He said the city should use contingency funds to restore the regular service immediately and then prepare a new program possibly financed by a user fee paid by all city residents for next fiscal year.

"We hav? invested heavily to make Phoenix a great place to live and reducing essential service is a retreat from that commitment and a threat to our investment," he added. "Only prompt action "will correct this mistake." Councilman Jim White, who favors keeping quarterly trash pickups, said the contingency fund contains only $1.3 million and it would cost more than $2 million to immediately restore the previous policy. White, who has headed the labor council since August 1973, said the job change will become effective Friday. The dental insurance firm he will join is headed by Dr. Harry Whyte, a dentist who was the largest single contributor to the councilman's past two campaigns.
