1 ALL EDITIONS Hearings are delayed on Nixon-Jaworski dispute A-12 The Arizona Republic Pboenix, Feb. 21, lf74 White House promotes challenges to experts' finding on tape gap, long silence from the' committee. Eastland a yet responded. But Sen. Robert Byrd, wrote Jaworski, thanking him for his letter and saying he does not think it is time for public hearings.

Some committee members are pushing for a response -that publicly acknowledges Jaworski's problem a expresses concern for the breakdown in cooperation. Jaworski's testimony before the committee last Nov. 20 was crucial in halting a drive for a court-appointed special prosecutor. Associated Press WASHINGTON The Senate Judiciary Committee has no plans to rush into public hearings on latest i s-p between President Nixon and the special Watergate prosecutor over access to White House files. With Watergate indictments believed imminent, sources on Capitol Hill said Wednes-day that many committee members are cool to the idea of hearings that could bring allegations of prejudicial publicity.

This concern was cited by Sen. Sam J. Ervin in announcing that the Senate Watergate committee had voted against further public hearings. Special prosecutor Leon Jaworski wrote Sen. James 0.

Eastland, Judici-ary Committee chairman, last Thursday that President Nixon had decided "to terminate his cooperation with this investigation at least with regard to producing any tape recordings of presiden-. tial conversations." Jaworski added" that "it is now clear that evidence I deem material to our investigations will not be forthcoming." The prosecutor said he was writing to keep his promise to the committee to inform it of any breakdown in White House He concluded by telling Eastland that "if I can be of any assistance to the committee, please do not hesitate to call on me." That offer was taken by many as an indication of Ja-worski's willingness to state his case at public hearings. it was followed by a experts on the 184-minute gap in the tape of a June 20, 1972, conversation between the President and H. Haldeman, former White House aide. The panel, chosen jointly by the White House and special prosecutor's office and then appointed by Sirica, told the court it had determined that the Uher 5000 recorder on which Rose FEB.

21, 22, 23 REPEAT OF A FAVORITE -mi Associated Press WASHINGTON With encouragement from the White House, two challenges have emerged to a crucial finding of the technical experts examining the subpoenaed Watergate tapes. One came from a volun- teer, and the other from an unnamed expert consulted' by James D. Clair, President Nixon's chief Watergate attorney. And both were factors prompting U.S. District Judge John J.

Sirica Tues--day to order all sides injhe tapes case to halt further public discussion of the matter. The White House has refused to name the experts. Bell said in a telephone interview i conclusions were drawn from an examination of the panel's report and he conceded he had no access to either the tapes or the recorders turned over to the court-appointed group.

A month before the panel, was named, E. F. Breslin, sales manager for Dektor, called Sirica's office two or three times urging the judge to consider hiring the company to conduct technical tests of the tapes. Finally, the judge's clerk suggested that Breslin put his proposal into a letter and, on Oct. 29, he wrote to Sirica saying "you might be interested in a brief description of we can determine if a tape recording has been altered." As an essential part of any testing, wrote Breslin, "our technicians would have to have access to the original tapes under whatever controls you deemed necessary." Sirica had received other offers of various types of assistance and he decided to submit none of them to the prosecutor's office or the White House when they were considering appointments to the panel.

The experts said they based their conclusion on the electronic marks made by the record and erase heads on Uher machine.

The marks, small parallel lines, are left on the tape when the record key pops up and sends a momentary pulse of electricity through the heads just before they are deactivated. St. Clair questioned the experts about whether they were certain that deactivating the heads simply by pulling the plug out of the wall wouldn't leave' the same marks. The experts conceded they hadn't done that but they said they were certain pulling the plug would not leave marks. The experts also testified they had found a defective part in Miss Woods' recorder and replaced it.

It was that action which was the basis of the most publicized challenge. The challenge came from Allan D. Bell president of Dektor Counterintelligence and Security appeared first on a Washington television interview program. He said he believed defective part, which is linked to the power input on the machine, could have caused pulses that would have left the same marks the experts said were caused by pushing of buttons on the Uher. Members of the White House staff suggested to reporters that they watch the show on which Bell was appearing.

Ex-governor of Virginia gets U.S. job WASHINGTON (UPI) -Linwood Holton, Virginia's first Republican governor this century, was named by President Nixon Wednesday as assistant secretary of state for congressional relations. It previously had been reported widely that Holton, who left office Jan.

12, would be named to a top administration post. He is a longtime Nixon supporter. In the State Department job, which pays $38,000 a year, the 50 year old Hol-t was nominated to succeed Marshall Wright, who a White House spokesman said is returning to private life. Holton conferred Tuesday with House and Senate lead-e about i nomination. Among them was Rep.

Wayne Hays, D-Ohio, who once expressed reservations about the appointment. After the meeting, Hays said he now had no objections. "I just wanted to let him know what he is getting into," Hays said. "It's not a big policy job. It can boil down to being a kind of errand boy for Congress." More recently, when Bell's theory was discussed favorably in an article in Science Magazine, a publication of the American Association for the Advancement of Science, White House press secretary Ronald L.
