Onassis acted after resistance from the Greek military backed regime to his request for a revision of oil rates. The shortage of credits on the world money market also forced him to ask the regime to supply Greek bank guarantees for the foreign loans that would finance his industrial projects. His demands triggered a division within the a i which debated the issue last week.

Sources said the argument of Premier George Pa-padopoulos, that Onassis' investment plan was vital for the nation's economic future, was strongly opposed by Economic Coordination Minister Nikolaos Makarezos, whose economic experts had rejected Onassis' demands. The Onassis appeal is not due for judgment until January, but if the tribunal quashes the decree and Onassis renegotiates his contract, Niarchos who obtained another crude oil supply concession for 32 million tons in exchange for investments worth $200 million automatically would benefit from whatever improvements were granted Onassis. Onassis' associates said the oil freight, which averaged $3.30 a ton from the Persian Gulf to Greece under the January contract, stood today in the range of $8.50 a ton. To get a drastic revision of terms, Onassis appealed to the Council of State, the nation's highest administrative tribunal, to void the royal decree granting him "most favored investment" status.
