The fire destroyed three rooms in the rear of the Treatment Assessment Screening Center, known as TASC, 2234 N. Seventh Deputy Chief Dob Ruiz of the Phoenix Fire Department said. The arsonist apparently kicked in a rear door about 7:30 p.m., splashed a flammable liquid inside, and then ignited it, he said. Under the county's "Do Drugs, Do Time" program, drug-abuse suspects with no previous convictions have a choice of being tried for felony drug-possession offenses or enrolling for treatment at the center.

Those arrested under the program, which has gained nationwide attention, spend a night in the holding area of the Madison Street Jail. The drug-treatment center remained open after the fire, according to a receptionist there. Arizona News Briefs Fall down shaft apparently fatal OATMAN A 21 -year-old California man apparently fell more than 400 feet to his death down an abandoned mine shaft near here over the weekend. Rescue officials said Monday that efforts to recover the body were discontinued because of the dangerous condition of the shaft. The victim was identified as Hrian Mark Burgess of Chino, Calif. Mohave County Sheriffs Sgl. Mike Friend said Durgcss had been on an outing with his father and girlfriend Saturday afternoon about two miles northeast of Oatman when he tried to climb a 20-foot-high chain-link fence surrounding the mine shaft.

The fence collapsed as Hurgcss was about halfway to the top, and he fell into the hole. Friend said two rescuers descended 400 feet into the shaft after nightfall but could not find Hurgcss. Hccausc of the possibility of the mine collapsing, they discontinued their efforts. Hurgcss' father, Edward Hurgcss of Chino, agreed with the decision, Friend said.
