atreading There are no persons tn this bill it is intended however to em power the supervisors of Wayne county to allow fiom the county treasury to the justices of the county court of said county (since the ph of March 1831) the compensation that was allowed them for services previous the passage of the act restricting the the jurisdiction of county courts and in con pnuity with the act concerning costs and fees adopted Jan 23 1621 The bill for the relief of A Perry was read a second and third time and passed The bill to prevent the destruction of Musk jasts was read a second time and taken up com of the whole Mr Hascall moved to amend the bill by introducing a provision which would exclude the county of Oakland from the operation of the bill This motion was lost Messrs Hascall and Martin only voting in the affirmative On motion of Air Martin the bill was amended by inserting a provision excluding Mr Martin spoke brieily in opposition He did not rise to make a speech lie would remark however that the case in relation to tan county seat of St Joseph as well as other counties presented itself now in the same shape in which it appeared at the last session He was then satisfied that there was interests of something rotten throughout the whole busi and hoped ness of locating the county seats alluded to to indulge and at that time too a majority of the coun cil were also satisfied of the fact of the pro the amend prietv of another review and in fact agreed Britain by adding to and passed an act for the review of one of bv and with the of the counties at least The facts still re taken up in committee Mr Britain moved an amendment giving to a majority of the stockholders authority to remove the bank from Niles to any part ol the county of Berien between the terni of five and seven years after the passing of this act5' Mr Britain briefly stated the object of the proposed amendment It was merely to pro vide for the accommodation ot the greatest number of the inhabitants of the county In the present situation of the county the most proper place to locate the bank would be the village of Niles but it would not be doupted that five or six years the country between Niles and the mouth of the river St Joseph (now uninhabited) would be filled up and that the town at the mouth of the river would in respect to imputation and commercial impor tance be a mure proper place for the bank than the village of Niles It might be objec ted to this new feature in the bill (which in everv other respect is similar to the charter 'ranted to the stockholders of the River Raisin Bank at the last session) that if the contingency should arise to which lie had al ludedThe stockholders could ecnrn their oh I has just given the strictest orders that no ves sel read thw first time Mr Kingsley from the judiciary com to whom the pctitionson the subject were refer ed reported adverse to allowing the countv of Berrien to retain for three years the a mount of Territorial tax raised in that coun ty Mr from the same com also made a report adverse to the petitions from the county of St Joseph for the appointment of com missioners to examine said county with a view to select and determine the proper site for the seat of justice and asked a dis charge from the further consideration of the subject The report assumes the ground that the petitions were founded on the alleged fact that one of the commissioners appoint ed to locate certain seats (among which was that of the county of St Joseph) was guilty of fraud or improper conduct in ei formiiig his duties hut this friitid did not occur in lo cating the scat of justice of St Joseph coun ty that the site is at the geographical centre of the county that a majority of the peo ple of the county were in to whom was recommitted the bill to incorpo rate Pontiac academy reported the same with an amendment which was concurred in The bill having received a third reading Mr Hascall moved to fill the blank was then passed The bill allowing and regulating writs of replevin was read a second and third time and passed THE JUDICIARY The bill to establish circuit courts in cer tain counties and to define their powers and duties was taken up for a third reading Mr Durocher moved that the council recon sider the vote taken on the resolution moved bv Mr Moran to recommit the bill to the Judiciary committee with instructions to amend tlie same so as to exclude the county of Wavne from its operation This motion was opposed by Messrs Sprague and Kinffsley the latter boneved the course proposed by the motion would de feat the bill and he said the members of the bar of Wayne county were not united in de siring such a course some preferred it while as many were opposed to it The propo sition in which the council seemed to agree to adjourn until about the first oi March should urge the members to act decisively upon the bill Air Torrey expressed a desire that some further consideration would be given to the subject of the salary of the district he thought that oh reflection the council would increase the sum allowed by the bill as it now stands The question on reconsidering the vote on Lunt mieux' A report was im mediately spread that the Dutch general had again threatened to burn Antwerp it ifie filing was continued from ort Montbello ami from the works nearer the town bort Montebello soon after ceased to cannonade the Lunctta St Laurent but continued to send its balls into the Citadel taking the bastion Pazietto and the half moon battery that protects St Laurent as its Crawford from the operation of the bill Mr Martin then moved an amendment intended to prevent the destruction oi deer (making it penal to kill them at certain sea eons) Mr Britain remarked that an amendment of the kind proposed would not be acceptable to certain portions of the territory where the deer were a nuisance in consequence of the injury which they caused to wheat fields Mr Sprague said he should have been satisfied with the bill and its original inten tion to preserve muskrats if it were made gen erally applicable because he was aware that the skins were a very important item in our commerce nor could he conceive of the reason which had governed the council the vote just taken He was not prepared to act on the amendment now proposed Mr Kimrslev said he did not wish to be thought inconsistent in giving his vote to ex clude the upper counties from the of the bill while he refused to exempt the county of Oakland He had given his vote from the belief that the proper season for killing muskrats in the upper counties and when their skins were the best was not at the same period of the year there as in this part of the Territory however he knew little of the subject and would be glad to have some gentleman enlighten the council upon a mat ter apparently important but not ell under stood Upon motion of Mr Bacon the bill and amendment were laid on the table The
