Bussell streets yesterday which reflects seriously upon the conduct of the teacher in charge Mr ellner During the morning recess at 10 a boy nine years of age son of Maier residing at 265 Jefferson avenue accidentally broke his leg by falling off the wood pile The teacher refused to al low him to be taken home and kept him in school until it was dismissed for noon He then paid no attention to the suffering lad Two of the boys playfellows about his own size undertook to carry him home but had only strength to carry him a block or two when they vere obliged to lay him down up on the sidewalk and go for help His father was brought who took him home 'and found his limb very badly swollen and suffering for' want of proper medical attention Mr Maier feels very indignant toward the teacher and Let tho camp be thoroughly and completely filled this evenig at early hour Shipwreck 'and Narrow On riday morning about 5 some individual who had perpetrated an act or acts against the peace and dig nltyofthe State of Michigan for which his cheek blanched and his heart quailed within him ran down Orleans street to the river and hailed a boatman who was lying sleepily on his oars to ferry him across the river for which he would come down handsomely Said boatmen happened to be a shade of the shadiest hue and had withal a peg leg His bark was of the gossamer class and the being none of lean kind the shade expressed some doubt about the ability of the craft to bear them safely over the water The reward however was a tempting inducement and he declared his inten tions'to go one leg on it anyhow The fugitive from justice deposited his greenbacks and seated himself in the stern sheets while the shade stroked his oars and the frail craft danced lightly over the waves from the shore When about the middle of the river and just as the blush of dawn was lighting up the horizon and the evening stars were going lazily to roost a squall suddenly arose which lashed the usually quiet waters into a foam and tipped the rolling waves with a phosphorescent light The shade turned pea green and the fugitive began to think he had escaped Scylla only to plunge Into Charybdis He held manfully on to the rudder and alternately beseeched and swore at the shade to pull for both their lives Bracing his wood en appendage against one of the knees of the boat the shade bent manfully to the task when seeing a huge wave rolling towards the boat he lost heart dropped his oar and rose to take a last fond look of things mundane before becoming food for fishes The act was a rash one for in jumping to his feet he drove his peg through the bottom of the boat Was there ever such a predicament? To withdraw it was to swamp the boat in an instant to let it re main with the frowning wave sweeping towards them appeared equally fatal But necessity is tho mother of invention Seeing at a glance their situa tion the fugitive screamed to the now utterly bewil dered find almost helpless individual to unstrap bis leg from its fastenings Quick as thought the order was obeyed and just at that moment the wave struck her and dumped both into tbe boiling waters The boat was turned bottom side up but the occu pants were within reach and they seized their only hope for rescue The shade clambered up and straddled the keel while the ekedadaler held on to the rudder and endeavored to reach the opposite shore by kicking out and pushing the boat before him The shade appeared to be pretty comfortably situated holding on to his beloved peg and looking towards the shore for relief Their perilous situa tion was noticed by the night opt rator at the Great Western depot who run down the shore and aroused a boatman Bothtarted out and succeeded in pick ing up the ship wrecked and landing them safely on terrafirma wooden leg and all McClellan Raising in the Eighth Ward A splendid hickory pole was raised at the house of Patrick Shanahan on ifth street in the Eighth Ward last evening and a McClellan flag flung to the breeze An immense bonfire blazed on the street and about three hundred of the bone and sinew of the democracy of the ward were attentive llstencrsto the numerous gentlemen who were called upon to speak After giving three cheers for Me Clellan and Pendleton Mr Deare was first called out and spoke for about a half hour on the issues of the day' and concluded by calling for three cheers for the glorious' old Eighth Ward He was followed by Mr George Prentiss who en gaged the attention of the audience for some time in presenting to them some home truths Mr Luke Daly was next called upon and spoke in his usual happy and eloquent style He made a most telling speech Messrs Hartwell Hawley Joseph Godfrey John uller and Aid Gallagher addressed the meeting each one making a good impression and striving manfully to serve the best Interests of their country in doing their utmost to elect George McClellan a Mr Shanahan had not made any public and the immense crowd and the enthusiasm of the meeting is a fair Indication of the sincerity of the Highth Ward democracy aa well as the popularity of the host Great Western Bailway op Canada A Ca nadian exchange in discussing the half yearly report just issued by this company says that notwithstand ing the additional burdens imposed upon them by reason of the great depreciation of the company after paying interest at the rate of 5 and 6 per cent respectively to their bondholders have a net balance in hand of £10961 sterling which would enable them to pay a small dividend to their stock holders (against nothing for the corresponding half year) but which they apparently think it more pru dent to keep in reserve The report states that the company had 833893 in greenbacks lying at the Bank of Commerce New York but it appears that this amount has since been converted into gold the company having taken advantage of the fall in the money market and so effected a saving of some' £8000 This added to the balance of £10961 carried over In the report would if the Directors so elected enable them to declare a dividend of 1 per cent and still carry over a balance of sdme £3000 sterling' A large saving (2 per cent) in the working expenses of the line has been made although the company dur ing the past year have labored under many disadvan tages A Haul Pickpockets A gentleman from Toronto had his pockets relieved of 200 In Canada money Thursday morning on board the Great Western ferry boat while crossing from Wind sor to Detroit" The same afternoon another gentle men from London lost 60 in a similar fash ion on board the day express for Windsor Neither of these gentlemen were aware of the loss until some time after the robberies were committed It is getting almost useless to caution the public to be ware of pickpockets The railway comoaniea do all in their power by posting conspicuous notices warn ing them to guard against thieves and yet this class of robbery is of daily occurrence Saginaw We are pleased to learn as we do from CapL Scott of the schooner Btlle that the above buoys located at the mouth of the Saginaw river have within the past few days been replaced in their proper positions and vessels passing in and out may now rely upon their being in the depest water there to be found Our notice a few days since of their misplaced condition has met with prompt at tention on the part of th) proper authorities which is all the credit we claim from those more especially concerned THE TEST OATH IN TENNESSEE The New York Commercial Adveriiter (conserva tive republican) says: Mr Andrew Johnson Milita ry Governor of Tennessee has issued a proclama tion in regard to the coming election in that State in which he has ordered that any one offering to vote must take a most extraordinary oath This oeth af ter a recital of the and unobjectionable fea tures in regard to supporting the Constitution and the government proceeds as follows: I will cordially oppose all ne gotiations for peace with rebels in arms until the Constitution of the United States and all laws and proclamations mace in pursuance thereof shall be established overall the national Union and that I will heartily aid and assist the loyal people In what ever measures may be adopted for the attainment of these Ills easy to see what and whom this oath is aimed but like many other inconsiderate devices it recoils upon Its framers The voter is required to awesr opposition to all negc aliens for peace with rebels in It would eecm to follow that he should oppose all negot ator also Now Mr Lin coln in his whom it may ktter de clares that he wl 1 receive and consider any nrtw sl tion looking to peace which comes by snd with an authority that can control the armies now at war against the United £uch authority mu certainly be a In and a consistent and comcientous voter would consequently betroubld to take this test oath without mental reserv on particularly as Mr Lincoln in th lette alluded to in his anxiety to treat with tl rebe authorities of fers to meet tbeir propositions liberal terms on other substantial and collateral We fear that Mr Johnson has ma it le any cne to vote in Tennessee either democrats if they favor an armistice or republicans if they stand by the whom it may pronw ciamcnto It is time that from the' administration party some open rebuke be given to this action and that the loud voiced advocates of freedom and civil rights should express iher mlrds upon a subject as crave as this it was against just euch a policy that the manifesto of Seas or Wade ai Coneresnuan Davis was directed They saw that ti Pretident might attempt to make his election sure by holding the votes of the rebel States at the dictation Of his personal bnt ih was hardly to be expected that tbe President's associate on the ticket would shock public decency by so bold an appropria tion of the voting force of a State There are men in the abolition party like Wade and Sumner the men of ideas and others like Collamer and Harris who are pledged by their past words to resist these exe cutive encroachments and to oppose any attempt to abandon or disregard the landmarks that have bcu act for the guidance of tl oee who direct ottr p'ubllc policy It is reasonable to suppose that they will no One On the morning train from en tonville yesterday a vote was taken which resulted in a majority of one for Lincoln A gentleman who was observed to keep his arms continually folded they being fastened in that position by a delicate steel bracelet gave the casting vote for Abraham Had not this man who had his hands tied voted vote would have been a tie All the men and some others belong to the republican party? Stolen and Becovered A horse and buggy be longing to William Brant were stolen from the street near the corner of Congress and St Aubin streets on Thursday evening about 7 Mr Brant hitched his horse and went into a house in1 the locality mentioned and when he came ent soon after found that his horse and buggy had been stolen They were discovered yesterday morning about 5 in lumber yard in the upper part of the city Capture of Supposed Horse Officer Sparling yesterday arrested two individuals on 'the Pontiac road for supposed horse stealing and lodged them in jail The men stopped at a hotel for break fast where they offered the horses for sale While a party was gone for the money they left without paying their bill Thia aroused suspicion which subsequent ly led to their airest One of the future The Buffalo Courier' speaks as follows of a recent concert in that city One of the most charming concerts we have lis tened to In this city lor a long time was that given by the Hoffman combination' last evening The consists of Madame Varian a delightful soprano singer Mr Thomas the justly celebrated composer and balladist and Mr Hoffman pianist and composer We were glad to note that an audience the largest that has favored any concertists here this season greeted the performers last evening The programme consisted of a dozen species of character varying all the way from operatic airs to Scottish ballad and this variety was one among the many pleasing features of the entertain ment Madame Varian sang beautifully a German good a sweet melody by Balfe an aria from Don Giovanni and famous laughing song Her manner never before seemed to us so winning nor her voice so full of expression and power She was applauded and encored regularly Mr Thomas is in one word an inimitable ballad singer In the first part of the concert he appeared to good advan tage in Italian music but his grand triumph was when he emerged from foreign numbers aud gave with splendid spirit and effect the soul stirring mel ody of Mr Hofftnan also took the favor of his listners as but very few pianists ever in Buffalo seem to do His best piece especl ally a melange of popular melodies was performed with exquisite taste and skill and was of course encored In fine we hope to see this in Buffalo again soon and often No combination of circumstances will prevent its success Its populari ty is fluctuated con siderably During the past half year 38785 passen gers and 1535 tons of goods have been carried in ex cess of the corresponding period last year and the aggregate train mileage shows an increase of 31076 miles but the comparative expenses of the coaching traffic in relation to the receipt have been diminish ed 0 97 per cent and a similar reduction has been effected in the expenses of the goods traffic of 0 10 per cent while tbe aggregate cost of locomotive power notwithstanding the increased mileage sbows a decrease of £427 18a 9d or an actual saving of 1 03 per cent or 112 per showirg a redaction of 0 51 per cent on the previ ous had' year and 2 00 per cent on the ponding half year The economy in the locomotive expenses is mainly attributable to tbe large saving effected in the price of fuel amounting to the sum of £1063 2s for the half year The gross receipts for the six months ending July 31 1864 are £314939 19s 2d against £293067 9s 9d for the rrespondlng half year of 1868 or an Increase of £21872 9s od The traffic of the line has been con ducted with great regularity At the request of the Board in May last tbe President accompanied by Mr anlconer proceeded to Canada in order by a personal inspection of the railway audits connecting lines to make themselves acquainted with tho coun try and with the mode of conducting the traffic and to examine local circumstances affecting the com Interest in a variety of ways rom the knowled ze of the affairs which has been acquired by this visit the board anticipate the best results It has been clearly demonstrated to the hoard that the future prosperity of the Great NVeat era of Canada under the existing circumstances of surrounding competition is inseparable from the promotion of a more expeditious and economical transport or through traffic than at present exists There are several measures in contemplation for ac complishing this object but the first desideratum is to secure an unbroken guage so as to avoid the delay and expenses of handling freight consequent upon the double transhipment in its passage through Can ada by laying an intermediate or third ril between tbe Cai adian railway guage of 5 ft 6 in and thus provide the American guage of 4 ft 8h in as was originally intended when the Great Western of Can ada was designed The American roads between New York and Boston and Chicago have shown their sense of the value of this facility by offering to contribute material aid toward the cost of its con rtractlon which tbe engineer estimates to amount to 700000 The board does not hesitate to recommend that this outlay be undertaken and that the details be left to their discretion The board arc prepared to pay off the 6 per cent bonds falling due October 15th next or to renew them at the same rate of interest for a period of seven years ROM ARB1 New York Oct 21 A letter from Geq headquarters to the Phil adelphia Enquirer contains long account? of the rebel
