Knowles Initiates Suit Against Branch Banks MADISON (AP) Gov. Warren P. Knowles has asked the attorney general's office to file a brief in a federal suit to keep a Kenosha bank from opening a branch. The auit has been filed in Washington, D.C., by the American State Bank in Kenosha. It asks that James J.

Saxon, federal comptroller of currency, be enjoined from granting the Kenosha National Bank authority to open a branch. Atty. Gen. Branson C. LaFollette Is studying the case and said Thursday he had not yet filed a brief.

National banks may not branch unless state laws allow it, according to the provisions of the National Banking Act and Wisconsin state laws do not permit branches. Saxon maintains branching for national banks is legal since the state now allows savings and loan associations to branch. William Nuessc, state banking commissioner, urged Gov. Knowles to involve the state in the case. "If the bank is successful in this suit, it would apparently be possible for all 110 nationally chartered banks in the state to start branching," Nuesse said.

The commissioner added that such action would "seriously affect" the 480 Wisconsin banks that are state-chartered and are forbidden to open branches. Nuesse said, "It is our contention that the comptroller doesn't have the authority to permit the (Kenosha) bank to branch because of the provisions of the Banking Act which restricts branching to the limitation of state law." "I would hope that if the comptroller would win this case our Legislature would have to do something to permit our Wisconsin banks to compete on an equal basis," Nuesse said. 17, Parents Adopt Infant They Think Their Own CHICAGO mystery that enveloped the hospital naping two years ago of 37 -hour- old Paul Joseph Fronczak was reopened Thursday when the parents said they would adopt a child they believe is their missing son. The infant was taken from Mrs. Chester Fronczak's arms in Michael Reese Hospital April 27, 1964, by a woman posing as a nurse. The woman, who said she was taking the infant for an exami nation, walked out of the hospital with it. They were never seen again.

The Fronczaks believe they have their son back. He is a sandy-haired 2-year-old who was abandoned July 2 in Newark, N.J., and has been in an orphanage. Neighbors said Mrs. and Mrs, Fronczak have told them they are convinced the child is theirs. They said the lad has been playing in the Fronczak yard since last week.

The Fronczaks had little to say to newsmen. "His name is Paul Joseph, the same as before," Fronczak, 35, a machinist, told reporters. But declined to say more. The FBI, which has been Investigating the case, refused to comment. Lt.

John Cartan, who has led the Chicago police investigation, said he was aware the czaks have had a small boy in their home. He declined to elaborate.
