ROM LANSING I i 'W John McKinney About to Settle with the Board ot Slate Andltora Special Correapondanre of Th Detroit re Press Lansing March 5 We have had a legislative committee occupied for some weeks in a vain endeavor to find out how much money John McKinney Whitney Jones Silas Holmes Moses Wisner Jacob Howard Kinsley 8 Bingham Theodore Hunter and the rest of the pirates who have Infested the State government during the past six years have stolen One of the parties has been arrested and a judicial examination was had with no better success The present efficient State Treasurer has zealously applied himself to the taek of find ing out the exact deficiencies in the public ao counts but he too has been baffled At last Johb McKinney himself comes to the rescue It will Jxvremembered that he was bailed out from tbe custody of tbe Sheriff a abort time ago and went borne He is now back again and says he has come to settle with the Board of State Auditors This settlement wm to have taken place to day but owing probably to the general disarrange ment of the railroads and the horrible condition of all other roads on account of the recent thaw avd heavy freshets the State Treasurer who is a member of the Board failed to get here so the settlement has been postponed until to morrow This settlement when it la effected may and it may not disclose all the secrets of the thieving and plundering that has been going on for so long a time McKinney may and he may not establish himself aa honest a man a ever It is possible that if be shall be ao in dined be can tell the truth the whole truth and nothing but the truth and thereby show that in all the charges that have been brought against him as in one or two which the investigating committee enlarged upon he has been more sinned against than sinning Hunter swears that McKinney diu not know of the burning of the until after thsjf were burned and ot course he could not hate connived at that Iniqui tous business Still he must have known the contents of those probably not in detail but certainly generally Wby may he not now reveal those secrets and place tbe responsibility of all this plundering where it belongs I John McKinney has now one opportunity left to save bls precious body from the State "Prison and to some extent clear his own skirts of the stains that attach to thum He has seen that his friends all deserted him with a single ex ception Of all those who used him for tbe fur therance of their wicked sebemoa Whitney Jones alone stood faithful to him to the last When he was arrested and taken before a tribunal on grave criminal charges where was his counsel the late Attorney General to whoqf'ihe testimony of the Investigating committee shows he had lent from time to time large sums of money? Congressional districts has been under conside ration in the Senate to day and produced a great commotion among the republicans and especial ly among those who have Congressional aspira tions which includes one half of the whole num ber or more Tbe character of the bill waa advo cated solely upon political grounds and no other consideration was advanced by tho various speakers than that of insuring republican major ities The whole structure of tbe bill hinged upon the first district Every county had the ut most repugnance to being attached to Wayne county on account of its well known dem ocratic proclivities and no man who spoke seem ed to entertain a different idea than that Wayne would give ono of her old fashioned majorities of a thousand or twelve hundred next year Tbe first proposition was to unite Monroe and Lena wee with her but that the Lenawee people fought the second proposition was to unite Jsckson and Washtenaw bnt Jackson has a very particular re pugnance to Wayne and that idea waa not to be tolerated After a long talk over the matter no conclusion could be arrived at and a recess was taken for two or three hours when a remedy was discovered which promised to heal all troubles trict waa made to consist of Wayce Monroe Lenawee and Hillsdale which appeared black enough to give the most eminent satisfac tion to all parties concerned notwithstanding ft makes a population for the district of not leas than 161018 or nearly one fourth of the total population it the State This point being set tled all tbe rest was smooth sailing and the bill was passed every republican voting for it with only two exceptions It is expected as a matter of course that we shall have an extensive system of gerrymandering in this apportionment but what shall wo say of that which puts one fourth of all the inhabitants of tho State into one district The first proposition put Wayne Monroe and Lenawee would have made the most populous district in the State and largely exceeded the regular ap portionment and now Hillsdale io added with twenty five thousand more giving almost a fourth of all the inhabitants of the State A Proposition to Invito Gen
