Federal Funds of $56400 Okayed for Youth Corps Two federal grants totaling nearly $56,000 have been given to the Rock County Community Action Program Committee for county projects connected with President Johnson's War on Poverty. A $37,000 grant was recently approved by the Neighborhood Youth Corps Program in Detroit for establishment of a local Youth Corps program, according to Richard Black, Beloit, chairman of the community action committee. The committee is headquartered in Beloit.

He did not say when the youth program would start in Rock County, but indicated that 75 young people from the county would be provided with jobs for two months this summer. These young people would have to meet certain requirements, according to Black, and would be employed in such jobs as clerical workers, groundskeepers, cafeteria help, equipment repairmen, playground workers, library assistants and park employes. Some of the requirements that will have to be met by those who are accepted in the program include: 16 to 21 years of age; a school dropout or needing a job to continue their education; income of family must be below a certain level, and jobs done must not cause anyone else with a job to lose it. Those who are hired will be assigned to work with the regular staffs of nonprofit institutions and organizations other than political parties where extra help is needed but cannot be afforded, according to Black. The Community Action Program Committee previously set up a tentative list of job priorities for the different areas of the county.

At that time it assigned 36 of the available jobs to applicants from Beloit and the surrounding area; 25 to Janesville and the surrounding area; three each to Evansville, Fort Atkinson, Orfordville- Footville, Edgerton and Milton Milton Junction; and two to Clinton. The second federal grant was given to the committee for a "program development project" by the Office of Economic Opportunity in Chicago. According to the information Black furnished the Gazette, $18,946 of federal money has been made available for a study of the extent and amount of poverty in the county. The committee is to try and determine the areas of greatest concentration of poverty in Rock County, assess racial discrimination and its relation to poverty and review the work of all other agencies engaged in antipoverty work at the city or county level. It didn't agree with the thermometer yesterday, either, for barring last year, it was the chilliest May 30 Janesville has had since 1947.

But even though the temperature was a good many degrees below average, with its early morning low of 43 and afternoon high of 68, Southern Wisconsin made the most of its first holiday in practically five months. All of the customary Memorial Day activities went off with hardly a hitch. There were the usual parades to the cemeteries to honor the war dead, picnics, golf, boating for the hardy and many family reunions. Since the holiday lengthened the weekend to three days, many families separated by the miles were able to get together for the occasion. Janesville's Memorial Day observance at Oak Hill Cemetery was highlighted by an address by John P.

Cullen, Wauwatosa, who only recently retired as manager of the Milwaukee regional office of the Veterans Administration. Cullen, who is a native of this city, reminisced of the days in his youth when Civil War veterans marched in the Memorial Day parades here. Cullen contrasted the fine facilities for the care of servicemen and veterans provided in Wisconsin today with the days of the Civil War. He spoke of the work of the wife of Wisconsin's Gov. Louis Harvey who did much to improve conditions in the hospitals near combat zones and, though opposed by mili- Iqfesf Stocks Trading Slow NEW YORK (AP)-The stock market declined early this afternoon in slow trading.
