raise the amount ($731) or meet it by personal donation With regard to the ladies who compose the Board of Managers and who have the work in charge we may say with slight exception there has been perfect harmony and unanimity Each and all have discharged the duties which have devolved upon them cheerfully accepta bly and profitably to the best interests of the institution At no former period have we had" cause for deeper gratitude to Him who has promised to be a father to tbe than during the Cast year We have been liberally sustained a generous public Onr financial operations have proven a success Our lectures and ex cursions have not only given pleasure to those who participated but have added largely to our treasury 6 Wc have an excellent and worthy matron teacher and assistant to whom we are indebt ed for care and fidelity in conducting eur fami ly of thirty or forty infant children In the death of Mr John Hull our Asylum sustained a severe loss He had the intesest of the institution at heart and for years donated wore green twigs in their caps and flow ers were displayed by the officers The Mississippi delegation headed by Mr Shorkey and the Georgia delegation by Con gressman Hill were in consultation with Presi dent Johnson to day relative to the organiza tion of the government of their respective States The War Department have intended that vol unteer soldiers wishing to enlist in theregular army will be forthwith mustered out of their respective commands receive their discharges and final statements and not be sent to rendez vous to receive their final payments Since the 31st ultimo when the great move ment of troops from this city homeward com menced the total number of soldiers who have left this city amounts to 80000 men with nearly 20000 horse and nearly 2000000 lbs of baggage The Secretary
